Abstract
The concept of Racial and ethnic diversity in the society has become a big issue that has a great impact in different diverse groups whether in domestic or international practices when it comes to public programs, relations and services. The impact of this diversity has been viewed basing on both primary and secondary population sector categories (Rice, 2015). These differences give different results on individual identities not forgetting as a group be it cultural distinctions leading to differences in power, a commitment to known ethically norms and also how the diversity needs to be respected and related to societal actions. More importantly is the way racial and ethnic diversity has evolved more in terms of roles in workplaces, expectations, personal actions and behaviors. Attempts to come up with proper policies that can control racial and ethnic diversity towards better public program and services has been a complex process that has been faced with support from a number of groups but also hindrances from a particular group who term it as a way of making particular ethnic and races lazy (Weil et al, 1994). Racial and ethnic diversity is a very important issue that needs to be addressed regarding the current moves globally to transform the society into a positively diverse world especially in public programs where minorities tend to have less chances of receiving particular rights in the societies.

The concept of Racial and ethnic diversity in the society has
become a big issue that has a great impact in different diverse

this diversity has been viewed basing on both primary and

Introduction Comment by vhalomcatruj: The word
“Introduction” is not to be used as the introduction header.

Diversity can be described as representation of certain category
of individuals basing on known differences that are hard to be
altered for instance ethnicity, race, sexual orientation, age,
gender and also physical qualities or abilities. These differences
can also be viewed in terms of language, class, marital status,
income or geographical areas.
Racial and ethnic diversity includes a significant representation
of different races and ethnicity or other words those groups that
3. have been always viewed as minority or in other words the
protected classes to be recognized when it comes to public
programs and services allocation. This diversity involves
coming up with a nonhomogeneous population that is comprised
of a mixture of different classes, races, ethnicity, and gender
just to mention a few in order to have a group or population that
has a universal appeal in this current times of globalization.
This array of different cultures that can be found amongst
individuals from different diverse ethnicity and backgrounds
leads to an organized behavior that fosters a nature of
interactions in public programs and also in a community as a
whole (Rice, 2015). The influence of diversity can be positive
by facilitating different people in the organization to have a
relationship built on trust despite differences in background and
origin. Comment by vhalomcatruj: Header?
Influence of racial and ethnic diversity in development of public
programs and services
A typical population or society should have a range of people
that belong to different races, cultures, ethnicity and also
personal differences. Any development in areas such as
business, education, schools, governance, and state policies and
so on must take into consideration an interest in fostering a
racial and ethnic diverse culture in order to have that mutual
respect from different cultures. These behaviors in public
programs and service delivery can be highly influenced by that
degree through which people interact within a particular
organization.
Influence on public businesses
Public businesses are areas that involves creating of a good
relationship with customers that maybe of different ethnic and
racial background. Businesses such as public libraries that are
meant to serve the entire population have come up with a
diverse workforce composition with the motive of boosting the
performance of individuals and eventually fully satisfaction of
the diverse multicultural societies. All this has been brought up
by an increasing number of racial and ethnic diversity in almost
4. every areas and societies. The positive impact of diversity has
not only enabled public organizations in increasing scope of its
reach but has also improved favorable exposure in all sectors of
population thanks to multicultural approach (Weil et al, 1994).
Racial and ethnic diversity has resulted to positive influence in
organizational behavior in public program performance by
enabling personnel to come out and reach their full potential.
This has impacted to creation of a good image of different
organizations where public program premises portraying ethnic
and racial diversity aspect in their mission statement.
Influence on healthcare services As nursing continues to
advance health care in the 21st century, the current shift in
demographics, coupled with the ongoing disparities in health
care and health outcomes, will warrant our ongoing attention
and action. As within all health professions, concerted efforts
are needed to diversify the nation's health-care workforce. The
nursing profession in particular will be challenged to recruit and
retain a culturally diverse workforce that mirrors the nation's
change in demographics. This increased need to enhance
diversity in nursing is not new to the profession; however, the
need to successfully address this issue has never been greater.
This article discusses increasing the diversity in nursing and its
importance in reducing health disparities. We highlight
characteristics of successful recruitment and retention efforts
targeting racial/ethnic minority nurses and conclude with
recommendations to strengthen the development and evaluation
of their contributions to eliminating health disparities.
Comment by vhalomcatruj: Header?
Public healthcare program and services is another area that has
been greatly been influenced by development of ethnic and
racial diversity. There have been efforts to diversify the health-
care workforce capability although it has been a challenge in
recruiting and retaining culturally diverse team of workforce
which always mirrors in changing a nation’s demographic.
Increased diversity in healthcare and nursing is very important
development in reduction of health disparities. We all know that
5. healthcare disparities occur due to inequalities resulting from
provision of health services or in other words access to medical
services across racial, ethnic and other socioeconomic groups
(Simon, 2013).
With such kind of problem in healthcare and nursing, ethnic and
racial diversity has led to development of this problem where
there have been policies set up by nursing organizations. These
policies have promoted the need of implementing and also
evaluating the purpose of initiatives which focus mainly in
retaining and recruiting minority or underrepresented groups in
healthcare field, something that has already began and showed
positive impact in curbing healthcare disparities all over the
globe.
One evidence indicating development of diversity in healthcare
is the fact that there is growing number of nurses from ethnic
and racial groups who are scientists who have lately been
involved in research to eliminate health disparities. Involving
such dedicated group in healthcare programs has brought change
in terms of promoting equal health facilities to all population
and in the long run eliminating disparities in healthcare
programs and services. This has been a success through
mechanisms which offer support on research funding not
forgetting career development. Comment by vhalomcatruj:

