Cost/benefit analysis for Sweden
The Karlstad Risk Centre belonging to the Faculty of National Economics of the University of Karlstad, Sweden has over a period of 35 years dedicated research in the value of the risk and savings in rescue emergency cases.
In one of the latest reports in “Cost-benefit analysis and lifesaving-operations” published in 2004 titled: “The importance of the time factor is rescue service operations”, by Henrik Jaldell with a Doctor’s degree in economics with the thesis –”Essays on the Performance of Fire and Rescue Service”.Jaldell concludes that the average value of 58 914 SEK per saved 5 min in rescue errands* is a valid figure for Sweden. Jaldell also claims that new research points at a value of 79 534 SEK per saved 5 min but still is not using this figure in his calculations but just points out that if the figure 58 914 SEK should be adjusted it is definitely to be increased!
*)The study do not cover certain type of errands: “Other errands”, false alarm and non-fire automatic alarm.
The very same report also states that it is statistical correct to divide with 5 to reach a resolution of 1 minute. Although the function describing the relation of the time and lost value is not linear, the study shows that it is still correct to treat it as linear since the deviation is almost negligible.
Furthermore, the report shows that the average figure of 58 914 can be used for the 48 000 rescue errands that yearly take place in Sweden. Since Sweden is inhibited by 9 Million people it is according to Henrik Jaldell correct to assume that one million people in average cause 48 000/9 = 5 333 rescue errands yearly. It is also correct to multiply this figure with the applicable number of inhabitants that is at hand for a certain region or country.
This leads us to that the following formula is correct to use:
Number of rescue errands per year = 5 333 * millions of inhabitants
Based on these facts it is also correct to extrapolate values for a certain population.
And assuming that a certain country has the same living standard as Sweden:
The saved value per every 5 minute is = Number of rescue errands per year * 58 914 SEK = Number of rescue errands per year * 6500 €.
This means that If one minute is saved for every rescue errand for a country with 10 M inhabitants this represents a value of 70 M€.
It is a probable assumption that one minute saved in ambulance and police errands together represents at least 70% of a rescue errand. For ambulance and police we do not have any statistics so this is just an assumption for reasoning. If this would be the case the combined value for a 10 M population is 120 M€ every year.
An Emergency response system must be designed for extreme conditions and should guarantee the highest up time possible, especially during crises situations when the load of the organization and system is extreme.
To provide this kind of robustness is always a costly affair with redundant solutions and multiple equipment and the cost must always be weighed towards the value of the functionality it brings.
It is therefore important to be able to configure your system in a way that corresponds to the customer requirements.
