Article 18 – For executing the construction
engineering and building control Law, the
Ministry of Roads and Urban Development is
obliged to prepare the bylaws (regulations) on
energy saving in buildings with tendency toward
green buildings as well as urbanization based on
the above mentioned pattern, with cooperation
of the Ministries of Petroleum, Energy, Interior
and Planning and Budget Organization within one
year upon approval this Law, and submit them to
the Cabinet for approval.

In order to target-setting, it is necessary to pay attention to the following:
1. Targets must be determined nationally and sectoral. There must be a
logical relationship between national and sectoral targets.
2 .Targets should be chosen in such a way that their continuous monitoring
can be easily accomplished.
3. The measures should be proportionate to the targets.
4. Targets are comprehensively defined and include, in addition to energy
efficiency, reducing emissions and renewable energy.
5. A legal entity should be responsible for continuous monitoring and
reporting on the amount of access to the targets.

measures such as reform of insulation and installing double glazed
windows to improve energy efficiency as a condition to be considered.
In order to supervision the proper implementation of the solutions, energy
consultants should be used as observer.
Implementation of the measures should be done according to the
timetable.
Mandatory enforcement of the laws must be initiated from government
buildings. In general, it is imperative that the public sector act as a lead in
energy efficiency improvement measures.
