SUMMARY OF CAPABILITIES:
I have been involved in a great variety of projects at various levels, at the government
offices, at the private sector contractors, design and engineering companies. I have started
my job carrier as a research assistant at process control laboratories of the Turkish Cement
Industry. I had worked as a project engineer for extra high voltage power network systems,
as a chief engineer at transformer substations constructions, as design engineer for military
facilities, as procurement manager assistant at a foreign residential and commercial
complex construction and in hotel construction, as site electrical senior engineer and finally
as site manager at various constructions for a period of 33 years. In this regard, I have
taken part in almost all phases of electrical engineering – designing, cost estimating,
tendering, tender evaluation, construction, procurement, supervision, site management,
contracts management, and commissioning.
Some of the prestigious projects I parted as a team member are:
20 years in Turkey: Turkish Electrical Authority – 400 kV transformer substations
and overhead lines construction, NATO Airbases designing, TERRA project
(Karamursel), MEER project (Golcuk), TEFER project (Adana), ALKENT 2000
project (Istanbul).
13 years Abroad: FRCC project (Makkah), White Wheat Museum (Ashgabat), Ritz
Carlton Hotel (Moscow), 220 kV cable supplying and jointing works (Bahrain),
Banader-Rotana hotel (Bahrain), Jeddah international airport as detailed below.
I have good command of all office equipment and PC Windows applications and some
programming languages, hence I had acted as the coordinating engineer for software
developments required by the companies I have worked for and I also set up new computer
network for a trading company.
I have taken part in English / Turkish translation of technical documents in automobiles
industry, sophisticated machinery and high voltage electrical switchgear equipment. I also
worked for Turkish Standards Institute to supervise, check and certify the production quality
of various electrical equipment.

WORK EXPERIENCE in detail:
July 2011 to Present: < Dar Al Handasah> Jeddah / K. SAUDI ARABIA
Senior electrical engineer for the Construction Management & Consultant group, Dar Al Handasah,
for management and supervision of construction of the Jeddah, King Abdulaziz International
Airport (KAIA) new terminal building and supplementary facilities. Working as the team leader
(acting RE) of 16 electrical engineers for real-time supervision of the USD 7.5 Billion project.
October 2009 to June 2011: <IDEA s.a.r.l.> Manama / BAHRAIN
Senior electromechanical engineer for the Project Management group, IDEA, for coordination and
management of construction of the 5-star, 34 storey, 332 rooms Banader – Rotana Hotel at the
Manama city center (Engineer is MSCEB, Contractor is GPZ, Operator is ROTANA, budget is 115
Million USD), under FIDIC. The project has stopped after concrete works, due to financial shortage.
September 2005 to October 2009: <Saudi Cable Company> Manama / BAHRAIN
Site manager for supplying, jointing and termination of 220 kV underground cables between the
transformer substations throughout Bahrain, under FIDIC. The client was MEW / EWA, and the
Engineer was Irish ESB International. Totally, 480 km of cables have been laid and 800 cable joints
have been completed successfully in 4 years.
April 2005 to August 2005: <POLIMEKS Constr. A.S.> Moscow / RUSSIA
Site electrical chief engineer for the five stars hotel (Ritz Carlton) construction electrical works in
Moscow, Red Square. Owner was the Red Square Development company, investor Capital
Partners and the Engineer Bureau Veritas – Rus. After completion of site primary organization,
resigned and returned back to Turkey.
March 2004 to April 2005: <POLIMEKS Constr. A.S.> Ashgabat / TURKMENISTAN
Site electrical chief engineer for the construction company in Ashgabat. Completed the 7.7 million
USD “White Wheat Museum” construction, and later responsible for the electrical works of 12 floor
residence buildings constructions.
July 2002 to March 2004: <Dar Al Handasah-Turkey> Karamursel / Izmit
Site supervision team electro-mechanical engineer for the consulting company at TERRA project in
Karamursel (constructed under FIDIC guidance), responsible for inspection of construction of 556
each housing units and a commercial center – same as MEER and TEFER projects below.
