• involvement of external stakeholders,
• reform of higher vocational schools by
encouraging some of them to transform
themselves towards a dual university model
alternating work-based learning with studies,
• practical-profile studies (first- and long –cycle
Master’s programmes) - at least 6 months of
practical training,
• higher vocational schools will be obliged to offer
practical internships financed by the state.
3. First Innovativeness Act, Second
Innovativeness Act and White
Paper on Innovation
• First Innovativeness Act – 50% tax relief for R&D activities,
financial incentives for innovative start-ups and simplification of
procedures in the area of commercialization of R&D results in
research institutions.
• Second Innovativeness Act – horizontal support, tax relief - 100%,
R&D centers- 150%; expansion of eligible costs catalogue by the
so-called non-durable materials, increasing the scope of activity
of special purpose vehicles created by universities and scientific
institutes of the Polish Academy of Sciences (PAN) for economic
activity, enabling the creation of capital (infrastructure)
companies by the HEIs and research institutes of the Polish
Academy of Sciences, providing MNiSW with legal instruments to
monitor the career path of doctoral students and graduates.
• White Paper on Innovation - a catalogue of barriers or regulations
requiring amendments and development of Polish innovativeness.
4. Programme of Apprenticeship at
the State Higher Vocational
Schools
• Pilot implementation of the six-month internships at the State Higher
Vocational Schools under the non-competitive project co-financed by the EU
Operational Programme Knowledge Education and Development (PO WER),
• Carried out by the Ministry of Science and Higher Education (MSHE) since
2015,
• The objective is to develop, test and sustainably implement a nationwide,
uniform system of the 6-month mandatory student internship,
• The project contributes to the development of students' competences
required by employers, increase in the flexibility of vocational HEIs in terms
of creating curricula and strengthening cooperation with business sector,
• The project is addressed to institutions with a status of a State Higher
Vocational School or a non-public vocational school, educating at least 100
full-time students and in which the proportion of full-time students in the
total number of students is at least 40%,
• The team of experts has elaborated a document containing regulations and
instructions for implementing the pilot 6-month internships,

Schools
• Project duration - 1.10.2015- 30.09.2018,
• Budget - 135 937 731,39 zł,
• The project is intended to involve about 7.000
students (already over 6.000),
• Four out of five calls for proposals have been
launched and 66 vocational HEIs have been
implementing the above apprenticeship
programme.

7. Dual studies
• November 2017 - a competitive project Dual
studies was launched by the National Center for
Research and Development within the framework
of the Operational Program Knowledge Education
Development,
• The objective is to popularize the model of dual
studies in Poland at a practice-oriented profile of
studies,
• The MSHE in cooperation with representatives of
the academic community and employers, has
developed a framework for conducting dual
studies (the form of a report to be used by HEIs
providing dual studies),
8. Dual studies
• The competition is addressed to public and non-
public HEIs educating at least 200 full-time
students that maintain or have maintained at least
12 months (in the last 36 months) formal and
documented co-operation with employers on
practical learning components,
• The project envisages the development and
implementation of alternate education in the form
of didactic classes conducted at the university and
practical classes held at the employer, taking into
account the realization of all the learning outcomes
defined in the curriculum of a particular field of
study at a practical profile,
• The budget of the contest is PLN 100 million.
