Agency for Digital Learning in Higher Education  Directly under the Ministry of Education and Research  Mission: to stimulate use of digital technology in the HE sector to promote quality in teaching and learning, we:  advise the Ministry of Education, the HEIs, and other sector stakeholders  fund institutional projects that explore innovative technology enhanced educational practices  maintain knowledge base on digitisation in higher education

Openness in Norwegian Higher Education  All public higher education is free and open  Almost all higher education is public  HE sector is well established and has sufficient capacity  Any candidate holding a high school diploma may access higher education No Norwegian Open University Not much political focus on opening up education

Challenges to Open Online Learning  Digitisation of higher education is lagging behind  Faculty members hold copyright of the teaching material they prepare  There is no common platform for sharing OER  HEIs are very autonomous, so a top-down approach is not sufficient  Uncertainty around business models for MOOCS  Institutions do not always offer the right kind of support  Faculty are slow to change their teaching methods. MOOCs require new ways of engaging students

Policy Landscape: Window of Opportunity  No unified national strategy for MOOCs and/or open online learning  2014 official Norwegian report MOOCs for Norway not implemented  A structural reform in higher education is being implemented  Fewer institutions  New strategies  Multi campus institutions  Upcoming government whitepaper on quality in higher education

Policy Recommendations for Digitisation To advance digitisation as a tool for quality of education, the ministry should:  Develop a national strategy for coordinating and promoting digitisation for pedagogic innovation and quality  Make digitisation a topic in their governance of public higher education institutions and as a criterion for future public funding  Strengthen the digitisation of higher education by expanding the national infrastructure and cloud-based services

Policy Recommendations for MOOCs  Include a strategy for MOOCs and open learning in the upvoming government whitepaper on quality in HE  Establish a national agency for coordinating and supporting open online learning  Use MOOCs to reach strategic goals such as  imparting 21st century skills  improving collaboration between academia and the workplace  ensuring affordability of and access to higher education for new modes of teaching and learning

Without a National Policy for MOOCs  The institutions will not reap the full benefits of MOOCs  There will be no common MOOC platform in Norwegian  Norwegian MOOCs will continue to be invisible abroad  We will not have the research to learn from the MOOCs we already have nor to make better MOOCs in the future  Norway will not have the framework of MOOCs to help with the demographic and economic challenges ahead
