Effectively and efficiently managing a budget is an essential role of public administrators. There will always be a concern on how to fully fund projects and programs with limited resources available. For this reason, public administrators must work with multiple partners to ensure that the budget is implemented responsible (Denhardt, Denhardt, & Blanc 2014). These partners might include citizens, organizations, and government officials. The various public administration partners expect budgets to be managed ethically and within reason. These partners demand transparency, accountability and efficiency within the financial management process, which forces governments all over the world to adopt new accounting, auditing and budgeting techniques so they can improve the scrutiny and timeliness of their reporting (Marti & Kasperskaya 2015). Transparency and accountability are traits that fall within statesmanship behavior for public administrators. Statesmanship expects leaders to act in an ethical manner. Transparency provides citizens and other partners with the information that can help to hold the public administrators accountable with they are misusing funding. One of the challenges that a statesman might face during financial management is the limited resources and multiple request for funding. There will always be a need for funding for projects and programs within the public administration field. This need can lead to money being stretched thin or programs being underfunded, which can be worse than not having funding in some cases. Public administrators must employ statesmanship while working with various partners to develop compromises on how to adaquatly and efficiently fund various projects and programs (Kioka, Marlowe, Matkin, Moody, Smith, & Zhao 2011). Practice hospitality.” It is important for politicians to be faithful to their causes or believes, while also being flexible to understand that their way is not the only way. The concept of accountability is generally understood as an obligation on a person, group or institution to justify decisions or actions taken. Though seemingly straight-forward, the concept proves elusive in the field of devel-opment cooperation. Being accountable is highly context-dependent and goes far beyond formal accounting on paper. It involves presenting an “account” in the sense of justifying one’s actions, as well as more formal “account-ing” on those elements on which objective and standar-dised facts can be established (Pritchett 2013). The importance of accountability was recognised during the High Level Forum in Busan. Its outcome document uses the term 16 times and identifies it as one of four core principles for effective cooperation: “Mutual accountability and accountability to the intended beneficiaries of our cooperation, as well as to our respective citizens, organisations, constituents and shareholders, is critical to delivering results. Transparent practices form the basis for enhanced account-ability.” To improve accountability, providers and recipients of development cooperation also committed to strengthen effective institutions in developing countries, with em-phasis on support to capacity development. CD is under-stood as a process whereby people and organisations strengthen their ability to manage affairs successfully. It is an endogenous process that can be supported from the outside only to a limited extent. Donors provide significant amounts of CD support to de-veloping countries, mostly in the form of technical cooperation (TC), which in 2011 amounted to US$ 17.7 billion, or roughly 13 per cent of global ODA. CD support is also provided as a component part of larger bilateral development interventions. In addition, substantial TC is provided by multilateral organisations, non-governmental stakeholders and South-South cooperation providers. Through these sources, developing countries gain access to training, twinning, studies and especially short- to long-term expertise. Competing accountability needs and goals CD support relates to and is shaped by a complex web of accountability relations. Figure 1 shows that once external support is provided, the accountability relations from developing-country stakeholders to their constituents are accompanied by accountability relations to donors.

