2. World Health Organization (WHO) against
accidents and unsafe problems that occur in
countries by focus on changing of community
behavior, to ensure a safe environment, and
reduce risk behaviors of individuals.
การสร้างเสริมความปลอดภัยในชุมชนได้ใช้กรอบ
แนวความคิดของโครงการที่เรียกว่า “ชุมชนปลอดภัย
(Safety community)” ที่องค์การอนามัยโลก (WHO)
ได้ ใช้ต่อสู้กับปัญหาอุบัติเหตุและความไม่ปลอดภัยที่
เกิดขึ้นในประเทศต่างๆทั่ว โลก มุ่งเน้นให้ชุมชนเป็น
ศูนย์กลางในการเปลี่ยนแปลงพฤติกรรมชุมชน เพื่อให้
เกิดสิ่งแวดล้อมที่ปลอดภัยและลดพฤติกรรมเสี่ยงระดับ
บุคคล

1. Together community groups to
set up foundations or associations
and help each other to conduct
surveillance and prevent hazards
that could occur in the community
for example; danger from fire, crime
etc.
รวมตัวกันเพื่อสร้างสมาคมหรือกลุ่มคน
เพื่อต่อต้านการก่อการร้าย อันตรายใน
ชุมชน ช่วยกันระวังภัยและช่วยเหลือกันยาม
เกิดภัยต่างๆ

4. 2. The campaign to raise
awareness and stimulate people to
have a good attitude in preventing
such disaster.
มีการอบรมให้ความรู้ และกระตุ้นสมาชิก
เพื่อร่วมกันป้องกันอันตรายในด้านต่างๆ
3. Cooperate with other agencies
both republic and private sectors to
join up solving the problem of unsafe.
ชุมชนต้องมีการเชื่อมโยงกับหน่วยงานหรือ
องค์กรภายนอกชุมชนที่เกี่ยวข้อง เพื่อร่วมกัน
แก้ไขปัญหาความไม่ปลอดภัย และปัญหาการ
เกิดปัจจัยเสี่ยงต่อการเกิดภัยอันตรายต่างๆ

5. 4. Has managed to educate by teaching, coaching, training,
dissemination of knowledge and exchange of learning about safety in
the community.
ชุมชนต้องมีระบบการฝึกอบรมการสอน หรือเผยแพร่ความรู้ซึ่งกันและกันระหว่าง
คนในชุมชน ในเรื่องของการสร้างเสริมความปลอดภัย และการลดพฤติกรรมเสี่ยงต่อการ
เกิดภัยอันตรายต่างๆ มีการรวบรวมความรู้และประสบการณ์ที่ได้จากการดาเนินงานสร้าง
ความปลอดภัยในชุมชนของตนเอง เผยแพร่สู่สังคมอื่นๆ เพื่อขยายผลในการสร้างเสริม
ความปลอดภัยในระดับประเทศชาติต่อไป

6. 5. The community plans or programs prepared for the safety of the
communities where the topic of the following programs or projects
5.1. Basic information such as community history, cultural, economic
environment etc.
5.2. Community analysis using SWOT including the main.
S = strengths ; weakness or strengths of the communities in area
W = weakness ; the vulnerability of communities that effect the community
O = opportunities ; including external factors that contribute to community
development and safety
T = threats ; limitations of the community including external factors, unsafe

7. 5.3. Set goals for the plans or projects for safety of the community.
5.4. Guidelines in making plans or projects, a step and follow the
guidelines.
5.5 Evaluation and summary of the plan or project

8. 6. Have the system ready in the
event of an emergency such as fire,
crimes or natural disasters, with
warning system and depending on
the potential of each community
that can be done.
7. The assessment process to
enhance the safety, evaluation of
operational activities that make it
possible to set goals or not.
Evaluation may be done by
collecting data that this assessment
may be made during operation and
other operation for evaluation in the
next operation.
