Regulation for Article 12 of Law on elimination of barriers to
competitive production & promotion of the country's financial system
Article 7 – In all contracts of the subject matter of this regulation,
economic, technical and environmental justification, technology
superiority to the existing level of the country, measurement and
verification (M & V), the possibility of repayment from the proceeds,
receipt and reimbursement of the investment made pursuant to
second paragraph of Article 12 of the law, or the cost of purchased
goods, as the case may be, the ceiling of the government's obligations
(on increasing public incomes or reducing public expenditure) and the
payment of grants for compensation of investments or subsidies for
savings, with the proposal of the relevant ministry, approved by the
Council of economics.

In order to take into account the existing conditions in Iran, in terms of
technical and executive aspects, it is suggested that a national directive,
similar to the examples presented in this project, be developed .
In order to facilitate the implementation of energy efficiency projects in the
building sector based on the energy services contract, it is suggested that
grades 4 and 5 be added to the directive.
Building energy label standards (ISIRI 14253 & ISIRI 14254) have be
reviewed in accordance with the requirements of the INBR-Issue 19 and
the best available technology (BAT).

It seems that the formation of this market in the building sector, due to the
lack of clear criteria for energy consumption (fuel and electricity) for
existing buildings, will face challenges. Therefore, this should be specified
before the creation of the market.
It is appropriate to add the assessment and verification of the competence
of energy services companies to the duties of the energy saving
commission.
