of Education

CHARACTERISTICS OF THE 
NATIONAL SYSTEM OF EDUCATION 
National system on the principles 
embodied in the constitution: National 
system of education will based on the 
philosophy as contained in the constitution of 
India. 
Common school system: Up to a given 
level, all students, irrespective of caste, 
creed, location or sex, will have access to 
education of a comparable quality. Effective 
measures will be taken in the direction of the 
common system recommended in the 1968
Cont., 
10+2+3 structure: The National System of 
Education envisages a common educational 
structure i.e. 10+2+3; elementary system 
comprising 5 years of primary education and 3 
years of upper primary, followed by 2 years of 
high school. 
National curricular framework: There will be a 
national curricular framework with a common core 
along with other components that are flexible. 
Secular values: All educational programs will be 
carried on in strict conformity with secular values.

Education for peace and understanding: 
Education will be aimed at strengthening the 
ideas of peace and understanding. 
Equality in education: To promote equality it 
will be necessary to provide for equal 
opportunity to all not only in access but also 
in the conditions for success. 
Minimum level of learning: Minimum level 
of learning will be laid down for each stage of 
education.
Cont., 
National integration: steps will be taken to foster 
among students an understanding of the diverse 
cultural and social system of the people living in 
different parts of the country. 
Promotion of languages: Besides the promotion of 
link language, programmes will also be launched to 
increases substantially the translation of books from 
one language to another and to publish multi-lingual 
dictionaries and glossaries. 
Facilitating inter-regional mobility: In higher 
education in general and technical education in 
particular, steps will be taken to facilitate inter-regional 
mobility by providing equal access to every Indian of
Cont., 
Network arrangement in research 
development: In the area of research and 
development and education in science and 
technology, special measures in the country 
to pool their resources and participate in 
projects of national importance. 
Lifelong education: Life-long education is 
the cherished goal of the educational 
process. This pre-supposes universal literacy. 
Open and distance learning: The future 
thrust will be in the direction of open and

Involvement of national institutions: Integrated 
planning will be instituted among all these bodies 
(University Grants Commission, All India Council of 
Technical Education, the Indian Council of Agricultural 
Research, the National council of Educational 
Research and Training, the National Institute of 
Educational Planning and Administration and the 
International Institute of Science and Technology) so 
as to establish functional linkages and reinforce 
programmes of research and post-graduate education. 
Involvement of the nation as a whole: Nation as a 
whole will assume the responsibility of providing 
resource support for implementing programmes of 
educational transformation.
Cont., 
Meaningfull partnership between the centre and 
the states: Concurrency signifies a partnership 
which is at once meaningful and challenging. The 
national policy will be oriented towards giving effect 
to it in letter and spirit. 
Education for equality: The new policy will lay 
emphasis on the removal of disparities and to 
equalize opportunity by attending it to the specific 
needs of these who have been denied equality so 
far. This includes educate ion for women’s equality, 
schedule castes and tribes, backward sections, 
minorities and the handicapped.
Cont., 
Adult education: The nation must pledge itself to 
the eradication of illiteracy, particularly in the 15-35 
age group. A vast programme of adult and 
continuing education will be implemented through 
various ways and channels. 
Early childhood care and education: 
programmes of ECCE will be child centered. A full 
integration of child care and pre-primary education 
will be brought about both as a feeder and a 
strengthening factor for primary education and for 
human resource development in general.

Characteristics of India's National Education System

  • 2. CHARACTERISTICS OF THE NATIONAL SYSTEM OF EDUCATION National system on the principles embodied in the constitution: National system of education will based on the philosophy as contained in the constitution of India. Common school system: Up to a given level, all students, irrespective of caste, creed, location or sex, will have access to education of a comparable quality. Effective measures will be taken in the direction of the common system recommended in the 1968
  • 3. Cont., 10+2+3 structure: The National System of Education envisages a common educational structure i.e. 10+2+3; elementary system comprising 5 years of primary education and 3 years of upper primary, followed by 2 years of high school. National curricular framework: There will be a national curricular framework with a common core along with other components that are flexible. Secular values: All educational programs will be carried on in strict conformity with secular values.
  • 4. Cont., Education for peace and understanding: Education will be aimed at strengthening the ideas of peace and understanding. Equality in education: To promote equality it will be necessary to provide for equal opportunity to all not only in access but also in the conditions for success. Minimum level of learning: Minimum level of learning will be laid down for each stage of education.
  • 5. Cont., National integration: steps will be taken to foster among students an understanding of the diverse cultural and social system of the people living in different parts of the country. Promotion of languages: Besides the promotion of link language, programmes will also be launched to increases substantially the translation of books from one language to another and to publish multi-lingual dictionaries and glossaries. Facilitating inter-regional mobility: In higher education in general and technical education in particular, steps will be taken to facilitate inter-regional mobility by providing equal access to every Indian of

Cont., Network arrangement in research development: In the area of research and development and education in science and technology, special measures in the country to pool their resources and participate in projects of national importance. Lifelong education: Life-long education is the cherished goal of the educational process. This pre-supposes universal literacy. Open and distance learning: The future thrust will be in the direction of open and

Cont., Involvement of national institutions: Integrated planning will be instituted among all these bodies (University Grants Commission, All India Council of Technical Education, the Indian Council of Agricultural Research, the National council of Educational Research and Training, the National Institute of Educational Planning and Administration and the International Institute of Science and Technology) so as to establish functional linkages and reinforce programmes of research and post-graduate education. Involvement of the nation as a whole: Nation as a whole will assume the responsibility of providing resource support for implementing programmes of educational transformation.
  • 8. Cont., Meaningfull partnership between the centre and the states: Concurrency signifies a partnership which is at once meaningful and challenging. The national policy will be oriented towards giving effect to it in letter and spirit. Education for equality: The new policy will lay emphasis on the removal of disparities and to equalize opportunity by attending it to the specific needs of these who have been denied equality so far. This includes educate ion for women’s equality, schedule castes and tribes, backward sections, minorities and the handicapped.
  • 9. Cont., Adult education: The nation must pledge itself to the eradication of illiteracy, particularly in the 15-35 age group. A vast programme of adult and continuing education will be implemented through various ways and channels. Early childhood care and education: programmes of ECCE will be child centered. A full integration of child care and pre-primary education will be brought about both as a feeder and a strengthening factor for primary education and for human resource development in general.
