Safety Organisation
Safety Organization is the agency employed by
management to assign responsibility for
accident prevention and to ensure
performance under that responsibility.
As per Statutory requirement, Occupier has to
provide a safe workplace and instructions on
the hazards involved in operations and indicate
the safe way of performing the job.
Thus, Safety is a management responsibility
and to make it more effective the drive for
safety should come from the top management.

Safety Officer : (As per Factory Act 1948, Section 40 B)
Safety officer is required -
(1) In every factory, –
(i) Wherein one thousand or more workers are
ordinarily employed or
(ii) Wherein, in the opinion of the State Government,
any manufacturing process or operation is carried
on, which process or operation involves any risk of
bodily injury, poisoning or disease, or any other
hazard to health, to the persons employed in the
factory,

Safety Officer Qualification: Rule 43.5 – Rajasthan Factories Rules
A person shall not be eligible for appointed as a Safety
Officer unless he/she possess:
Degree in Engineering + 2 years experience in a supervisory
capacity
Or
Degree in Physics or Chemistry + 5 years experience in a
supervisory capacity
Or
Diploma in Engineering + 5 years experience in a supervisory
capacity
And
Pass a degree or diploma in Industrial Safety recognized by the
Central / State Government
Adequate knowledge of the language spoken by majority of the
workers.

Safety department is advisory department to the Chief
Executive of the organisation.
Headed by Safety Officer or Chief Safety Officer having
approved safety qualifications and status of other
departmental heads.

a) Where the number of Safety Officers to be appointed in a factory
as required by a notification in the official gazette exceeds one,
one of them shall be designated as the Senior Safety Officer and
shall have a status higher than that of the others. The Senior
Safety Officer shall be in overall incharge of the safety functions
as envisaged in sub-rule (3), the other safety officer working
under his control.
b) The Senior safety officer or the safety officer in the case of
factories where only one safety officer is required to be
appointed, shall be given the status of a senior executive and
he shall work directly under the control of the Chief
Executive of the factory. All other safety officers shall be given
appropriate status to enable them to discharge their
functions effectively.

The duties of safety officer shall be to advise and assist the
factory management in the fulfillment of its obligations,
statutory or otherwise, concerning prevention of personal
injuries and maintaining a safe working environment.
These duties shall include the following namely:-
(i) to advise the concerned departments in planning and
organizing measures necessary for the effective control of
personal injuries;
(ii) to advise on safety aspects in all job studies, and to carry
out detailed job safety studies of selected jobs;
(iii) to check and evaluate the effectiveness of the action taken
or proposed to be taken to prevent personal injuries;
(iv) to advise the purchasing and stores departments in
ensuring high quality and availability of personal protective
equipment;

(v) To provide advise on matters related to carrying out
plant safety inspections;
(vi) To carryout plant safety inspections in order to observe
the physical conditions of work practices and
procedures followed by workers and to render advice on
measures to be adopted for removing the unsafe
physical conditions and preventing unsafe actions by
workers;
(vii) To render advice on matters related to reporting and
investigation of industrial accidents and diseases;
(viii) To investigate selected accidents;
(ix) to investigate the cases of industrial disease contracted
and dangerous occurrences reportable under rule;

(x) To advise on the maintenance of such records as are
necessary relating to accidents, dangerous occurrences
and industrial diseases;
(xi) To promote setting up of safety committees and act as
adviser and catalyst to such committees;
(xii) To organize in association with the concerned
departments, campaigns, competitions, contest and
other activities which will develop and maintain the
interest of the workers in establishing and maintaining
safe conditions of work and procedures; and
(xiii) To design and conduct either independently or in
collaboration with the training department, suitable
training and educational programmes for the prevention
of personal injuries.

(4)Facilities to be provided to Safety Officers:-
An occupier of the factory shall provide each safety
officer with such facilities, equipments and information
as are necessary to enable him to discharge his duties
effectively.
(5)Prohibition of performance of other duties:-
No Safety Officer shall be required or permitted to do
any work which is inconsistent with or detrimental to
the performance of the duties prescribed in sub-rule(3).

process takes place, or where hazardous substances are
used or handled, set up a Safety Committee consisting of
equal number of representatives of workers and
management to promote cooperation between the
workers and the management in maintaining proper
safety and health at work and to review periodically the
measures taken in that behalf:

The representative of the management on Safety Committee
shall include:
A Senior Official, who by his position in the organization
can contribute effectively to the functioning of the committee,
shall be the Chairman.
A Safety Officer and Factory Medical Officer, wherever

Secretary of the committee;
A Representative each from the Production,
Maintenance and Purchase Departments.

The workers representative on this committee shall be elected
by the workers.
The tenure of the committee shall be 2 years.
Committee shall meet as often as necessary but at least once in
every quarter. Minutes of the meeting shall be recorded and
produced to the Inspector on demand.

Functions and duties of the Safety Committee shall
include
e. Deliberating on reports of safety, environmental and
occupational health surveys, emergency plans safety audits,
risk assessments and implementation of the recommendations
made in the reports;

g. Looking into any complaint made on the likelihood of an
imminent danger to the safety and health of the workers and
suggest corrective measures and;
h. Reviewing the implementation of the recommendations made
by it.
