Financial management is paramount in public administration. Misappropriation of funds or poor tracking of funds can lead to a cascade of issues and scrutiny from the public. As stated in Proverbs 13:11 “Dishonest money dwindles away, but whoever gathers money little by little makes it grow” (NIV). This passage from proverbs holds true in the concept that at times, individuals in power misappropriate government funds and get caught up in financial scandals. Whether the public funds are being used for personal gain or to aid political agendas, misappropriation of public funds is criminal and by no means in line with the statesmanship model. “The funds you manage as a public administrator are not the government’s money. It is not yours either. The money is the public’s; the taxpayer” (Liberty, 2020, p.4). Financial management practices are always the main topics of conversation amongst the public. Adhering to the statesmanship model, a government’s best practices should include a checks and balance system and full transparency to the public in which they serve. “The greater demand for transparency, accountability, and efficiency forces governments all over the world to adopt new accounting, auditing, and budgeting techniques and to improve the scrutiny and timeliness of their reporting” (Marti & Kasperskaya, 2015, p.165). Having full participation from individuals within the agency and input from stakeholders is a strong start to face challenges for a would-be statesman dealing with financial management in public administration. Practicing participatory budgeting allows stakeholders participation in the preparation of a public budget and at the same time addresses budget dysfunction (Smith & Bempah, 2017). Allowing full transparency when any public funds are involved is the best practice to avoid any type of misconduct allegations. In 1998, the World Bank provided a list of items for assessing the best public budget practices. Items on that list included: evidence-based planning and budgeting, an equitable resource allocation criteria, transparent plans and budgets, effective spending control, efficient cash management and accountability for expenditure (Smith & Bempah, 2017). All of the items on the list provided by the World Bank follow the art of statecraft, showing transparency when dealing with public funds to those who you dedicated your life to serving. A misappropriation of funds or poor financial management may lead to hardship for future generations. “Higher levels of debt may represent a burden of future interest costs and principal repayments that would reduce a governmental agency’s ability to meet demand for services and thus increase the fiscal pressure on future generations of taxpayers” (Alcaide Munoz, Rodriguez Bolivar, & Lopez Hernandez, 2017, p.555). ABSTRACT
In existing local level finance system have lack of accountability and transparency. Local government institutions in Bangladesh are very weak in providing basic services to the citizens and in promoting good governance in their constituencies due to low level of human capital in the local government bodies and absence of participatory decision–making governance. BUDGET AND PUBLIC FINANCE.
Finance and budgeting are essential to public administration since it involves spending and transparently allocating public dollars. Managing funds mostly involves budgeting and understanding public reaction (Simon, H. A., Smithburg, D. W., & Thompson, 2017). Financial resource availability shapes many of the outcomes that matter to public administration including the effectiveness of public service, undertaking management reforms, performance implications and decisions to pursue. In 1988, the chamber of deputies changed the procedures regulating the budget session to control the formation of public needs.
The current financial crisis of our world today has forced organizations to cut budgets, reset priorities, restructure services and assume new financial responsibilities. This reminds us of the centrality of financial resources management to the public service. Budgets help in laying a foundation for the achievement of goals. When we focus on public finance, political, economic, legal and administrative aspects of public finance are examined.
Budgeting is not an easy process as it may seem and it involves many things. Many issues are involved when it comes to budgeting and public finance. Each budgetary decision made impacts various parts of a community that mainly depend on the government. For instance, looking at the day today ever-rising population, limited resources are a major factor when budgeting due to the large percentage of people existing in a world that has limited resources not enough to sustain them all.
Communication has also become an issue when we consider budgets. Just as many people say, communication is the key to success. For continuity to take place, communication must be considered. When we look at our world most communication mostly takes place through online services which mostly involves lies and corrupt activities. This hinders the budget and public finance process since almost everything relies on new technology.
Change of culture has also become a hindrance when we look at the differences between then old and new centuries since this century involves a lot of things. Infrastructure comes in since dealing with infrastructure and finding the way to invest in it with revenues that are not growing at the same rate as costs are hard.
Vision is also an issue since the government lacks an up straight vision on where the community is going. From my point of view
, the advantage of a comprehensive annual financial report(s) seems worth the cost due to the thorough ground they cover. The story illustrates the condition of the financial plan and grants permission for funds to be spent. In the long run, if the agency wants to invest in a company CAFR provides insight in whom to do so. In my opinion, the CAFR is useful because it has knowledge about economic data.
How could management information systems provide too much information for a decision maker?
Management Information Systems may provide information as far back as five years that alone could be overwhelming for the person who is receiving the information. For example, in some cases, people ask for the previous history of the company they want to invest in. By using this method one will receive accurate information but it will probably be too much for a decision maker. To avoid confusion, a “synergy” element has been implemented to assist with difficulty and cause each component apart of the MIS to work independently (McKinney: 2004: p.430).
How would you describe the impact of fiscal strain on one of the cities or nonprofit agencies you selected for the final project? How would the tax codes affect the financial pressure?
The fiscal strain that the American Red Cross face is when there is a massive disaster and the agency can not afford to help everyone at once. For example back in 2013 there were mulltiple in Springfied, MA so many that there was a financial strain on the funds and strain on the volunteers during the disaster(Pioneer Valley). According to Mckinney (2004), one of the major causes of fiscal strain is long extended sessions of relying on federal funds and donations (p.500). There is an such thing of a agency running out of funds. Tax codes affect finanical pressure by replacing money that has already been spent so that the agency can assisting the others in a timely manner.
Is it feasible to only employ people of high integrity or implement a system of internal controls that can prevent fraud, waste, and abuse (FWA) no matter who is used?
It is possible to only employ people who have an implementation of internal control because they are the people that will have the most endurance. They are the type of people that cross every T and dot every I. the reports given by a person of this nature will ensure every report is accurate. Factors that influence corruption is more, and the effect varies depending on the affected individuals. Typical corruption forms have taken way to inform of mishandling of policies, public funds misuse, and failure to submit to public growth projects. Current reports show that corruption is prevalent in many public sectors including but not limited to bribing of civil servants, misuse of political power, and bureaucrats using public power in the United States for a personal end.

