City of Oulu in Finland was selected as the most intelligent city in Europe 2012 and 2013 by Intelligent Community Forum (ICF). Oulu continues to be in the forefront of mobility: Every day some 2.6 Billion people are utilizing the technology that has been developed in Oulu.
The increase of mobile applications and the possibilities they create, for instance in the service sectors of early childhood education and home care, made Oulu to ignite the sourcing and deployment of the mobile device management project. For example City of Oulu uses a mobile application with which kindergartens monitor the presence of children and do the reporting. Target is to enable customer invoicing based on the presence of children in the kindergarten.

One of funders, Northern Startup
Fund, is a VC fund managed by
Butterfly Ventures that invests into
early stage startups as the first
asymmetric fund in Finland.
It means that the public investor,
which benefits also in a form of tax
income, lowers the risk of a private
investor by offering a possibility for
returning the invested capital and
profit share before the public
investor.
From the private investors’ point of
view this improves the risk – return
expectation ratio significantly.

systems were mapped and different Gartner quadrants were
analyzed

• Bidding process had two phases: Reviewing of the offer
documents and Proof of Concept

• As a result of the bid process Sofor was chosen to deliver the new Mobile
Device Management solution. Sofor delivers also support and expert