November 2000 to December 2001: <Dar Al Handasah-Turkey> Golcuk / Izmit
Site supervision team electrical engineer at Turkey Marmara Emergency Earthquake Recovery
(MEER) project in Golcuk, responsible for inspection of construction of 3,568 each housing units,
complete infrastructure (medium voltage and low voltage distribution, telecommunication system
ducting and cabling, street lighting system). This MEER project is a fast track project, similar to the
one realized in Adana (see below), financed by World Bank, completed in 10 months, constructed
by 7 contractors simultaneously for the earthquake survivals in Marmara region of Turkey.
November 1999 to November 2000: < Dar Al Handasah-Turkey > Gebze / Izmit
Site supervision senior electrical engineer for the enlargement of the warehouse and construction
of the new office building for GlaxoWellcome Pharmacy Company (now named as Glaxo-Smith-
Kline Co.) including renovation of the infrastructure system.
January 1999 to November 1999: < Dar Al Handasah-Turkey > Adana
Site supervision team electrical engineer at Turkey Emergency Flood and Earthquake Recovery
(TEFER) project in Adana (constructed under FIDIC guidance), responsible for inspection of
construction of 1,700 each housing units, complete infrastructure (medium and low voltage cables,
telecommunication system ducting and cabling, street lighting). This prestigious 60 Million $ TEFER
project stands to be the fastest housing project in Turkey, financed by World Bank, completed in 8
months, by 7 contractors simultaneously.

May 1998 to January 1999: < Dar Al Handasah-Turkey > Istanbul
Site supervision team electrical engineer at Alkent 2000 - ALOR Project, for construction of 194
each high quality luxurious villas, recreation and shopping facilities, with complete infrastructure
and transformer substations. Also arranged for English translation of Turkish Seismic Code for
Construction.
September 1997 to March 1998: <MODERN KONUT Constr. A.S.> Antalya
Worked as the procurement department manager and overseas coordinator for construction of a 5
star, 1,000 bed capacity, 45,000 sqm. hotel complex at Antalya - Kemer region, sponsored by Unit
International S.A. – Belgium. The work has been postponed and the engineers are demobilized.
July 1996 to August 1997: <UNIVERSAL LANGUAGE SERVICES> Istanbul
Worked as a qualified technical translator for automotive industry, mainly for translation of HONDA,
FIAT and TOYOTA manuals, from English into Turkish. At the same time, worked as a consultant
in reorganization of the overseas relations of Istasyon Art Center.
June 1995 to July 1996: <AYKOR A.S.> Istanbul
Worked as the manager of the tendering department where offers are collected from various
foreign suppliers (mainly from Europe and USA) and quoted to the customers, mainly Turkish Navy
and Railways Authority, at AYKOR Engineering and Trading Company, Istanbul, with about 75
million DM annual turnover. Also carried the full responsibility of keeping the track of the
dispatched and arriving materials. Setup the new computer network system and office automation,
coordinated the information exchange between the bodies of the company offices in Germany,
Ankara and Istanbul.
January 1993 to May 1995: <SERIS A.S.> Izmir
Worked as the technical coordinator at the projects run together with foreign companies in Izmir,
Turkey (Konak Galleria Commercial Complex; Izmir Hi-Tech Institute new campus area design); as
the coordinator of installation and servicing of 149 each mass examination x-ray equipment in all
provinces of Turkey and as a technical consultant to contract follow-up at 700 bed capacity
Sarigerme Summer Village construction.
October 1990 to November 1992: <MCDC> Makkah / K. SAUDI ARABIA
Worked as Procurement Dept. chief electrical engineer for technical and commercial evaluation of
the offers, in contracts administration committee to follow-up the signed contracts, and as the site
chief electrical engineer for the 600 million USD "Makkah, First Residential and Commercial
Complex", opposite to Holly Mosque, sponsorship by Makkah Construction & Development
Company (MCDC).
May 1987 to September 1990: <YALCIN TEKNIK A.S.> Ankara
Worked as a design engineer at Yalcin Teknik consulting, architecture and engineering firm,
Ankara, on sophisticated military design of aircraft shelters, POL storage tanks, airfield lighting
systems, dedicated and non-dedicated communications systems, for 18 each NATO Air Bases in
Turkey and on Master Planning and Utility Mapping projects at US bases (Sinop and Izmir).