Fighting corruption is a challenging task because individuals involved have either political or economic power this providing ways to manipulate the will of the weak. Regardless the report highlights possible ways to solve the issue of corruption while giving recommendations for implementation. First, it is possible to address corruption by engaging the public. Teaching the public about the effect of corruption would help combat the problem. That is, each person should be encouraged to follow the norms of the society and laws of the land (Olaguer, 2006). Following stands of morality would ensure that each person is watchful of individuals’ behaviors. Also, the public should learn how to spot instances of corruption and take necessary action when necessary. When the public is knowledgeable about the consequences of corruption, it is easier to engage in public participation in fighting the epidemic.
Next, corruption can be eradicated by employing a legal strategy. The process involves engaging the law, the judiciary, press, the police, and the media. By creating certainty and involving the bodies mention, it would be easier to discriminate corruption through justice. The legislature should be encouraged to review the laws and make clear the aspect of corrupt and corruption. Although the process might require more time, it would help understand when an individual is convicted of corruption (Heimann et al., 2008). Furthermore, the public should have the power to report against corrupt individuals in society without fear. While the legislature revises the laws, judicial civil servants would have the ability to sentence people from various social classes irrespective of their impact on society.

Abstract
There is a consensus that transparency is vital for aid effectiveness. That’s the good news. The bad news is that this consensus has existed for many years, yet transparency is still considered inadequate. New tools have opened up opportunities for change and reduced the cost of providing information, but changes in agency culture and incentives and high-level leadership are still needed to make progress. In some instances, there is a fear of the exposure created by a commitment to transparency. In other instances, efforts to promote transparency have fizzled with high costs of reporting and little use of the information collected. As the number of institutions involved in development rises, the benefits and challenges of greater transparency rise. The old ideas of centralized, unique databases are giving way to new ideas of decentralized, real-time information that can be merged with other data, presented in compelling visual ways, validated and enriched with feedback from beneficiaries, and systematically used by a wide range of stakeholders. There are three big gaps in transparency. At the global level, data is needed on large new players like non-DAC and private donors. At the recipient country level, the gaps between needs and resources must be identified. Finally, accountability of recipient governments and donors can be strengthened through beneficiary feedback and project evaluation.

