improve senior leadership crisis decision-making and staff coordination during the
response phase
CCG offers disaster preparedness consulting to Political Elected Officials, Medical /
Logistical / Transportation EOC’s, Medical Directors / Managers / Administrators and Staff
their members, Hospital and Clinic’s, ICP Commanders and other medical related IGOs

Kosovo Prime Minister: Mr. Domenic Tesoriero and his team successfully completed two major projects in the development, build, equip and train
up of the Kosovo Protection Corps (KPC). The KPC is a national level civil emergency response organization under the shared direction of the
Kosovo government and the United Nations Mission in Kosovo (UNMIK). Because of Domenic’s efforts, the KPC today leads the Balkan’s & South
Central Europe in Disaster Management. He developed programs that enabled us to successfully respond when an earthquake struck in 2005. We
responded first, ahead of the UNMIK and NATO, and we took full control.

Our Work with the Kosovo Government

The Kosovo Protection Corps (KPC) is the national civil disaster response organization with 3000 active and 2000
reserve members, working directly for the Kosovo Government and the United Nations Mission in Kosovo (UNMIK);
and supported by the international community worldwide. The program was US State Department funded.
The KPC has been using Constructive Simulation Supported Exercise technology since 2003

PROJECT 2 (18 Months)
• Design and establish the KPC Simulation Training & Exercise Center (STEC)
The center is capable of conducting two exercises simultaneously using fixed and mobile training teams
• Train a 32 member combined KPC and (local) Civilian Instructor training team
KPC instructors are rotated every two years from the regional EOC’s
• Design and conduct Leader / Staff emergency management standardization workshops and seminars
These are two- day targeted workshops
• Design and conduct Leader / Staff emergency management educational courses at the KPC Civil Protection Academy
These are 2-5 day courses. Subject matter; ICP Developing & validating Response Plans, Staff Procedures, Crisis Decision Making
Process, Running a JOC, EOC & ICP, Developing & conducting DDMT (Constructive Simulation Supported Exercise supported & live
exercises, etc…
• STEC conducted 99 Constructive Simulation Supported fixed and mobile DDMT exercises in the first year alone. The center
is the first successful transitioned program among the many international programs introduced. Over 32 million Euro’s was
spent on the entire KPC training program since first introduced in 1999 (ending 2004). STEC was the cheapest (under 200K) and
most successful program to date.
UPDATE 2014: The DHS / FEMA National Simulation Center is still not capable of conducting standalone Constructive Simulation Supported Exercises. USNORTHCOM (DOD) uses
their assets to support National Level Exercise’s. The KPC has been using Constructive Simulation Supported Exercise technology since 2003, Bosnia since 1998, Croatia since
2000. Members of CCG were part of the startup organization in Bosnia to equip, train and certify the National Simulation Center and cadre.
