1. PAK-1 CDA (USAR) TEAM

2. • The 2005 earthquake demonstrated the need for specialized
Search and Rescue Teams that can work in such buildings/
collapsed structures. The Team is called Urban Search and Rescue
Teams.
• After the earthquake an International mission from UN OCHA,
International Search and Rescue Advisory Group sent to Pakistan
to discuss the idea of an international group of donors to support
Pakistan in developing such Teams.
• INSARAG visited the existing emergency departments to evaluate
their capacity to deal with disasters and emergency situations.
• It was decided to create 03 USAR teams in Pakistan with the help
of International Assistance and UN with NDMA collaboration
• It was decided to built the capacity in CDA, Fire & Rescue
department and an Heavy Urban Search & Rescue Team consists
of 88 member could be established
BACKGROUND
5. ESTABLISHMENT OF
USAR CAPACITY IN CDA
• CDA Board has approved to establish USAR capacity
in Fire & Rescue Service
• MOU signed between CDA and NDMA
• Special posts created for USAR team
• Manpower inducted in USAR team from various
different backgrounds
– Fire Department Personnel
– Medical Personnel
– Dog-Handlers and Dogs from Pak Army
– Structural Engineer
– Hazardous Material Specialist

7. • Team members were selected fresh blood
recruitment and technical experts( Doctors,
Engineers, Hazmat, Rigging etc) with the
collaboration of NDMA.
• Approached to Pak-Army (GHQ) for conducting ISSB
Type written Test and Interview.
• Selected members were handed over to Swedish
Rescue Services Agency (SRSA) for USAR Training on
11th March, 2008.

14. CDA’s Contribution to Strengthen
USAR Capacity in Pakistan
• Karachi USAR Team
– Instructors from CDA USAR team took active part in the
training of Heavy Urban Search & Rescue team CDGK
(Karachi).
• PAK Army USAR Team
– CDA USAR team has honor to complete successfully the
capacity building project of Medium USAR team in Army and
trained Army personnel in the field of Search & Rescue
following International Standards i.e. INSARAG Guidelines.
40. FLOODS 2010
• Assist to DHL Disaster Response Team at
Chaklala Air Base.
• Sending Humanitarian Goods to different
Floods effected areas of Pakistan.
• Maintaining Warehouse in Categories as
(Food, Clothes, Hygiene, Liquids, Medicines
and Others) at Chaklala Air Base.
• Shifting Humanitarian Goods at H-11.
41. INTERNATIONAL RECOGNITION AND RESCUE & RELIEF
OPERATION
• After a 9 magnitude Earthquake followed by
Tsunami in Japan it was decided to send CDA USAR
to conduct Search, Rescue and Relief operation in
Japan and a team consists of 60 team members
was put on standby position to fly Japan for the
purpose being International trained and
recognized Team.
• INSARAG Simulation Exercise attended by the CDA
USAR Team management.
42. USAR was on standby to respond for Rescue & Relief Operation in Japan
after Tsunami in Mar 2011