As you have learned, population dynamics are caused by the biotic potential of the population and the effects of environmental resistance. When there is minimal environmental resistance impacting a population, it will exhibit a population explosion. One reason for minimal resistance could be factors that no longer regulate a population (e.g., predator decline or resource increases). Another reason for a population explosion is the introduction of an invasive species. Invasive species are species foreign to an ecosystem and are not immediately regulated by the environmental restraints of the particular ecosystem that they invade. This in turn allows their populations to grow seemingly uncontrolled and to displace other indigenous populations. Examples of such an invasive species into North America are dreissenid mussels, commonly known as zebra and quagga mussels. Their introduction into the Great Lakes has caused economic hardship and a reorganization of the ecosystem. This has led, in part, to pollution-causing effects that can be linked to an alga known as Cladophora.

Analyses of Big Data Into the Audit Process?

ABSTRACT: This study investigates how the timing of the consideration of Big Data visualizations affects an
auditor’s evaluation of evidence and professional judgments. In addition, we examine whether the use of an intuitive
processing mode, as compared to a deliberative processing mode, influences an auditor’s use and evaluation of Big
Data visualizations. We conduct an experiment with 127 senior auditors from two Big 4 firms and find that auditors
have difficulty recognizing patterns in Big Data visualizations when viewed before more traditional audit evidence.
Our findings also indicate that auditors who view Big Data visualizations containing patterns that are contrary to
management assertions after they view traditional audit evidence have greater concerns about potential
misstatements and increase budgeted hours more. Overall, our results suggest that Big Data visualizations used
as evidential matter have fewer benefits when they are viewed before auditors examine more traditional audit
evidence.

I. INTRODUCTION
T
he financial statement audit process increasingly involves the use of greater amounts of data and more sophisticated
analytical tools. In order to leverage the value of new data sources and ultimately reduce the risk of material
misstatement, audit firms are now evaluating audit approaches that encompass multiple external and internal sources of
data (Yoon, Hoogduin, and Zhang 2015). Many of the new approaches involve harnessing the richness of information
contained in what is commonly referred to as Big Data. We examine auditors’ use of Big Data to identify relevant patterns that
can be used to inform their audit judgments and decisions.
Big Data consists of large, unstructured datasets that are beyond the processing capabilities of traditional querying tools
and that include data from financial and nonfinancial sources (Brown-Liburd, Issa, and Lombardi 2015). Big Data is generated
on a continuous basis from a wide variety of sources with varying degrees of veracity (Zhang, Yang, and Appelbaum 2015).

Abstract
There is a consensus that transparency is vital for aid effectiveness. That’s the good news. The bad news is that this consensus has existed for many years, yet transparency is still considered inadequate. New tools have opened up opportunities for change and reduced the cost of providing information, but changes in agency culture and incentives and high-level leadership are still needed to make progress. In some instances, there is a fear of the exposure created by a commitment to transparency. In other instances, efforts to promote transparency have fizzled with high costs of reporting and little use of the information collected. As the number of institutions involved in development rises, the benefits and challenges of greater transparency rise. The old ideas of centralized, unique databases are giving way to new ideas of decentralized, real-time information that can be merged with other data, presented in compelling visual ways, validated and enriched with feedback from beneficiaries, and systematically used by a wide range of stakeholders. There are three big gaps in transparency. At the global level, data is needed on large new players like non-DAC and private donors. At the recipient country level, the gaps between needs and resources must be identified. Finally, accountability of recipient governments and donors can be strengthened through beneficiary feedback and project evaluation.

Note: This book is an excellent "how-to" book for a practical approach to budgeting for non-profit organizations, but it has relevance to public administration as well. I have summarized some of the main points here, but those who wish to learn more about the details of budgeting may wish to purchase it. When Should Audit Firms Introduce
Analyses of Big Data Into the Audit Process?

