4. ‘Solutions’ must be built for an ‘Open Web’;
• Identity of the actors involved.
• A requirement to rationalize control over
‘Source of Truth’; ensure no single authority
is allowed to be the “arbiter of truth”.
• We are required to authorize the ‘provider
of truth’ (and/or disallow if unauthorized)
• We are required to respond to ‘dynamic
data sources’ without version control

The following slides will provide some of my investigative insights into how to forge a socially responsible, technical
solution and some of the considerations made through the course of doing so; followed by a proposed engagement
structure for commencing works in a methodology that seeks to attend to both the regional and global encumbrances that
are constituents of the design-theory of how to go about solving the underlying problem; how do we build a Web of Trust.
Not all issues can be dealt with at the W3 (Web) Level. Not all issues are technical in nature.
The place to fix these problems is by way of establishing an activity stream that is both locally and
internationally supported, is via ISOC.
13. It is not simply…
‘fake news’
The underlying problem is false claims.
False claims are used to prosecute and cause harm to
others in a myriad of ways. Examples include divorce
involving children, the practice and process of making
laws and the means in which people undertake disputes
of many forms, in many ways world wide. The design
challenges of ’fixing fake news’ is not specific to news.
Technically, the methods have significant applications.
If we fix it, there will be repercussions.

Fake News is a symptom of a bigger problem that needs
to be resolved. We need to solve the problem of
ensuring Humans are universally provided the best
possible means to support their ‘digital identity’.
Digital Identity is not simply about a card or identifier; it
is the means in which recordings are made about a
person, that is in-turn relied upon by others.
If humans have the right to ‘self determination’, then
they must be provided the fundamental right to self-
ownership as the foundation to any other right.
If the life of people is inextricably linked to the
infosphere (ie: internet) then rights to self must be
supported by international governance of Internet.

• How do we ensure Domains are kept for long periods of time.
• How do we improve the means in which Version Control works with URIs

• If we’re going to ‘decentralise’ data-ownership, we need to figure out how that’s going
to be done in a sensible way.
• In building systems of provenance: How do we deal with broken links?

• If we’re going to provide the means for everyone to economically participate, we need
to figure out how to make an international knowledge banking industry work
• If we’re going to create identity systems, we need to ensure they reflect the dynamic,
temporal and ‘observer’ characteristics of self and our means of relationships
• If we’re going to create a reputation economy, we want to ensure good people are not
exploited by bad actors; and
• that means-to resolve problems; experienced by citizens, is available to everyone.
