SUMMARY
Background features four years experience in the United States Marine Corps. Military Police and eight
years experience with a major urban/metropolitan police force in Atlanta, Georgia and 21 years law
enforcement in Tuscaloosa, Alabama. Areas of authority as a law enforcement officer including training,
operations, human resources management, public information, logistics, and budgets. Writing bid
specifications for the Tuscaloosa Sheriff’s Office and the State of Alabama Office of Homeland Security,
exercise planning and implementation of security plans and operations involving Homeland Security Law
Enforcement Response Teams and equipment at UA Football Games and response to natural disasters that
included Hurricanes Katrina, Rita, Dennis and Gustav and Tuscaloosa Tornado of April 27, 2011. Developed

Lieutenant
Duties included: Patrol/Support Services Commander, Assistant Jail Commander, where I assisted and supervised
and directed personnel under my supervision in the Jail Accreditation process through the American Correctional
Asociationin 2005 and again in 2015. Communications Division Commander, Administration, Public Information
Officer, Social Media and Website content and consultant, Logistics, Fusion Center Liaison Officer, COPS Grant,
Byrne-JAG Grant and Homeland Security Grant Administrator for Region 3 ALDHS. Bid and purchase Homeland
Security equipment, manage existing Homeland Security Grants for Region 3; Bid general budget equipment and
supplies, and manage equipment for deployments on mutual aid request. I developed and maintained the Tuscaloosa
County Sheriff’s Office Social Media accounts and Website. In 2005, I developed the Community Oriented
Notification System, (CONES) where citizens could sign up for alerts based on where they lived. I Organized area
wide training and Homeland security exercises and Homeland Security Mutual Aid Response request. I served as
the Region C Law Enforcement Team Leader for Alabama Homeland Security. This team consisted of 500 plus
officers from a 10 county area. Responsible for implementation of $5,000,000.00 VHF Narrowband Radio System
and served on Alabama Interoperability Communications Task Force through ALDHS. Served on planning and
implementation committee for FLO (Fusion Center Liaison Officer. PCII and CVI Certified. Received four
department commendations and 2007 Officer of the Year.

Police Officer
Duties included: enforcing state laws and municipal ordinances, traffic enforcement, maintained peace in the
community and answered calls for service. (NOTE: assigned to University of Alabama Law Enforcement
Academy in May 1995 - Aug. 1995 where I was elected Class President and received an award as the Top
Marksman of the class.) Received one department commendation.
5/87 - 01/95 DEKALB COUNTY POLICE DEPARTMENT, Decatur, GA
Master Police Officer
Assigned to the Patrol Division, South Precinct. Duties included: state and local laws and ordinances
enforcement, traffic enforcement, maintained peace in the community and answered general calls for service and
assistance. Chaplain and Treasurer Fraternal Order of Police Lodge#10. Received nine department commendations.
3/87 - 4/87 DEKALB COUNTY SHERIFF DEPARTMENT, Decatur, GA
Detention Officer
Assigned to the county jail. Duties included: booked prisoners, maintained extensive records, kept order in and
around the facility and administered prisoner activities.

Military Policeman
Duties included: base security, personnel security and service and security of military aircraft in buildings and
on the flight line. Also maintained peace within the entire confines of the military reservation. Through meritorious
achievement, I was selected and assigned to the base-commanding General as his personal enlisted aide and
bodyguard. Also performed duties in the base traffic investigation division, which included accident investigations,
traffic engineering and the operation of Digital Doppler Radar to determine the velocity of motor vehicles.