Racial and ethnic diversity on development of education
programs and services.
Education has improved currently as a result of racial and
ethnic diversity all over. Education program is viewed as a vital
tool everywhere because it is a determinant in central concerns
for instance social equality and economic, stability in the
society and proper functioning of state democracy (Rice, 2015).
Research shows that diversity in terms of ethnic and races has
given way to innovations in learning centers due to sharing of
ideas from students from different cultures coming together.
Education system that supports cultural diversity also brings up
young students who develop skills to understand perspectives of
6. other children that are from different backgrounds hence
learning to function in multiethnic and multicultural
environment. This has brought development in making it easy
for students to be able to cope up with each other and also get
along well (Simon, 2013). Teachers have also been able to deal
with the issue of training the students without favoring a
particular group.
Conclusion
Racial and ethnic diversity has generally given rise to very
many developments in public programs and services all over
and this has been shown by the way all the societies have
embraced it. Although it has been faced with little challenges,
there is still policies being put in place to spread cultural
diversity in not only public programs and services but also
every community as a an acceptance to the new way of living
and correlation. What is more important is that it has been a
positive influence in the development of societies by
contributing to well-being of people from different cultures
coming together and getting along well.
David, this paper also was an improvement from your previous
efforts. Once again you were able to identify your points clearly
throughout the paper and you provided all of the supporting
information to back up the analysis. However, once again I
would ask that you review the information I provided along the
side of the paper and also please review the APA guide prior to
your next paper. Awarded 8.5 of 10 points.

I am available from 9 a.m.-9 p.m. Pacific Time on most days,
but I attempt to reserve Sunday for my family. On Saturdays, I
tend to be online in the morning and then in the evening. If
these times are not convenient for you, please let me know. I
will be happy to accommodate your schedule, if possible. I
provide you with these times to make it easier to communicate
with me, and not to limit our contact.
I want you to know that, should you need to contact me outside
these time frames, you should not hesitate to do so.
For emergencies, when you are not able to gain access to
messages in the classroom, please send a message to my
personal email address. In the event a third party needs to

Late Assignments
Late assignments receive a 1 (one) point deduction for each day
they are late if assignments are not posted by 11:59 p.m. M.S.T.
on the day they are due. Assignments more than 2 days late will
not be accepted. Technological issues are not considered valid
grounds for late assignment submission. In the event of a
University of Phoenix server outage, students should submit
9. assignments through email to the instructor and post to the
Assignments Page when systems are restored. Unless an
Incomplete grade has been granted, learner assignments
submitted after the last day of class will not be accepted.
Learning Teams NOT APPLICABLE FOR DIRECTED
STUDY
One of the learning goals at the University is to help students
develop the skill of effective collaboration and team
competence.
Several of the assignments in this class will be completed in
Learning Teams of three to six students. I will set up these
teams. Learning Team Charters and Peer Evaluation forms are
required. Please see the instructions in the weekly sections of
the syllabus for more information about the team assignments.
University of Phoenix students are expected to work effectively
in diverse groups and teams to achieve tasks. They must
collaborate and function well in team settings as both leaders
and followers. They should respect human diversity and behave
in a tolerant manner toward colleagues and peers. If you
experience difficulties working with your team, you are
expected to resolve them within the team if possible using the
terms of the Learning Team Charter. However, please feel free
to contact me for guidance if you have concerns in this area.
It is expected that you will actively participate with your
learning team and contribute to the team discussions and
assignments by a) contributing original work that is accepted
and used by the team with proof of originality b) participating
in the project from assignment organizing through meaningful
final review of the team project for submission, and c) ensuring
to your team that your contributions are your original work and
properly quoted, cited, and referenced.
10. While Learning Team projects will be evaluated on outcomes,
individual students may receive differing grades based on
individual contributions and collaboration.
Learning Teams should provide a brief summary of any
communication held outside the classroom. Therefore, if you
hold conference calls, work in a real-time chat room, or get
together outside the classroom environment in another way,
please post a log, transcript, or summary in the Learning Team
discussion section. Further, do not use any of these
supplementary communication tools unless everyone on your
Learning Team agrees to the method and to the schedule. If you
have any questions, please contact me.

