Expanded Support to LDCs through the NAP-GSP Programme

COMRADES (Collective Platform for Community Resilience and Social Innovation during Crises, www.comrades-project.eu) aims to empower communities with intelligent socio-technical solutions to help them reconnect, respond to, and recover from crisis situations. This deliverable reviews theories, conceptual frameworks, standards (e.g., BS 11200 and ISO 22320-2011) and indicators of community resilience. It analyses relevant use cases and reports of resilience around various type of crises. These assessments enable the project team to present a definition of community resilience that is tailored specifically to the needs and aims of the COMRADES project, which focuses on the role of information and technology as a driver of community resilience. The project’s stance to improve resilience can therefore be summarized by: Continuously enhancing community resilience through ICT, instead of focusing on specific shocks or disruptive events. Enabling a broad range of actors to acquire a relevant, consistent and coherent understanding of a stressing situation. Empower decision makers and trigger community engagement on response and recovery efforts, including long-term mitigation and preparation. The deliverable uses this definition and the project’s overall understanding of community resilience, as presented in the review sections, to specify initial design and functional requirements for adopting and integrating resilience procedures and methodologies into the COMRADES collective resilience platform. At the same time, we develop an evaluation framework that enables us to measure the contribution of the COMRADES resilience platform to building community resilience. Finally, we outline three prototypical crisis scenarios that will enable the project development, test and evaluation. As such, the deliverable informs the design of the community workshops and interviews planned that will be conducted in T2.2 and T2.3, as well as the work of technology development, particularly in WP5. Through the Global Challenges Research Fund (GCRF), Innovate UK will invest up to £9.3 million in innovation projects. The aim of this competition is to support demonstration-stage projects that have the potential to improve lives of people living in lower income countries and emerging economies. It will support projects that address one or more of the global societal challenges recognised as the UN Sustainable Development Goals through development of innovative, market-creating products and services. These projects should ultimately lead to the deployment of those products or services within those countries. This is a two-phase competition. Phase 1 projects must explore the feasibility of running a demonstration project in phase 2 and applicants can use a human-centred design or technical feasibility approaches during this phase. A successful sub-set of phase 1 projects will be invited to apply for phase 2. Funding has been allocated from the Global Challenges Research Fund (GCRF), a £1.5 billion fund to support cutting-edge research which addresses the problems faced by developing countries. GCRF will address global challenges through disciplinary and interdisciplinary research and innovation, and will strengthen capability for research and innovation within both the UK and developing countries, also providing an agile response to emergencies where there is an urgent research need. GCRF forms part of the UK's Official Development Assistance (ODA) commitment and will be awarded in a manner that fits with ODA guidelines. On March 31, 2023 the US National Pork Board validated a study by Todd Williams, of Pipestone Veterinary Services, based on the use of high expansion nitrogen foam for the large-scale depopulation of all classes of swine, utilizing Livetec Systems Nitrogen Foam Delivery System (NFDS). The high expansion foam produced by the Livetec Systems NFDS surrounds the animal in large bubbles filled with nitrogen with a base expansion ration of between 300 and 350 to 1, as mentioned on the information provided by the producer of the firefighting foam. The Livetec technology, based on using Compressed Air Foam (CAF) filled with nitrogen instead of air for depopulating pigs, emerges within a critical landscape. The complexities of implementing effective emergency depopulation strategies for livestock, particularly swine, present multifaceted challenges. Livetec's approach relies on high expansion firefighting foam, aiming to euthanize pigs by submerging them in foam. The Livetec system's claims about the effectiveness of nitrogen-filled high expansion foam for depopulating market pigs lack substantial evidence upon analysis. The discrepancy between the actual foam produced during field trials and the promised high expansion foam, coupled with the absence of concrete proof supporting the method's efficacy, discredits the technology's claims.

Speakers included Krishna Kunapareddy (NADO), Chris Whitaker (Region XII Council of Governments), and Jennifer O'Connor (Northern Arizona Council of Governments). IEA publication, May 2024 Critical minerals, which are essential for a range of clean energy technologies, have risen up the policy agenda in recent years due to increasing demand, volatile price movements, supply chain bottlenecks and geopolitical concerns. The dynamic nature of the market necessitates greater transparency and reliable information to facilitate informed decision-making, as underscored by the request from Group of Seven (G7) ministers for the IEA to produce medium- and long-term outlooks for critical minerals. The Global Critical Minerals Outlook 2024 follows the IEA’s inaugural review of the market last year. It provides a snapshot of industry developments in 2023 and early 2024 and offers medium- and long-term outlooks for the demand and supply of key energy transition minerals based on the latest technology and policy trends. The report also assesses key risks to the reliability, sustainability and diversity of critical mineral supply chains and analyses the consequences for policy and industry stakeholders. It will be accompanied by an updated version of the Critical Minerals Data Explorer, an interactive online tool that allows users to explore the latest IEA projections.

A presentation held 16.5.2024 in Helsinki at the policy dialogue meeting between Finland and the WHO European Region. The mental health future in Finland does not look bright. Austerity measures 2025-28 will reduce benefits, increase poverty and result in financial distress in families. Reduced access to primary health care (statutory maximum waiting time increases from two weeks to three months) and increased availability of alcohol (lowered taxes and weakening of the alcohol sales monopoly) will add to the burden. In addition, government financial support to health and social care CSOs will be reduced by 34 %. As a result of the above, population mental health is facing major challenges.
