Somantri, Numan dalam Inovasi Pendidikan IPS (2010: 123), pembelajaran IPS berbasis masalah,
berisi kajian local atau situasi dunia nyata para siswa akan mendapat tempat dalam kurikulum sebagai
sebuah praksis dan disajikan dalam sebuah matriks.
Berkembangnya era digital menimbulkan masalah pada etika berbudaya dan bermasyarakat, maka
diperlukan keterampilan di abad ke 21. (Connor & Gu, 2012).
Globalisasi yang begitu cepat menempatkan suatu kompetensi antar budaya dan antar negara, baik
individu maupun kolektif, yang memungkinkan kita untuk mengelola keanekaragaman budaya dan
bermasyarakat agar lebih efektif dalam memantau suatu perubahan sosial (UNESCO, 2009)
Tujuan adanya sumber daya manusia yaitu untuk meningkatkan kreativitas dan kinerja setiap
individu, serta untuk melakukan diversifikasi dalam mengelola keanekaragaman (Podsiadlowski,
Gröschke, Kogler, Springer, & van der Zee, 2013).
Menginternalisasikan keanekaragaman budaya sebagai acuan untuk beretika dan berinovasi dengan
baik di masyarakat (Muge & Erkan, 2013)
