Led implementation of HR information systems, including HRIS PeopleSoft and Kronos
Time and Attendance Procedure, resulting in increased efficiency in budgeting and payroll

number of incorrect paychecks decreased from 10-15 per pay period to zero.
During bankruptcy, developed and implemented new processes and procedures for
administering benefit plans, including the 401(k) plan, ensuring that monthly employee
deferrals were processed in compliance with federal laws.
Successfully led union negotiations resulting in contract representing over 500 bargaining
unit employees.
Established company’s first professional HR department. Developed HR procedures and

Illinois agency that administers Medicaid and Child Support Services; $20 billion budget; 2,400

Ensured Department’s compliance with federal and state laws regulations, including ADA,
FMLA, NLRA, and FLSA.
Negotiated new supplemental agreement with American Federation of State, County, and
Municipal Employees (AFSCME), representing close to 70% of Agency employees.
Administered AFSCME contract; managed response to unionization drives.
