The Republic Act No. 11364 (RA 11364), otherwise
known as the “Cooperative Development Authority
Charter of 2019”, was signed into law by President
Rodrigo Roa Duterte last August 08, 2019 and took
effect on August 29, 2019.
On September 21, 2020, the copy of the IRR was
submitted to the National Printing Office for
publication in the Official Gazette. On October 12,
2020 the said IRR was published in the Official
Gazette making it effective last October 28, 2020,
or 15 days after its publication
FROM 15 POWERS TO 37 POWERS
The Authority already have 37 powers, functions
and responsibilities as compared to the 15 powers
vested under the old charter. The Authority shall
exercise developmental, regulatory and quasi-
judicial powers, functions and responsibilities.

SECTION 2. POWERS, FUNCTIONS AND
RESPONSIBILITIES –
• Develop and conduct management and training programs that
will provide members of cooperatives with the entrepreneurial
capabilities, managerial expertise, and technical skills required
for efficient operation of their cooperatives and inculcate in them
the true spirit of cooperativism and provide, when necessary,
technical and professional assistance to ensure the viability and
growth of cooperatives with special concern for agrarian reform,
agriculture, fishery and the economically depressed sectors;
15.Formulate, adopt and implement, in a manner consistent
with Sec. 17 of the Act, a standard of training for
cooperative officers or members which shall focus on
basic cooperative principles and values, good
governance, business and entrepreneurial management,
human resource management, risk management, conflict
management, and technical skills required for the efficient
and effective operations of the cooperatives.

MICRO COOPERATIVES
3.1. To capacitate cooperative officers to efficiently
and effectively manage the operation of
cooperatives; and
3.2. To provide training to micro cooperatives to
comply with the mandatory training requirements for
cooperative officers.
PROGRAM OBJECTIVES
TRAINING COMPONENTS
In order to capacitate and empower micro cooperatives, the
following training shall be conducted for the officers:
a) Fundamentals of Cooperatives (January 2021)
b) Governance and Management of Cooperatives ( February 2021)
c) Internal Control System (March 2021)
This training shall be conducted by the CDA. However, micro
cooperatives may opt to access other training providers, provided
these are accredited by CDA
MEMORANDUM CIRCULAR NO. 2015 - 09
SERIES OF 2015
Scope. This Memorandum Circular shall apply to the officers of the cooperative
regardless of type and size, such as:
• Board of Directors;
• Secretary;
• Treasurer;
• Election Committee,
• Audit Committee; (March 26, 2021)
• Ethics Committee; (May, 2021)
• Mediation and Conciliation Committee; (May, 2021)
• Other Committees created by the General Assembly and BOD; and
• General Manager or Chief Executive Officer.

Rice Competitiveness Enhancement Fund (RCEF)
To ensure food security and to make the country’s
agriculture sector viable, efficient and globally
competitive, Republic Act No. 11203, otherwise known
as the “Rice Tariffication Law” was promulgated. The
law created the Rice Competitiveness Enhancement
Fund (RCEF) or Rice Fund to improve rice farmers’
competitiveness and income amidst liberalization of the
Philippine rice trade policy that lifted quantitative
restrictions on rice imports and replaced it with tariffs,
among others. RCEF has a PHP 10 billion annual
appropriation for the next six years, to be allocated and
disbursed as follows:
Components
1. Rice farm machinery and equipment (50%) - The
Mechanization Program
2. Rice seed development, propagation, and
promotion (30%) - The Seed Program
3. Expanded rice credit assistance (10%) - The Credit
Program
4. Rice extension services (10%) - The Extension
Services Program

1. Rice farm machinery and equipment (50%) - The
Mechanization Program
The program aims to raise rice farmers’ productivity, profitability and
global competitiveness through strengthened access and use of
appropriate production and postproduction mechanization
technologies, which specifically aims to:
• Make accessible to rice farmers the appropriate rice production
and postharvest machinery and equipment through to the farmer
cooperatives, associations (FCAs).
• Promote among Filipino rice farmers the use of efficient and cost
reducing rice mechanization interventions.
• Strengthen local agricultural machinery manufacturing industry
through aggressive technology development, fabrication and
manufacturing.

2. Rice seed development, propagation, and promotion
(30%) - The Seed Program
The program aims to increase the adoption of certified
inbred seeds and integrated crop management through
the following projects:
•Promoting and distributing certified seeds of inbred
rice varieties
•Mobilizing and strengthening local seed production
•Supporting variety development

3. Expanded rice credit assistance (10%) - The Credit
Program
This component aims to make direct lending program
available in the form of a credit facility with minimal
interest rates and minimum collateral requirements to rice
farmers and cooperatives, to be managed equally by
the Landbank of the Philippines (LBP) and
the Development Bank of the Philippines (DBP).For this,
Landbank will lend up to PHP 500 million annually for the
next six years to rice farmers registered in the RSBSA and
to DA-accredited cooperatives. For on-lending
cooperatives, an interest rate of 0% per annum shall be
provided as long as effective pass-on rate to end
borrowers is not higher than 6% per annum.

