Editor's Notes
Safety: Respondents overwhelmingly saw safety as a top priority and said that addressing safety concerns is critical to maintaining a high quality of life.
Economic Development: Respondents would like to see the City attract more businesses to generate more revenue and lower property taxes. Respondents desire more sit-down restaurants and shopping options.
Location & Access: Respondents appreciate Garfield Height's central location and proximity to the highway as it gives them access to many regional amenities and destinations.
Recreation & Programs: Respondents would like to see more opportunities for residents to be engaged and to come together through recreation activities, community-wide events, and age-specific programs.
Community Character: Respondents would like to see the City have a more welcoming presence by developing the city center, implementing more decorative features, and maintaining a clean environment.
Community Pride: Many respondents appreciate their immediate neighborhood but would like to see more pride and a clearly communicated identity throughout the whole City.
Property Maintenance: Respondents would like to see commercial and residential properties better maintained and owners held more accountable to the upkeep of their properties.
Infrastructure Repair & Maintenance: Respondents would like to see roads repaved to ensure comfortable travel, sewers repaired to mitigate flooding issues, and sidewalks maintained to encourage walkability.
Parks: Respondents enjoy the Metroparks Garfield Heights Reservation and would like to see additional smaller parks placed throughout the community, especially in the southern section of the City.
Multi-Modal Transportation: Respondents appreciate the City's optimal location and many options to move around the community but would like to see a local bus route to local destinations and attractions.
Community Development Corporations, or CDCs, are non-profit organizations that operate development programs in support of their local communities and neighborhoods
There are 147 CDCs in the greater Cleveland Ohio metro area, which employ 568 people, earn more than $69 million in revenue each year, and have assets of $214 million
FutureHeights is in Cleveland Heights and University Heights
Officially incorporated as a non-profit in 2002 and became a formal member of the Ohio CDC Association in 2017
FutureHomes - This program works in coordination with the Cuyahoga County Land Bank to sell homes in need of rehabilitation to developers who agree to sell them to owner-occupants
As can be seen in the map on the left, Garfield Heights has many commercial and industrial vacant lots that can be potential redevelopment sites. Most of these sites are concentrated on the East and West border of the City. There are four priority redevelopment sites identified, one of them being Turney Town designated as number 4 on the map. Turneytown is located on Garfield Height’s main commercial corridor which could benefit from a Special Improvement District.
A Special Improvement District (SID) is a designated area where property owners within its boundaries agree to pay a supplemental tax or fee to fund additional public improvements or services that are tailored to the district’s needs. This could include:
Addressing Safety
Litter clean up and sidewalk maintenance
Landscaping and decorative street furniture
Wayfinding and branding,
Small business assistance and development
Community events and services
Overall, the City needs to play a more active role in its redevelopment process and prioritize it within its budget items.
The City’s regulations
Implementing design guidelines as part of updating the Zoning Code would give the City an additional layer of oversight on the design and layout of commercial redevelopment.
Design guidelines generally control architectural style, materiality, landscaping and greenspace, and other accessory features.
Design guidelines and appropriate regulatory processes can give the City, property owners, and developers a sense of certainty in the development process.
Broadening the City’s tourism efforts is an exciting opportunity to reach a much larger audience and attract more visitors to local shops, restaurants, and amenities.
This strategy could include ways to guide park visitors into the City's business districts, information on websites and social media platforms, articles in tourism magazines, or other forms of outreach and engagement.
Modern tourism no longer fits the standard mold of what a vacation should be, but often takes the shape of day trips to local destinations.
Tourism has evolved, and communities have taken notice.
TourismOhio: Destination of choice
The Community Reinvestment Area (CRA) program is a state incentive program that is administered locally and meant to incentivize renovations or new construction
A CRA is a tax abatement program that delays increases in taxes that come with new investment for properties within the boundaries of the CRA.
Cleveland Heights, Ohio GROW Program
Created in 2018
Consists of a tiered scoring system where the terms and exemption amounts vary by neighborhood based on how many of the target reinvestment criteria they meet
A more strategic way to provide incentives by targeting areas with weaker housing markets
Blue (scores between 0 and 4) receive base-level incentives
Yellow (score of 5) have an increase in incentive levels
Red (scores above 6) have the highest level of incentives
Key Components:
Public Art at Gateways: Public art installations at gateways to E. 131st Street, like this wall mural in Cleveland, brighten, enhance, and create visual interest and welcoming spaces.
Structure Rehabilitation: Rehabilitating older E. 131st Street commercial structures, like this one in the Short North district in Columbus, can provide new retail and housing opportunities.
All-Purpose Trail Connections: All-purpose trail connections to Garfield Reservation, like this one to Engle Road in Middleburg Heights, can help residents safely access destinations.
New Housing Types: Adding new housing types along E. 131st Street, like these townhomes at Battery Park in Cleveland, can help diversify housing and create walkable districts.
