The Norwegian Refugee Council is seeking a Logistics Assistant (Fleet) based in Dawei, Myanmar to manage their vehicle fleet and ensure proper maintenance and use. The position will plan transportation, monitor vehicle condition and maintenance, train drivers, and ensure compliance with NRC policies. Duties also include managing asset inventories, preparing payment requests, and interfacing with finance, HR, and project staff. The ideal candidate will have 2 years of experience in logistics and vehicle management in a humanitarian context, proficiency in Microsoft Office, and the ability to work in complex environments.

BACKGROUND
NRC established its programme in the Southeast region of Myanmar along the border with
Thailand in October of 2010, and provides protection and assistance to conflict-affected IDPs,
specifically in the States of Mon, Kayah, Shan and Kayin as well as Tanintharyi Region. NRC
maintains a country programme based upon a concept of synergy across its Core Competencies of
ICLA, Shelter and Education. Current activities include the rapid issuance of legal civil
documentation, reconstruction of durable shelter and permanent schools, and vocational
education/life skills as managed from five field offices within the region. Cross-cutting activities
include community forestry/reforestation to account for the timber harvested for durable shelter
construction from the natural environment as well as advocacy for improving security of tenure
on land where NRC builds shelter, schools and related infrastructure. In conjunction with the
Shelter team, the Education team also runs an on-site carpentry apprenticeship program for
refugee and IDP youth, on NRC school construction sites. As a priority, all NRC staff members
are trained on a rolling basis in mainstreaming protection into all project activities. Currently,
NRC is mobilizing a geographic expansion of its activities to Kachin State where teams will work
in partnership with local NGOs on Camp Management Training and Coaching as well as
vocational education/life skills and legal assistance.
With the Country Office located in Yangon, NRC has field offices in Hpa-An, Myeik, Loikaw,
Taunggyi, Thaton and Dawei.
Duties and Responsibilities:
The following is a brief description of the role.
1. Ensure that vehicles are used and maintained according to Logistics Handbook and other
NRC policies
Generic responsibilities

2. Plan, schedule and monitor transport of staff and material/equipment according to
demands and procedures
3. Ensure that all NRC vehicles are in proper operating condition and coordinate vehicle
maintenance
4. Prepare requisitions for spare parts for vehicles
5. Train and develop drivers
6. Coordinate and facilitate timely reporting of eventualities like accidents and breakdowns
7. Secure that NRC vehicles are equipped with necessary documents and equipment

8. Filing of all vehicle records and reports
Specific responsibilities
1. Manage and monitor vehicle usages, controlling fuel and ensuring all vehicles are in good
condition and always align with NRC policy

2. Keeping and preparing file records as required by NRC Logistics manual. Ensuring all
required documents is complete, retrievable, and ready to be audited or use as reference
(maintenance record, fuel record, etc)
3. Prepare movement planning for cars and drivers as well as monthly Guards schedule and
drivers’ overtime.
4. Submit update monthly asset list and car pool report
5. Distribute/organize transport of material and equipment according to procedures
6. Physical count and check for every 6months (March and September)

8. Tag all assets and inventory and issue equipment to Staff with Asset transfer format.
9. Delegate with IT and equipment officer from YNG about IT materials’ repair and
maintenance, newly purchased assets and update NRC asset list in the field office.
10. Prepare payment requests for vehicles, offices and staff house i.e. Fuel, Office Supplies,
Rents, Utilities, Communications, other Vendors.
