Before outlining the areas and population groups that we propose to include and not include in this guidance I would like to describe the pathway model we are using to help guide our work. This model has been developed by Jennie Popay and more details can be found in the background paper prepared by Jennie (provided in pack).
Essentially, this model outlines that different level and types of community engagement have different impacts on a range of outcomes, including health status. As outlined on the left hand side varying levels of community engagement, empowerment and control can be achieved and these can contribute to a range of outcomes, these include service outcomes (such as more accessible services), intermediate outcomes (such as social capital and empowerment) and health improvement outcomes (such as improved health status) – these are shown across the diagram.
This model proposes that at one end of the pathway spectrum - approaches or methods that involve informing or consulting communities are likely to have a marginal impact on people’s health or no or a marginal impact on any other outcomes. In contrast, the more a community is supported to take control, say being involved in the design, development and implementation of activities to improve their lives (ie co-production, delegated power or community control, the more likely their health (and a range of other outcomes) will improve.