ABSTRACT In existing local level finance system have lack of accountability and transparency. Local government institutions in Bangladesh are very weak in providing basic services to the citizens and in promoting good governance in their constituencies due to low level of human capital in the local government bodies and absence of participatory decision–making governance. The existing problems in transparency and accountability at local level finance are lack of people’s participation in budgeting process, monitoring mechanism, using information technologies and skilled manpower. For ensuring accountability and transparency there should have appropriate well designed written laws and regulations, proper auditing and inspection, people’s participation in budgeting. The study has been conducted by analyzing both primary and secondary sources of data. The aim of this article is to raise discussion on ensuring accountability and transparency at local level finance in TukerBazar Union, Khandigaon Union and Khadimnagor Union under SylhetSadarUpazilla. Financial management is paramount in public administration. Misappropriation of funds or poor tracking of funds can lead to a cascade of issues and scrutiny from the public. As stated in Proverbs 13:11 “Dishonest money dwindles away, but whoever gathers money little by little makes it grow” (NIV). This passage from proverbs holds true in the concept that at times, individuals in power misappropriate government funds and get caught up in financial scandals. Whether the public funds are being used for personal gain or to aid political agendas, misappropriation of public funds is criminal and by no means in line with the statesmanship model. “The funds you manage as a public administrator are not the government’s money. It is not yours either. The money is the public’s; the taxpayer” (Liberty, 2020, p.4). Financial management practices are always the main topics of conversation amongst the public. Adhering to the statesmanship model, a government’s best practices should include a checks and balance system and full transparency to the public in which they serve. “The greater demand for transparency, accountability, and efficiency forces governments all over the world to adopt new accounting, auditing, and budgeting techniques and to improve the scrutiny and timeliness of their reporting” (Marti & Kasperskaya, 2015, p.165). Having full participation from individuals within the agency and input from stakeholders is a strong start to face challenges for a would-be statesman dealing with financial management in public administration. Practicing participatory budgeting allows stakeholders participation in the preparation of a public budget and at the same time addresses budget dysfunction (Smith & Bempah, 2017). Allowing full transparency when any public funds are involved is the best practice to avoid any type of misconduct allegations. In 1998, the World Bank provided a list of items for assessing the best public budget practices. Items on that list included: evidence-based planning and budgeting, an equitable resource allocation criteria, transparent plans and budgets, effective spending control, efficient cash management and accountability for expenditure (Smith & Bempah, 2017). All of the items on the list provided by the World Bank follow the art of statecraft, showing transparency when dealing with public funds to those who you dedicated your life to serving. A misappropriation of funds or poor financial management may lead to hardship for future generations. “Higher levels of debt may represent a burden of future interest costs and principal repayments that would reduce a governmental agency’s ability to meet demand for services and thus increase the fiscal pressure on future generations of taxpayers” (Alcaide Munoz, Rodriguez Bolivar, & Lopez Hernandez, 2017, p.555). When facing trauma, people will show different reactions. Art Spiegelman and Alison Bechdel in In The Shadow of No Towers and Fun Home have a similarity which they also face generation trauma. However, their generation traumas are different in scale and period. After experiencing the trauma, their behaviors also have different changes. Generation trauma means a psychological trauma which occurs in a generation and can be transferred in between generations. After the first generation people experiences the trauma, they are capable to transfer their trauma to their children and further generations of posterity. They may suffer mental disease such as Post-Traumatic Stress Disorder and depression. As for the book “In The Shadow of No Towers”, the 9/11 terrorist attack not only become Art Spiegelman’s trauma, but also become whole American’s trauma. This incident converted to a generation trauma of whole American at 21st century. When 9/11 terrorist attack occur, all American are not sure what is happening at that time. All the internet connection are lost. For Art Spiegelman, he shows a nervous and anxiousness towards the trauma. His wife and him are walking normally on the street. But suddenly they heard that there was a crush behind them. The author shows an awful face and realized their daughter was having class. (Art Spiegelman P2,3). They rushed to school and found their daughter. It can show that the writer is worry about his family members. He wants his family member to be with him at that time. However, after his daughter had found, they walked back home and not concerned about the 9-11 attack. (4). He is selfish when facing such a horrible terrorist attack. When facing such a big event, the writer is just concern about his own personal interest and does not care about others. ENGL 301B Sections 12 & 15 Prof. Guzik Spring 2020 Assignment #2: Mis and Dis Purpose and Logistics: Normally, as we work on assignment #2 in ENGL 301B we would be revisiting key structural elements of essays more advanced than the Five-Paragraph-Style (FPS) Essay. However, many of the lessons that I usually use for this assignment to focus on global organization are activities that (despite my best efforts) are activities that I don’t have an easy fix for to convert them to activities that can be done at home or online. We’re also adding in our Weeks 5 and 6 reading, Heart of Darkness, a work of 20th-century literature. Exploring the intersection of two different themes is an opportunity to narrow your scope even further, giving you a stronger foundation for analysis. For this assignment, you have the option to submit the essay as a normal Word document or as a digital text called a Sway. This is a chance to get experience with digital writing before the Final Project. (Here’s an example of a Sway that introduces postcolonial theory.)
