18. PPE means all equipment (including clothing affording protection against the weather) which is intended to be worn
or held by a person at work and which protects him against one or more risks to his health or safety
PPE should be regarded as a ‘last resort’ when considering control measures. Other methods should be considered
and used that will reduce or eliminate risk to injury. However, where PPE is the only effective means of controlling
the risks of injury or ill health, then employers must ensure that PPE is available.
Employers must assess the work being undertaken and the environment his employees will operate in when
determining the appropriate PPE to be worn. Example: - A typical construction/building site may require workers to
wear a Hard Hat, Coveralls, Safety Footwear, Gloves, Eye Protection and High Visibility Vest. These must be
provided free of any charge to the employee.
Main Contractors must check that all subcontractors are conforming by providing PPE for all their employees
Risk Assessments must also highlight any additional PPE requirement from the above example depending on the
particular hazards so that appropriate PPE is issued. This also must be provided free of charge.
Employees should be made aware of their responsibility to wear the PPE appropriately, take care of equipment and
report any defects. They should also be informed that if they do not wear or misuse any PPE that has been
appropriately issued that this could lead to disciplinary action. This equipment is provided for their protection

27. What is a TOOLBOX TALK?
A toolbox meeting or toolbox talk training is a short daily, weekly or monthly meeting
/training information session usually (but not always) to discuss safety matters in an informal
and clear manner. These may also cover the safe use of tools, do’s & don’t on a site , etc.
WHO conducts toolbox talk?
Toolbox meetings are usually run in small work groups by the supervisor, leading hand, team
leader and or safety rep etc. of the group. The meetings are short, about 5 to 10 minutes, and
informal. An attendance register are generated for this as proof of training attended.

The basic idea is to provide a direct method of communication and exchange of information
between management, supervision and the workforce with the purpose of improving safety and
health by directly involving workers in issues that are important to them. Using tool box meetings
is an ideal way to get employees involved in matters relating to their own safety, finding solutions

THE DIFFERENCE BETWEEN AN INCIDENT AND AN ACCIDENT
People often think that an ‘accident’ and an ‘incident are the same. However, its important to remember
the difference between them, as there maybe a legal obligation to report both.
Both accident and incidents are unplanned and undesirable events but there are differences.
An accident can be defined as an occurrence that results in:
personal injury, whether its minor or major;
Loss of productivity/production;
Environmental damaged; and
Damage to property, equipment and machinery.
An incident can be defined as an occurrence that has the potential to result in:
personal injury, whether its minor or major;
Loss of productivity/production;
Environmental damaged; and
Damage to property, equipment and machinery.
The key is phrases to remember in this case are ‘result in’ and potential to result in;.
31. DEALING WITH INCIDENTS
When an accident occurs you must report it immediately to your supervisor or your safety
representative. Be careful not to interfere with the scene of the problem, as it could prolong
and even jeopardise the outcome of any investigation. In the event of a serious accident
that resulted in major equipment and or property damage, serious injury or death, requires
external investigations. These are conducted by either risk professionals, Insurance policy
providers, and the government departments , labour inspectors may needs to attend and
conduct their investigations.
Incidents as well as accidents must be reported to the site management and where
deemed necessary, the relevant authority.
The investigator must determine the root cause of the event.
Remedial action must be taken.
Records of the events must be filed and kept on site.
Events must be rated according to its frequency.
HSE stats must be recorded, filed & kept on site