4. Rice extension services (10%) - The Extension Services
Program
This intends to enhance the capabilities of the Rice Fund
beneficiaries on modernized inbred rice and seed production
and other relevant skills for improved competitiveness and
income, with the following projects:

CDA Charter Expands Cooperative Powers

  • 1.
  • 2. The Republic Act No. 11364 (RA 11364), otherwise known as the “Cooperative Development Authority Charter of 2019”, was signed into law by President Rodrigo Roa Duterte last August 08, 2019 and took effect on August 29, 2019.
  • 3. On September 21, 2020, the copy of the IRR was submitted to the National Printing Office for publication in the Official Gazette. On October 12, 2020 the said IRR was published in the Official Gazette making it effective last October 28, 2020, or 15 days after its publication
  • 4. FROM 15 POWERS TO 37 POWERS The Authority already have 37 powers, functions and responsibilities as compared to the 15 powers vested under the old charter. The Authority shall exercise developmental, regulatory and quasi- judicial powers, functions and responsibilities. (Section 4 of RA 11364)

POWERS, FUNCTIONS AND RESPONSIBILITIES – • Develop and conduct management and training programs that will provide members of cooperatives with the entrepreneurial capabilities, managerial expertise, and technical skills required for efficient operation of their cooperatives and inculcate in them the true spirit of cooperativism and provide, when necessary, technical and professional assistance to ensure the viability and growth of cooperatives with special concern for agrarian reform, agriculture, fishery and the economically depressed sectors;
  • 7. 15.Formulate, adopt and implement, in a manner consistent with Sec. 17 of the Act, a standard of training for cooperative officers or members which shall focus on basic cooperative principles and values, good governance, business and entrepreneurial management, human resource management, risk management, conflict management, and technical skills required for the efficient and effective operations of the cooperatives.
  • 8. MC 2017-01 | CAPABILITY BUILDING PROGRAM FOR MICRO COOPERATIVES 3.1. To capacitate cooperative officers to efficiently and effectively manage the operation of cooperatives; and 3.2. To provide training to micro cooperatives to comply with the mandatory training requirements for cooperative officers. PROGRAM OBJECTIVES

TRAINING COMPONENTS In order to capacitate and empower micro cooperatives, the following training shall be conducted for the officers: a) Fundamentals of Cooperatives (January 2021) b) Governance and Management of Cooperatives ( February 2021) c) Internal Control System (March 2021) This training shall be conducted by the CDA. However, micro cooperatives may opt to access other training providers, provided these are accredited by CDA

Rice Competitiveness Enhancement Fund (RCEF) To ensure food security and to make the country’s agriculture sector viable, efficient and globally competitive, Republic Act No. 11203, otherwise known as the “Rice Tariffication Law” was promulgated. The law created the Rice Competitiveness Enhancement Fund (RCEF) or Rice Fund to improve rice farmers’ competitiveness and income amidst liberalization of the Philippine rice trade policy that lifted quantitative restrictions on rice imports and replaced it with tariffs, among others. RCEF has a PHP 10 billion annual appropriation for the next six years, to be allocated and disbursed as follows:

Rice farm machinery and equipment (50%) - The Mechanization Program The program aims to raise rice farmers’ productivity, profitability and global competitiveness through strengthened access and use of appropriate production and postproduction mechanization technologies, which specifically aims to: • Make accessible to rice farmers the appropriate rice production and postharvest machinery and equipment through to the farmer cooperatives, associations (FCAs). • Promote among Filipino rice farmers the use of efficient and cost reducing rice mechanization interventions. • Strengthen local agricultural machinery manufacturing industry through aggressive technology development, fabrication and manufacturing. Expanded rice credit assistance (10%) - The Credit Program This component aims to make direct lending program available in the form of a credit facility with minimal interest rates and minimum collateral requirements to rice farmers and cooperatives, to be managed equally by the Landbank of the Philippines (LBP) and the Development Bank of the Philippines (DBP).For this, Landbank will lend up to PHP 500 million annually for the next six years to rice farmers registered in the RSBSA and to DA-accredited cooperatives. For on-lending cooperatives, an interest rate of 0% per annum shall be provided as long as effective pass-on rate to end borrowers is not higher than 6% per annum. PHP P 10 Billion
