This document discusses using TRIZ tools to address Malaysia's increasing crime rate. It uses the Ideal Outcome method to define an ideal scenario of a crime-free country with mutual respect between citizens. It also uses the 9-Boxes thinking in time and scale method to analyze solutions at the super-system, system, and sub-system levels. At each level, solutions focus on policies, community watch teams, and parenting respectively to cultivate a sustainable environment that delivers the ideal outcome of reduced crime.

A) Ideal Outcome Method
◦ What is the problem?
The problem is the alarming increase in crime rate in Malaysia which
has shaken the security of citizens.
◦ Why is this a problem?
This is a problem because citizens to do feel safe on the streets and
homes. This might results in migrations and also lowers the number of
tourist entering Malaysia. Both will eventually affect the economy and
stability of the country.
Besides this, a lot of expenditure is spent on investigation to capture
culprits and at the same time money is spend to compensate victims.
If the problem is solved, it will have a direct positive effect on the
nation’s economy growth and on the quality of life.
◦ What is our ideal outcome?
Ideality = Benefits /(Cost + Harm). In ideality, we want to increase the
benefits with zero costs or harms
Crime rate free country (Zero crime rate)
Every citizens believes, embraces and practices the culture of safety
and mutual respect

From both the Ideal Outcome and 9 Boxes methods, it clearly shows that
the solutions for this problem actually comes from all class of systems,
namely the Super-system, the system itself and the sub-system

Implementation of correct and positive policies promoting the well being
of the Economy, Environment and Society.
Implementing proper and ethical enforcement officers
System (Community)
◦ SOLUTION:
To form “watch-team” to work in teams and identifying negative places
and people and to have this/them reported to authorities for further
legal actions
Sub-system (Individual/Family)
◦ SOLUTION:
Parents should spent more time with their children instilling good
etiquettes, respect and manners
Parents themselves should be role models by behaving correctly and
respectfully with their neighbors.
