The Agricultural Marketing and Transformation Investment Programme (AMTIP) is working to improve legal frameworks for public-private partnerships in South Sudan's agriculture sector. AMTIP has drafted decrees and bylaws to legally establish PPPs and is rehabilitating slaughterhouses in Aweil and Kuajok. It has also agreed to upgrade an unused slaughterhouse in Rumbek. While activities were progressing on schedule, insecurity starting in June 2016 has delayed some plans. The future political and security situation remains uncertain from August 2016 onwards.

"The purpose of developing this national local content policy for the petroleum sector is to increase the value generated by the exploitation of a resource that remains in the domestic economy; and to develop linkages between the oil sector and the rest of the economy. What matters is not only what happens in the sector but what happens beyond. As such, local content can encompass forward, lateral, and backward linkages. Backward linkages are those created by the commercial relations between oil operators and their supply chains, which include the transfer of technology and know-how, employment of nationals, and sourcing local goods and services. Lateral linkages utilise the demand of the sector to develop skills, services and infrastructure that can positively impact on other sectors of the economy while allowing locals to participate in the petroleum supply chain. Forward linkages involve the construction of facilities that process and export these resources, such as refineries and petrochemical facilities. Therefore, our local content benefits are set in a good practice that is based on the idea of creating ‘shared value’. In this policy document, shared value is the foundation for a business strategy designed to achieve both project competitiveness, and stability and economic development in the local community and the entire country.
Guyana’s LCP will ensure that business projects can create shared value by generating and growing economic opportunities related to their workforce, local supply chain and surrounding communities, in ways that also support their bottom line. Therefore, as we are an emerging petroleum producing and exporting nation, it is my government’s guiding principles that this LCP focus on being:
1. A guide towards a national strategy for economic development
2. A mechanism to create value beyond the sector
3. Grounded in the objectives of a realistic assessment of our resources and capabilities
4. Adaptive to our energy mix and transition objective toward a low carbon economy
5. Integrated to the procurement strategy of the national economy" page 4.

Global value chains (GVCs) have changed international trade such that approximately 70% of trade involves sharing production across borders through international supply chains. To increase participation in GVCs, Burkina Faso's trade policy focuses on developing domestic cotton processing industries to link with textile and apparel manufacturing globally. The government aims to modernize cotton industries, attract more foreign investment, and increase energy access to strengthen Burkina Faso's position in the cotton GVC. Regional policies like the African Continental Free Trade Area also aim to boost industrialization and attract investment to facilitate greater African participation in GVCs.

- 1. 2.1 Executive summary of the action The Agricultural Marketing and Transformation Investment Programme (AMTIP) is a component of the European Commission funded broader Zonal Effort for Agricultural Transformation - Bahr-elGhazal Agricultural Development (ZEAT-BEAD). It is also part of the GIZ Food Security and Development of Agricultural Markets (FSDAM) Programme in South Sudan, funded by the German Ministry for Economic Cooperation and Development (BMZ). AMTIP is implementing activities based on the existing laws and legal framework which exist at state level in the Greater Bahr el Ghazal region. Nevertheless, the existing laws are not comprehensive and there is a need to improve and further develop the legal and administrative framework for Public-Private- Partnerships (PPPs) at the state level in South Sudan. To this end, it has been agreed to carry out a study aiming to Assist the partner in the formulation of decrees, bylaws or any other text to legally establish and process PPPs . Tender documents for the rehabilitation of the slaughterhouses in Aweil and Kuajok are ready for advertisement. An agreement on the upgrading and completion of an unused slaughterhouse in Rumbek was reached. Draft Bills of Quantity (BoQs) and drawings for the slaughterhouse construction in Wau and upgrading in Rumbek were produced. A financial and economic analysis of the slaughterhouse in Rumbek and the proposed agricultural warehouse in Kangi were undertaken. Generally, AMTIP activities were progressing well, with most activities implemented according to schedule. However, the insecurity in the area of Operation, which started in June 2016, has delayed or jeopardized a number of planned activities. It remains unclear how the political and security Situation will develop from August 2016 onwards.
