The Federal Consumer Protection Act, published since 1976, has been
a fundamental instrument that has regulated the purchase-sale
relations of goods and services; specific laws and regulations have
been derived from it to provide offers and promotions, institutions
engaged in the fulfilment of obligations, formalities, etc.

Article 15 of the Law defines promotion as "the offering to the public of
goods or services with the incentive to provide in addition other goods or
services of any kind, free of charge, at a reduced price or to participate in
sweepstakes, competitions or similar events. Offering more content in the

presentation of a product, free of charge or at a reduced price, or of
two or more products equal or diverse for a single price, as well as
