Royale Energy South Sudan
Royale Energy South Sudan (RESS), a subsidiary of
Royale Energy International is involved in crude trading
in South Sudan. It has been invited to bid for purchase
of crude, mainly Dar Blend and Nile Blend. RESS is
in the process of securing partners with necessary
experience.
Royale Petrochemicals
Royale Petrochemicals, a subsidiary of REI, is
developing a petrochemical plant at Coega Industrial
Zone. A site has been identified and we are in the
process of securing it. Initial business plan will involve
drumming chemicals for own customers and for other
refineries. Royale Petrochem has entered into supply
and technical relations with a Dubai outfit, Petrochem
Middle East (Petrocheme).

With extensive knowledge and contacts in Africa and
our relations with Petrocheme who have extensive
presence in Middle East and Far East, we are able to

BRIEF HISTORY
The commendable role played by the South African
Government in stabilising flash points in Africa
has opened up opportunities for South African
companies. Africa has recently seen the discovery of
significant reserves in the area of energy resources in
.the form of oil
The commendable role played by the
Royale Energy International (REI) saw the
opportunities and prepared herself to explore them
in those areas. Relations were established with South
Sudan and Mozambique business parties to explore
.opportunities
We were able to move faster in South Sudan after
independence such that we registered Royale Energy
South Sudan (RESS) with South Sudanese parties
who are holding a minority interest of thirty-five
percent. Royale Group has taken an option to take
equity should the opportunity become attractive and
fit the investment profile of the group. Group has
however allowed REI to use its insignia on agreed

ABOUT Royale Petrochemicals Limited (“RPC”)
Royale Petrochemicals Limited (“RPC”) is a majority black owned
petrochemical company to be located in the Coega Development
Zone, Port Elizabeth. The benefits provided by the Industrial Zone
and access to the port for export and import of raw material and
.finished product informed the location of the plant
:The RPC business plan will be implemented over three main phases
PROJECT OVERVIEW
Phase 1
RPC will resell, drum and store petrochemical products for
export and niche domestic markets. RPC’s target customers are
petrochemical distributors and medium to small manufacturers that
.use petrochemicals as raw materials
Export target markets include Sub-Saharan Africa (Ghana, Kenya,
Tanzania, Angola, Botswana, Mozambique, DRC, Namibia, Malawi,
Zambia, Zimbabwe), South America, Middle East and Far East
(Emirates, Egypt (ME) Singapore, Thailand, Malaysia, India (FE),
etc.). 70% of supply will be sourced locally and 30% will be
.imported
To date RPC has secured off take agreements to resell 300 tonnes
.)per month of product (against a target of 250 tonnes per month
RPC will strive to finalise an additional 200 tonnes per month of
.product by the end of its first year of operations
Phase 2
.RPC will import, store, blend and drum petrochemicals
.This will increase RPC’s product range, sales and markets
Concurrent to Phase 1 and Phase 2, RPC will build bulk storage in
;order to
Rent out storage capacity to third parties; and -
Partner with Indian and Chinese petrochemical companies who wish -
.to expand their markets and activities into Africa
Pipeline from Port to factory site will be built as part of Phase 3 that
.may run concurrently with the other Phases
Overseas sources will supply RPC with chemicals not available locally
or regionally. At the same time RPC will have access to South African
produced chemicals for overseas petrochemical producers. Further
to the above Phases, consideration will be given to establishing
a lubricant blending facility for the retail markets (Royale group
.)consumption and the broader retail industry
PRODUCTS AND CUSTOMERS
RPC will repackage petrochemicals used as raw materials in
infrastructure associated industries in high growth emerging and
:Asian countries. Target industries include
;Paint and coatings -

