2. Electrical Installation Condition Report
It’s a certificate that can be produced by any qualified person who registers all
existing electrical fixtures and devices on a property.
Properties in the UK must all observe British safety standards and regulations,
and electrical installations are one of the main safety assessment subjects in
these standards. Electrical installations are any fixture or device that is wired to
the main circuit and does not include electrical appliances that are connected
via an outlet, even if they are connected to the circuit indefinitely. The safety
of such appliances can be verified with a PAT or portable appliance testing and
can be issued by a certified electrician.
3. Who should have an EICR
issued for their property?
Based on “The Electrical Safety Standards in the Private Rented Sector” owners of rented
properties should provide an EICR certificate to the tenants and the local housing authority
at the change of every tenancy and/or every 5 years. Prospective tenants who are assessing
the property can request a recent version of the EICR certificate from the landlord before
signing a rental agreement.
4. Only a qualified person can issue EICR certificates
A qualified electrician is eligible to produce an EICR certificate for rented properties since
the test is more than a visual check and involves testing of electrical circuitry and
observation of other standards. According to the interpretation section of the regulations
we mentioned earlier, a qualified person is someone who can detect the problems and carry
out repairs or replacements necessary to fix the issue.
5. EICR inspection designations
and their meaning
• C1: installation is in critical condition and may pose dangerous occupants, immediate action is
required.
• If there are exposed live wires, critical circuit failures or damage to the consumer unit, all power
will be shut immediately until the issue is treated, and then the test can proceed.
• C2: the installation is likely to fail soon; it must be repaired or replaced with urgency
• Less severe electrical issues that may pose a danger to occupants during rain or under special
conditions are designated with C2 and must be addressed after testing.
• C3: installation requires improvement in accordance with the latest safety regulations
• Old wiring or worn out fixtures are marked for improvement based on the specifications of British
electrical safety standards.
• FI: further investigation. If the device cannot be tested currently, or the fault is undetermined
without more testing, the electrician will mark it for future assessment.
6. Landlords that do not comply with the 2020 regulations may be subjected to financial
penalties by the local housing authority.