April 1984 to July 1985: <GENERAL STAFF> Ankara
Obligatory military duty as reserve officer at Turkish General Staff, Defense Research Dept,
Ankara, on emerging military technologies and classification of NATO documents.
April 1982 to April 1984 and August 1985 to April 1987: <TEK> Ankara
Worked as chief engineer at Turkish Electrical Authority (TEK) Head Office, Erection - Construction
Department Directorate, Ankara, on project management, construction and site supervision of 380
kV and 154 kV transformer substations, mainly high tension circuit breakers and power
transformers; prepared stock controlling software, and coordinated the application of this computer
software.

September 1981 to April 1982: <CEMENT RESEARCH LAB.> Ankara
Temporarily worked as an assistant researcher at Turkish Cement Industry Research and
Development Center, Process Control Laboratory, Ankara, on calibration and maintenance of
electromechanical measuring and control devices used at cement factories; and at the same time
attended at the course on “Special Topics in Electrical Engineering” at M.E.T.U.

OTHER EXPERIENCE:
Translated into Turkish, the installation - commissioning - maintenance manuals of 3
different types of high tension (380 kV) circuit breakers and prepared a control and
maintenance manual for a transformer oil vacuum purifier device for the Turkish Electrical
Authority. Also took part in inspection committee of Turkish Standards Institute to
supervise, check and certify the production quality of electrical equipment.
Have driving license since 1975 (also valid in Bahrain and Saudi Arabia). Courses taken
on, and practical experience on photography, laboratory equipment, electrical equipment
repairing. At the present, resident at Jeddah, together with wife since July 2011, bearing
the Saudi Arabia residence and working permit. University diploma has been certified both
by Chamber of Electrical Engineers of Turkey (EMO), Bahrain Chamber of Engineers, and
Saudi Arabian Electrical Engineering Committee.

Some of the prestigious projects I parted as a team member are: 20 years in Turkey: Turkish Electrical Authority – 400 kV transformer substations and overhead lines construction, NATO Airbases designing, TERRA project (Karamursel), MEER project (Golcuk), TEFER project (Adana), ALKENT 2000 project (Istanbul). 13 years Abroad: FRCC project (Makkah), White Wheat Museum (Ashgabat), Ritz Carlton Hotel (Moscow), 220 kV cable supplying and jointing works (Bahrain), Banader-Rotana hotel (Bahrain), Jeddah international airport as detailed below. I have good command of all office equipment and PC Windows applications and some programming languages, hence I had acted as the coordinating engineer for software developments required by the companies I have worked for and I also set up new computer network for a trading company. I have taken part in English / Turkish translation of technical documents in automobiles industry, sophisticated machinery and high voltage electrical switchgear equipment. I also worked for Turkish Standards Institute to supervise, check and certify the production quality of various electrical equipment.