;Pharmaceuticals -
Cleaning chemicals and detergents; and -
.)Mining (general mechanical and specialized drilling -
In Phase 1 RPC will resell (purchase packaged petrochemicals from
the Middle East and sell into its target markets) and drum bulk
petrochemicals from major local manufacturers (PetroSA, Sasol,
Engen, etc). Many smaller petrochemical end users do not have the
storage or ability to handle bulk chemicals and prefer to receive them
;in drums for ease of use and storage
In Phase 2 RPC will blend various petrochemicals widening RPC’s
product range and revenue streams. Raw material suppliers will
also be expanded to include other suppliers from countries such as
India, Russia, Indonesia and Malaysia. RPC will partner with Asian
producers to receive, store and distribute product into Sub Saharan

building of a petrochemical pipeline from the Port to the plant to

rights for ViVA service stations run by Royale Energy.
The intention is to establish a retail network in
South Sudan to service the underserviced markets

ABOUT Royale Petrochemicals Limited (“RPC”)
1.Royale Petrochemicals Division
Royale Petrochemicals (“RPC”) is a division of Royale Energy International,
a majority black owned petrochemical company. Royale International has
secured a site at the Coega Development Zone, Port Elizabeth to develop a
chemical processing plant. In the main, RPC will procure product locally and
through import to store, drum and distribute petrochemical products for export
and niche domestic markets.
RPC’s target customers are petrochemical distributors and medium to small
manufacturers that use petrochemicals as raw materials. Export target mar-
kets include Sub-Saharan Africa, South America, Middle East and Far East.
Seventy percent (70%) of supply will be sourced locally and thirty percent
(30% ) will be imported.
Royale has secured technical partnership with Petrochem Middle East. Through
this arrangement, REI has secured supply relationship as well as access to the
Middle East and Far East.
The proposed Mthombo Refinery to be developed in Coega by PetroSA, the
State Oil Company, expected to come into production by 2018 will act as the
key local supplier for the project. REI currently sources its product from the
Mossel Bay Refinery of PetroSA and other chemical producers.
Overseas sources will supply RPC with chemicals not available locally or re-
gionally. At the same time RPC will have access to South African produced
chemicals for overseas petrochemical producers. Further to the above, consid-
eration will be given to establishing a lubricant blending facility for the retail
markets (Royale Group consumption and the broader retail industry).
For product importation, REI will initially use the port of Port Elizabeth and
move to the new Port of Ngqurha once the liquid berth is opened.
1.1. Key Market Sectors

industries include:
- Paint and coatings;
- Printing and inks;
- Pharmaceuticals;
- Cleaning chemicals and detergents; and
- Mining (general mechanical and specialized drilling).
1.2. Socio-economic Benefits of the Location of the Project
1.2.1. Commercial Benefits
- Port Elizabeth/Uitenhage has a growing industrial base with three manufac-
turing bouquets situated in the Eastern Cape;
- Port of Ngqurha will provide a free flow of goods and services for import and
export unlike the congestion experienced in both Durban and Cape Town;
- The PetroSA Mthombo Refinery Project will provide the feed stock required
once operational;
- Location in the East Coastal berth provides an opportunity to store products
for international companies in an uncongested port;
- Secondary industries like transport, maintenance cleaning, paving and cater-
ing will be created;
- Partnership with Indian and Chinese petrochemical companies who wish to
expand their markets and activities into Africa is possible; and
- The benefits provided by the Industrial Zone and access to the port for ex-
port and import of raw material and finished product also informed the location
of the plant.
1.2.2. Social Benefits
- More than 25% of Royale Petrochemicals is held by women;
- 6% of Royale Energy International’s shareholding (Holding Company) has
been set aside for an Employee Share
Ownership Programme in addition a Worker’s Trust is envisaged at the factory
floor;
- A new entrant transferring chemical
blending and drumming skills and ownership to black people;
- project is labour intensive and will lead to the creation of at least 81 new
direct jobs (200 jobs at the
construction phase) and more than 40 indirect jobs during the first and second
phases of the project. These a sustainable jobs in a very much poverty strick-
en
province;
- More than 50% of employees will be youth and women (Women participating
at ownership and operational levels);
- More than 200 households will benefit from new jobs created; with a house-
hold supporting an average of five family
members the impact could reach 1000 individuals;
- The plant is located in a poverty stricken area that has borne the brunt of
economic exclusion and sanctions at
the height of the struggle for emancipation;
- Up skilling of semi-skilled and unskilled labour force; and
- Innovative RPC’s community development objectives that include scholar-
ships on related fields of study and
employee bursaries.
