Overview
Preservation of digital information is a challenge of the information society. Despite all
endeavours, preservation of information, especially digital information, cannot keep pace with
technical and societal development. Information production develops exponentially and demand
for access grows rapidly as electronic networks expand. The acuteness, profundity,
sophistication and scope of preservation problems are all but unnoticed by most people.
Nowadays the preservation process should involve not only traditional libraries, museums and
archives but also universities, private businesses, research institutes and even individuals.
Information preservation of is one of the five priorities of the UNESCO Information for All
Programme, and this first-ever Conference will become a radically new step in its
implementation.
The Conference is held in the framework of Russian chairmanship in the Intergovernmental
Council of the UNESCO Information for All Programme.
The Conference will establish a platform for determining and discussing challenges and
solutions of long-term preservation of digital information, mainly:
• Digital information preservation philosophy, methods, policies, laws and activities at
international, regional, national and institutional levels
• Roles, functions, rights and responsibilities of traditional and modern institutions
involved / to be involved in long-term digital information preservation
• Professional training in digital information preservation.

Conference Objectives
• To raise public awareness of the significance, scale and topicality of the tasks of digital
information preservation
• To outline key problem areas, policies and professional strategies for digital information
preservation
• To improve international, regional and national policies and laws in the field of digital
information preservation
• To improve relevant activities of cultural, scientific, educational institutions, ICT
industry, mass media and book publishers in the field of digital information preservation
• To find and promote best practices in the above fields
Session Topics
• Preservation of digital information to the benefit of inclusive knowledge societies
(philosophical, political, economic, sociocultural, methodological, organizational, legal,
personnel, technological and other aspects)
• Enhancing interaction between governmental authorities, civil society institutions and
private sector in the field of digital information preservation
• National digital information preservation policies and legislation
• State of the art and best practices in digital information preservation in traditional
memory institutions and modern specialized organizations and institutions
• Approaches taken by respective intergovernmental institutions and NGOs to solving
digital information preservation problems and developing international regulatory
documents in this field
• Establishing collaboration between digital content producers and custodians
Participants
The conference will gather about 100 participants, including executives and representatives of
major libraries, archives, museums, research and educational institutions, expert associations,
international organizations, governmental bodies, mass media, publishing houses, ICT industries
and other stakeholders involved in long-term preservation of digital information.
Format
The Conference envisages plenary meetings, subject sections, round tables and guest lectures.

3. Working languages
English and Russian (with simultaneous interpretation provided).
Conference venue
Atlas Park Hotel, a modern 4-star complex in picturesque surroundings 15 km from Moscow (for
more information see http://www.atlas-hotel.ru/about). The nearest Moscow international airport
is Domodedovo.
Terms of Participation
In order to participate in the event applicants should fill in the Application Form (see below) and
send it to the Organizing Committee by July 20, 2011.
Personal invitations will be sent out upon receiving and processing applications (no later than
August 1, 2011).
Registration fee is not charged.
Meals, conference materials and cultural activities (a tour of the Moscow Kremlin, Red Square,
State Historical Museum and a classical music concert) are covered by the Organizing
Committee for all registered participants.
Accommodation is covered for the representatives of the IFAP Intergovernmental Council
Member States.
Travel costs are not defrayed by the organizers.
Timing
Professional programme: October 3-5, 2011.
Arrival: October 2, check-in time at Atlas Park Hotel – 6 p.m.
Departure: October 5, check out time – 4 p.m.
Communications and Papers
Participants willing to make a communication should submit an abstract (up to 3600 characters)
in the .doc or .rtf format to the Organizing Committee before August 15, and the full text of the
communication (no more than 18,000 characters), before September 15.
Conference Proceedings are planned for publication in printed and digital forms in Russian and
in English.

4. Visa support
The Ministry of Foreign Affairs of the Russian Federation will assist the participants in obtaining
visas for entering the Russian Federation. Along with a personal invitation participants will
receive a special visa application form to be filled and sent to the Organizing Committee before
August 15.

UNESCO Information for All Programme
Information for All Programme (IFAP) was established in 2001 as a flagship intergovernmental
UNESCO programme for the purpose of assisting Member States in formulating and
implementing balanced national policies of building an inclusive information society /
knowledge societies. The Programme is based on inter-disciplinary, cross-sectoral and integrated
approaches. Information preservation is one of the five IFAP priority lines of actions, the other
four being information accessibility, information literacy, information ethics and information for
development.
Russian Committee of the UNESCO Information for All Programme
Established in 2001, the Russian Committee of the UNESCO Information for All Programme
became the first national committee of IFAP. Representatives of governmental authorities;
institutions of education, science, culture and communications; public associations and
commercial companies are among the Committee members. The Committee provides assistance
in implementing the Programme’s ideas, tasks, concepts and priority lines of actions at both
national and international levels. It participates in the advancement of policies and legislation in
the fields of culture, education, communications and information for the purpose of building
inclusive information society / knowledge societies. It contributes to the development of analytic

5. and practical guidelines, to the establishment of the best practice centres and to the improvement
of the activities of institutions within its competence.

Interregional Library Cooperation Centre
Interregional Library Cooperation Centre (ILCC) is a working body of the Russian Committee of
the UNESCO Information for All Programme. In addition to participating in the IFAP
implementation, ILCC participates in (a) drafting and implementing in Russia the governmental
library policy and national programmes aimed to preserve library collections; (b) developing the
All-Russian public centres of legal and other socially meaningful information; (c) reading
promotion; (d) advancing professional library training and (e) developing multilingualism in
cyberspace. On a regular basis, ILCC drafts, publishes and disseminates information and
methodological materials on the development of librarianship, culture and information policy. In
2010, upon the request of the Ministry of Culture of the Russian Federation and the Federal
Agency for Press and Mass Communications, ILCC produced two analytical reports on digital
information preservation.
