E-Governance Solutions Private Limited has been working as the Third Party Auditor for MahaNet implementation across Maharashtra for four months. However, they have faced several issues that have demoralized their on-site resources. These include the haphazard re-shuffling of on-site resources, micro-managing to the extent of asking to accept incorrect deliverables showing favoritism, and constant nagging and bullying adopted by TCIL's on-site project team. Unless prompt corrective actions are taken, E-Governance Solutions may have to leave the project for the well-being of their resources. They request an immediate intervention and meeting with TCIL to resolve these discrepancies amicably.

Dear Sir,
We take pleasure in introducing E - Governance Solutions Private limited as an organization known for its
integrity and has rich experience in providing various government lT solutions and in working With the
government and public/private sector. We have best in class standards achievement of CMMI Maturity
Level 3 and PCMM Maturity Level 3, which proves that we continuously work on the improvement and
development of the human assets of our organization
As you are aware, we have been working as TPA for MahaNet implementation Project across the State of
Maharashtra for past four months. Over this engagement period, we have come across several incidences
while working closely with TCIL Project team on the project sites, which has demoralized our onsite
resources completely and has caused considerable damage to team's spirits and moral. ln view of the
same, we wish to bring to your notice our concerns as detailed below to your good office with a humble
request that appropriate action be taken in this regards and thereby help us in streamlining these
discrepancies and allow us to carry out our expected duty as TPA smoothly.
{ Re-shuffling of on-site resources in haphazard manner
Even though our onsite resources doing commendable job (as stated by both - Ms. Anjana Tripathi & Ms.
Suhasini Neogi), still there is constant pressure from your on-site Project team to replace / re-locate such
resources without any rational merits, which is sending wrong signal to my entire team on the grounds and
their moral has taken a back seat. lt is very strange that same request was done by the PIA - M/s. Sterlite,
which we had out-rightly rejected. Post our denial, on receipt of the same instruction from TCIL project
team, we had left with no option but to do, which we still do not agree as it defeats the basic purpose of
maintaining independency as TPA
{ Micro-managing the project to the extent that irrational tasks / in-correct deliverables are being
asked to accept
While we understand and accept that for successful implementation of the Project, the periodical review
and necessary corrective measures are necessary, it is equally important that by doing micro-management
of the project and asking us to accept deliverables which are not correct in case of M/s. Sterlite and
insistence of ensuring that no relaxation be granted in case of other PIA - M/s. lTl - is clear sign of
favoritism practices being adopted by your project team and we have no clue on which way we are going.
After all, as TPA on TCIL behalf, the responsibility of checking the correctness of all deliverables lie with us
and if TCIL onsite project team adopts such bias attitude in dealing with both PlAs, to their whims and
fancy, then it will be very difficult situation for us to carry out our normal tasks.

/ Constant nagging & bullying approach being adopted
We have received several complaints from our onsite resources that they are being forced to work under
constant threat and bullying that even when all compliances are fulfilled as per the RFP, our resources are
showing their reluctances for signing the mbook. ln fact, one of your staff (Mr. Mahguram) had even
threaten our resources on several occasions to put them behind the bars under the pretext of putting their
signature on mbook. We have serious doubt about his educational qualification and quality experiences as
in stead of mentoring our on-ground resources, he is taking advantage of their ages and threating them
about spoiling their career, which in our opinion, any sensible & senior professional would never do.
Such unprofessional & un-ethical behavior of your onsite resources have aggravated the situation to such
an extent that our resources have voiced their concerns to our management about their plan to leave their
job. Should it happen, we are afraid, we would not be able to meet the project timelines without any of our
faults.
We have made an attempt to voice our concerns to TCIL office and request for your immediate
intervention in this regards and allow us to meet you in person in presence of your project team. Please
note that moral of our all resources are absolutely low and though, we are making all possible efforts to
boost their moral, we are afraid that unless the prompt corrective action at your level is not taken, we will
be force to leave the project and we shall not be held liable for any loss / damage that, may occur to the
Project.
