The document discusses safety management activities within the European Air Traffic Management Programme (EATMP). It outlines that EATMP focuses on developing guidance materials, providing support and training to help implement safety management systems. This includes initiatives to help states monitor safety and improve reporting of incidents, as well as developing methodologies to assess the safety of new ATM systems throughout their lifecycle. The overall goal is to enhance safety by promoting a culture of safety management across European air traffic management.

How to convince people of the benefits of safety management. As in other domains, responsibility for safety was with the last actor in the process: the ATCO.
Three major activities: Definition of a common framework for ATM Safety Management. The EATCHIP/EATMP Safety Policy provides this framework. It defines the major objectives of the Safety Management programme and its basic requirements. Exchange of safety information was considered as a means to improving safety Common specification for new system in EATCHIP. Necessity to derive Safety requirements in the same way as for performance or functional requirements. Development of the safety assessment methodology
EATCHIP/EATMP Safety Management Programme started with the development of the EATCHIP Safety Policy and guidance material for its implementation Based on best practices and experience Necessity to complement guidance material with awareness and training Finally, need for direct support for implementation