  • 2. 2 WORK EXPERIENCE in detail: July 2011 to Present: < Dar Al Handasah> Jeddah / K. SAUDI ARABIA Senior electrical engineer for the Construction Management & Consultant group, Dar Al Handasah, for management and supervision of construction of the Jeddah, King Abdulaziz International Airport (KAIA) new terminal building and supplementary facilities. Working as the team leader (acting RE) of 16 electrical engineers for real-time supervision of the USD 7.5 Billion project. October 2009 to June 2011: <IDEA s.a.r.l.> Manama / BAHRAIN Senior electromechanical engineer for the Project Management group, IDEA, for coordination and management of construction of the 5-star, 34 storey, 332 rooms Banader – Rotana Hotel at the Manama city center (Engineer is MSCEB, Contractor is GPZ, Operator is ROTANA, budget is 115 Million USD), under FIDIC. The project has stopped after concrete works, due to financial shortage. September 2005 to October 2009: <Saudi Cable Company> Manama / BAHRAIN Site manager for supplying, jointing and termination of 220 kV underground cables between the transformer substations throughout Bahrain, under FIDIC. The client was MEW / EWA, and the Engineer was Irish ESB International. Totally, 480 km of cables have been laid and 800 cable joints have been completed successfully in 4 years. April 2005 to August 2005: <POLIMEKS Constr. A.S.> Moscow / RUSSIA Site electrical chief engineer for the five stars hotel (Ritz Carlton) construction electrical works in Moscow, Red Square. Owner was the Red Square Development company, investor Capital Partners and the Engineer Bureau Veritas – Rus. After completion of site primary organization, resigned and returned back to Turkey. March 2004 to April 2005: <POLIMEKS Constr. A.S.> Ashgabat / TURKMENISTAN Site electrical chief engineer for the construction company in Ashgabat. Completed the 7.7 million USD “White Wheat Museum” construction, and later responsible for the electrical works of 12 floor residence buildings constructions. July 2002 to March 2004: <Dar Al Handasah-Turkey> Karamursel / Izmit Site supervision team electro-mechanical engineer for the consulting company at TERRA project in Karamursel (constructed under FIDIC guidance), responsible for inspection of construction of 556 each housing units and a commercial center – same as MEER and TEFER projects below. November 2000 to December 2001: <Dar Al Handasah-Turkey> Golcuk / Izmit Site supervision team electrical engineer at Turkey Marmara Emergency Earthquake Recovery (MEER) project in Golcuk, responsible for inspection of construction of 3,568 each housing units, complete infrastructure (medium voltage and low voltage distribution, telecommunication system ducting and cabling, street lighting system). This MEER project is a fast track project, similar to the one realized in Adana (see below), financed by World Bank, completed in 10 months, constructed by 7 contractors simultaneously for the earthquake survivals in Marmara region of Turkey. November 1999 to November 2000: < Dar Al Handasah-Turkey > Gebze / Izmit Site supervision senior electrical engineer for the enlargement of the warehouse and construction of the new office building for GlaxoWellcome Pharmacy Company (now named as Glaxo-Smith- Kline Co.) including renovation of the infrastructure system. January 1999 to November 1999: < Dar Al Handasah-Turkey > Adana Site supervision team electrical engineer at Turkey Emergency Flood and Earthquake Recovery (TEFER) project in Adana (constructed under FIDIC guidance), responsible for inspection of construction of 1,700 each housing units, complete infrastructure (medium and low voltage cables, telecommunication system ducting and cabling, street lighting). This prestigious 60 Million $ TEFER project stands to be the fastest housing project in Turkey, financed by World Bank, completed in 8 months, by 7 contractors simultaneously.
  • 3. 3 May 1998 to January 1999: < Dar Al Handasah-Turkey > Istanbul Site supervision team electrical engineer at Alkent 2000 - ALOR Project, for construction of 194 each high quality luxurious villas, recreation and shopping facilities, with complete infrastructure and transformer substations. Also arranged for English translation of Turkish Seismic Code for Construction. September 1997 to March 1998: <MODERN KONUT Constr. A.S.> Antalya Worked as the procurement department manager and overseas coordinator for construction of a 5 star, 1,000 bed capacity, 45,000 sqm. hotel complex at Antalya - Kemer region, sponsored by Unit International S.A. – Belgium. The work has been postponed and the engineers are demobilized. July 1996 to August 1997: <UNIVERSAL LANGUAGE SERVICES> Istanbul Worked as a qualified technical translator for automotive industry, mainly for translation of HONDA, FIAT and TOYOTA manuals, from English into Turkish. At the same time, worked as a consultant in reorganization of the overseas relations of Istasyon Art Center. June 1995 to July 1996: <AYKOR A.S.> Istanbul Worked as the manager of the tendering department where offers are collected from various foreign suppliers (mainly from Europe and USA) and quoted to the customers, mainly Turkish Navy and Railways Authority, at AYKOR Engineering and Trading Company, Istanbul, with about 75 million DM annual turnover. Also carried the full responsibility of keeping the track of the dispatched and arriving materials. Setup the new computer network system and office automation, coordinated the information exchange between the bodies of the company offices in Germany, Ankara and Istanbul.
