A digital, up-to-date database of social and healthcare
records that brings benefits to citizens, pharmacies and
social and healthcare providers.

6. Kanta is useful for everyone.
Information about a patient’s health status, medical
history and prescriptions is available to all treatment
providers - both public and private - in one safe and
secure location.

7. Kanta was created in 2008.
The first electronic prescription was written in 2010.
Since 2017, all prescriptions have been electronic.
The Prescription service is used nationwide by pharmacies and
healthcare providers. Paper prescriptions are issued only in
exceptional cases, and they too are stored in Kanta by the
dispensing pharmacy.

11. What are the advantages to using Kanta
with medical prescriptions?
Enhanced patient safety.
Medicines can be picked up at any pharmacy.
Improved continuity of care and overall medication management.
Patients can check their prescriptions and dispensing history on My
Kanta Pages (www.kanta.fi). Computer access is not required,
healthcare providers and pharmacies will provide a summary
print-out.

Kanta Pages.
Patients can choose to whom their health records can be released.

16. Patients decide what information they
want to release and to whom
The consent to release health information is valid until revoked and
covers all existing and future data stored in the system.
However, patients can limit their consent by expressly restricting
access. Also, any release of data is logged.
Stored data are always available to the healthcare provider that
originally stored them.
My Kanta Pages contains information on how patient records are
used.

18. My Kanta Pages is an online healthcare

Archiving of old patient data is underway. At first, the archive will be
available to healthcare professionals.
The Personal Health Record allows citizens to use applications to
store wellness data.

A national Archive of Imaging Data will serve the healthcare
system. My Kanta Pages only contains diagnostic imaging reports.
Development of an archive for social welfare client data.
Cross-border prescriptions. Finnish prescriptions are already now
valid in Estonia.

24. Kela’s role in building the Kanta services
The Social Insurance Institution of Finland, or Kela, is responsible
for building and maintaining the Prescription service and the
Pharmaceutical Database associated with it, as well as the Patient
Data Repository and the My Kanta Pages.
Kela also provides support and services (incl. public information) on
the technical aspects of building the national code server and the
coordination of joint testing.

25. Kanta is a collective effort
The Ministry of Social Affairs and Health is responsible for the
coordination of the Kanta service and the underlying legislation
The National Institute of Health and Welfare provides operative
guidance for electronic data management and defines the data
formats, conceptual models and supportive data structures used in
the Kanta services.
National Supervisory Authority for Welfare and Health (Valvira) and
the Population Register Centre.

26. How is Kanta funded?
Maintenance of the Kanta services is funded with user fees. In
2019
– pharmacies pay €0.043 for each dispensed prescription.
– public healthcare providers pay €1.684 for each resident of the municipality.
– private healthcare providers pay €0.272 for each prescription issued (i.e., each
prescribed medicine).
– If a doctor writes a prescription without receiving compensation, the Kelain
prescription service may be used free of charge.
– Further development of the Kanta services is financed with project funding from
the National Institute for Health and Welfare.