12. Participation is very important online. For full participation
credit during participation weeks, you are required to contribute
a total of eight substantive messages each week in the
classroom. You will be expected to participate on at a minimum
of at least three different daysduring the online week in several
different discussions and to contribute substantive discussion
messages on each of those days. This is a required part of your
grade. Participation consists of notes you send above and
beyond graded assignments. This generally means the messages
you send as replies to messages from your classmates and me.
Please note that both quantity and quality are important
considerations when it comes to participation. For example, a
message which says simply, "I agree," does not
constitute participation, because it does not add anything of
substance to the discussion. In order to earn full participation
points, you must add something of substance to the discussion
per week—this would consist of new ideas, your perspectives,
pointed follow-up questions, etc. You will find it is much easier
to keep up with an online class when you are logging in and
participating regularly.
Participation Grading
Question responses will count towards the class participation
requirement. If you participate fully in each week 1-5 per the
UOP guidelines then you will receive the maximum points. If
you come up short of the required postings it will be at my
discretion as to how many participation points you will receive.
There is no student participation requirement during a Directed
Study course. Attendance in Directed Study courses is tracked
and reported weekly. A Directed Study student is in attendance
for a class week if he or she submits an assignment through an
assignment link or posts one message to the online classroom
for the Directed Study course.

13. APA standards
I grade my papers using the APA standards that you will find on
the University website. Specifically, I strongly suggest that you
print out the APA Writing Style Paper I have provided for
you. I grade my papers generally following the examples you
can find in that resource.

Word count, there is a reason the specific number is there. You
will be assessed a deduction in points if your word count is
below the minimum or above maximum. Word count does not

Abstract
I wanted to specifically point out the requirement for an
“abstract”. I require an abstract for every paper, unless I
specifically state otherwise. Below is for your clarification.
According to section 1.07 of the American Psychological
Association (APA) Publication Manual (2001), "An abstract is a
brief, comprehensive summary of the contents of the article; it
allows readers to survey the contents of an article quickly, and
like a title, it enables abstracting and information services to
index and retrieve articles" (p. 12).
An abstract will be an Executive Summary as it were of your
paper. I require you to submit with a minimum of 150 words. It
should tell me what I am about to read. The abstract is not
meant to be a substitute for introducing me to what I am about
to read. Here is another explanation of what an abstract is.
What is an abstract?
An abstract is a self-contained, short, and powerful statement
that describes a larger work. Components vary according to
discipline; an abstract of a social science or scientific work may
14. contain the scope, purpose, results, and contents of the work.
An abstract of a humanities work may contain the thesis,
background, and conclusion of the larger work. An abstract is
not a review, nor does it evaluate the work being abstracted.
While it contains key words found in the larger work, the
abstract is an original document rather than an excerpted
passage. Retrieved May 25th 2007 from the UNC Education
Department Web site

Your papers “File Name” (the following is very important, if
you are unsure ask for clarification)
When you submit your assignment to me, and to minimize the
potential for misplacing your paper, when turning in your
assignment, I require you to use the following naming
convention:
The week the paper was assigned (Wk 1)
Name of the assignment e.g. “Example” Public and Private
Fiscal Policy Paper
Your name “Example” Joseph Catrucco
15. So when you submit your paper, (Individual or Team) after you
have saved it, the Document file name would look something
like this, (I have placed my name in as an example of where you
would put your name) ((REMEMBER)) the (.doc) is
automatically assigned by Microsoft Word so do not include it
when creating your file name. (Substitute your team name for
your individual name when submitting the team assignment)

Note: if your paper is not turned in with the proper file name as

above with one exception, you will be assessed a one (1) point
deduction each day until it has been corrected up to a three (3)
point deduction for the assignment.

Triple click your mouse anywhere in this paragraph to replace
this text with your introduction. Often the most important
paragraph in the entire essay, the introduction grabs the reader's
attention—sometimes a difficult task for academic writing.
When writing an introduction, some approaches are best
avoided. Avoid starting sentences with “The purpose of this
essay is . . .” or “In this essay I will . . .” or any similar flat
16. announcement of your intention or topic. Read more: Center for
Writing Excellence>Tutorials and Guides>Essay
Development>Guidelines for Writing Academic Essays.
Level One Heading
Replace the level one heading with the words for your heading.
The heading must be in bold font. Headings are a necessary part
of helping your audience track the sub-topics discussed in the
body of the essay or report.
Be sure to indent the first line of each paragraph between five
and seven spaces by pressing the Tab key one time on the
keyboard. In addition, remember to double space the entire
paper using the double space functionality in Word. This
template is already formatted for double spacing. Read more:
Center for Writing Excellence>Tutorials and Guides>Software
Tutorials and Guides>Formatting Tutorial for APA.
In addition, keep in mind an academic essay should contain at
least five paragraphs, which includes the introduction
(introductory paragraph), the body (which is generally at least 3
paragraphs), and the conclusion (generally one paragraph). Most
well-developed paragraphs contain at least 3-5 sentences, one of
which is the topic sentence. Limit each body paragraph to one
sub-topic.
Level Two Heading
Replace the level two heading with the words for your heading.
The heading must be in bold font. Read more about APA
headings on the APA Style Blog.
Conclusion
The closing paragraph is designed to bring the reader to your
way of thinking if you are writing a persuasive essay, to
understand relationships if you are writing a
comparison/contrast essay, or simply to value the information
you provide in an informational essay. The closing paragraph
17. summarizes the key points from the supporting paragraphs
without introducing any new information.
