Thankyou very much. My name is Holly Hufnagel and I am the EuFMD coordinator of the project Sustainable Business in Animal Health Service Provision through Training for Veterinary Paraprofessionals
The context of our project is that despite livestock being critical to the livelihoods of smallholder farmers and pastoralists there is a gap between supply and demand of primary animal health care services in remote areas. This is due to the limit presence and in some cases complete absence of veterinarians in remote areas. This gap is often filled by veterinary paraprofessionals who face a number of challenges in their profession:
Lack of further training and absence of mentoring or supervision
Weak veterinary medicine supply chain linkages
Challenge for self employed VPPs to generate sufficient income form their services
Our project aims to address some of these challenges
The ultimate goal is to increase agricultural productivity of smallholder farmers – and we aim to do this by improving VPP capacity to deliver essential animal health services. We are piloting this project in Uganda, Nigeria and South Africa
And it is a partnership between the European Commission for the control of foot and mouth disease- EuFMD- of the Food and Agriculture Organisation, HealthforAnimals and World Veterinary Association
Our project is founded on three pillars which I will present subsequently in a bit more detail:
The first is Competency based training focussed on both business skills and preventive animal health care
The second pillar is the Certification of acquired competencies- to give recognition to upskilled VPPs
And the third pillar focusses on supporting VPP business environment.
We will develop our training courses based on the results of a participatory training needs assessment conducted at VPP and smallholder farmer level in each country.
Central to our approach is modular continuing professional development. Veterinary paraprofessionals can build their own individual learning paths. They would start with a foundational business course which culminates in them own developing a business plan. And this business plan and the identification of their key income streams will then help guide their choice of technical modules in preventive animal health care.
A blended approach will be used combining online with practical training and mentoring by local partners.
The CPD courses developed will fit within a country specific competency framework for Veterinary Paraprofessionals. And they can hen be certified by the Veterinary Statutory Body.
Individual CPD modules help gain CPD credit points and the completion of a set of modules can would lead to a certificate in preventive animal health care
A corner stone of our activities to support the VPP business environment, is the establishment of a public private multi-stakeholder platform. Which would be a forum for exchange in order to identify solutions to address the key challenges that VPPs face and develop a joint plan to support sustainable VPP business development. Ultimate it can serve as a national incubator for the development of individual VPPs.
On this platform should be assembled a wide group of stakeholders from the public sector, private sector and civil society.