ABSTRACT: This study investigates how the timing of the consideration of Big Data visualizations affects an
auditor’s evaluation of evidence and professional judgments. In addition, we examine whether the use of an intuitive
processing mode, as compared to a deliberative processing mode, influences an auditor’s use and evaluation of Big
Data visualizations. We conduct an experiment with 127 senior auditors from two Big 4 firms and find that auditors
have difficulty recognizing patterns in Big Data visualizations when viewed before more traditional audit evidence.
Our findings also indicate that auditors who view Big Data visualizations containing patterns that are contrary to
management assertions after they view traditional audit evidence have greater concerns about potential
misstatements and increase budgeted hours more. Overall, our results suggest that Big Data visualizations used
as evidential matter have fewer benefits when they are viewed before auditors examine more traditional audit
evidence.

I. INTRODUCTION
T
he financial statement audit process increasingly involves the use of greater amounts of data and more sophisticated
analytical tools. In order to leverage the value of new data sources and ultimately reduce the risk of material
misstatement, audit firms are now evaluating audit approaches that encompass multiple external and internal sources of
data (Yoon, Hoogduin, and Zhang 2015). Many of the new approaches involve harnessing the richness of information
contained in what is commonly referred to as Big Data. We examine auditors’ use of Big Data to identify relevant patterns that
can be used to inform their audit judgments and decisions.
Big Data consists of large, unstructured datasets that are beyond the processing capabilities of traditional querying tools
and that include data from financial and nonfinancial sources (Brown-Liburd, Issa, and Lombardi 2015). Big Data is generated
on a continuous basis from a wide variety of sources with varying degrees of veracity (Zhang, Yang, and Appelbaum 2015).

- 1. Financial management is paramount in public administration. Misappropriation of funds or poor tracking of funds can lead to a cascade of issues and scrutiny from the public. As stated in Proverbs 13:11 “Dishonest money dwindles away, but whoever gathers money little by little makes it grow” (NIV). This passage from proverbs holds true in the concept that at times, individuals in power misappropriate government funds and get caught up in financial scandals. Whether the public funds are being used for personal gain or to aid political agendas, misappropriation of public funds is criminal and by no means in line with the statesmanship model. “The funds you manage as a public administrator are not the government’s money. It is not yours either. The money is the public’s; the taxpayer” (Liberty, 2020, p.4). Financial management practices are always the main topics of conversation amongst the public. Adhering to the statesmanship model, a government’s best practices should include a checks and balance system and full transparency to the public in which they serve. “The greater demand for transparency, accountability, and efficiency forces governments all over the world to adopt new accounting, auditing, and budgeting techniques and to improve the scrutiny and timeliness of their reporting” (Marti & Kasperskaya, 2015, p.165). Having full participation from individuals within the agency and input from stakeholders is a strong start to face challenges for a would-be statesman dealing with financial management in public administration. Practicing participatory budgeting allows stakeholders participation in the preparation of a public budget and at the same time addresses budget dysfunction (Smith & Bempah, 2017). Allowing full transparency when any public funds are involved is the best practice to avoid any type of
- 2. misconduct allegations. In 1998, the World Bank provided a list of items for assessing the best public budget practices. Items on that list included: evidence-based planning and budgeting, an equitable resource allocation criteria, transparent plans and budgets, effective spending control, efficient cash management and accountability for expenditure (Smith & Bempah, 2017). All of the items on the list provided by the World Bank follow the art of statecraft, showing transparency when dealing with public funds to those who you dedicated your life to serving. A misappropriation of funds or poor financial management may lead to hardship for future generations. “Higher levels of debt may represent a burden of future interest costs and principal repayments that would reduce a governmental agency’s ability to meet demand for services and thus increase the fiscal pressure on future generations of taxpayers” (Alcaide Munoz, Rodriguez Bolivar, & Lopez Hernandez, 2017, p.555). Best practices for a Christian statesman when diluted to their simplest terms are not that complicated, do the right things even when no one is looking. A Christian public administration is a servant to the public and practices selfless serve. Doing what is best for the public with public funding despite personal opinion is how a statesman would succeed in the financial management of public funds.
