 Creation of Department of Disaster Management (DDM): shifting focus from relief to disaster
management specially to risk reduction culture.
 CPP (Cyclone Preparedness Programme): building a network of 49,500 trained volunteers
across coastal belt
 Issuance of SOD (Standing Order on Disaster): establishing
mechanisms and procedures for effective response at all levels during disaster emergency
 Established Disaster Management Information Centre (DMIC) down to Upazilla level to

STRENGTH
 Institutional framework and structure is well established
Excellent capacity to use space technology exists in BMD, SPARRSO, CEGIS, SOB, FFWC, IWM etc.
Proven and effective example of employing space based information in cyclone
prediction
 Geospatial databases exist
 Operational data on disaster risk is available

Satellite images are yet to be used effectively during emergency response and damage

Strengthening and Enhancing DDM capacity for the Systematic Identification, Quantification
and Monitoring of Multi-Hazard Risks and Vulnerabilities
DDM is going to establish a ‘Multi-Hazard Vulnerability and Risk Modeling and
Mapping Cell’ under project supported by World Bank
ADPC, Thailand is providing consultancy service
MRVA’s Capacity Building and strengthening for consolidating and maintaining
hazard risk information at central (national) and disaggregated (district) levels.
The project will be ended on 2014

MAIN OBJECTIVES(MRVA)
 To map out all hazard prone areas of Bangladesh specifically district, City
Corporation, municipality, upazila and unions covering geological, hydro-
meteorological and technological hazards.
 To assess the exposure of people, property, infrastructure and economic activities
to these above mentioned hazards.
To assess full range of vulnerabilities of the exposed elements experienced
throughout the country with reference to above hazards.
 To influence sectoral development strategies towards recognizing the highly
dynamic form of vulnerabilities and factoring an understanding into
institutional, legislative and organizational systems for preparedness, planning and
mitigation.

 SADKN is virtually a network of networks connecting to SARRC Member
countries
Department of Disaster Management (DDM) is the national focal point of SADKN
in Bangladesh
 Disaster related 30 partner organizations are identified and provided
training to selected nodal officers
 Digital Vulnerability Atlas (DVA) is one of the main feature of SADKN
 DVA yet to be linked with BDKN
 SADKN portal are linked with DDM website
Capacity Building Programs are required for partner organizations periodically
 For more functioning SADKN, support is needed from SDMC and Development
Partners

UNESCAP Should promote the establishment of a regional spatial Data
Infrastructures (RSDI) to develop regional standard/protocol for Geo DRM
Countries should designate particular agency to interact with the regional Geo
DRM and thus facilitating timely access to GIS and remote sensing data-during
disaster emergency
UNESCAP may establish network of national GIS mapping agencies and
national experts
 Countries to conduct workshop to promote Geo DRM portal
Implementation of UNSPIDER TAM(Technical Advisory Mission) Report

Multi Hazard Risk and Vulnerability and Assessment Modeling and Mapping (MRVA) Strengthening and Enhancing DDM capacity for the Systematic Identification, Quantification and Monitoring of Multi-Hazard Risks and Vulnerabilities DDM is going to establish a ‘Multi-Hazard Vulnerability and Risk Modeling and Mapping Cell’ under project supported by World Bank ADPC, Thailand is providing consultancy service MRVA’s Capacity Building and strengthening for consolidating and maintaining hazard risk information at central (national) and disaggregated (district) levels. The project will be ended on 2014 Department of Disaster Management MAIN OBJECTIVES(MRVA)  To map out all hazard prone areas of Bangladesh specifically district, City Corporation, municipality, upazila and unions covering geological, hydro- meteorological and technological hazards.  To assess the exposure of people, property, infrastructure and economic activities to these above mentioned hazards. To assess full range of vulnerabilities of the exposed elements experienced throughout the country with reference to above hazards.  To influence sectoral development strategies towards recognizing the highly dynamic form of vulnerabilities and factoring an understanding into institutional, legislative and organizational systems for preparedness, planning and mitigation.
