• Establish Technical Merit & Feasibility
• Commercial Potential Of The R/RD Efforts
• Determine Quality Of Performance Of The
Small Business Prior Further Federal Support
For Phase 2
• The Awards Usually Don’t Exceed $150,000
Total Cost For 6 Months

6. PHASE 1 OPTION
• An option that may be used to fund interim Phase
1 activities while a Phase 2 contract is being
negotiated
• Cover funding up to 4 months
• Phase 1 option counts toward the 25 page limit for
the proposal
• Submit a cost proposal for Phase 1 total of
$100,000 and a option cost proposal for
$50,000.the cost must be shown separately but
presented side by side (don’t count toward 25
page limit).

7. PHASE 2
• Continue The R/R&D Efforts Initiated In
Phase 1
• Funding Is Based On Results From Phase 1 &
The Scientific & Technical Merit &
Commercial Potential Of The Project Proposed
In Phase 2
• Only Phase 1 Awardee Are Eligible For The
Phase 2 Award
• The Funds Don’t Exceed 1 Million Total Cost
For 2 Years

8. PHASE 2 OPTION
• Cover activities up to
24 months
• Cost proposal not
more than 1,000,000
• Phase 2 option cost
not more than
750,000
• Both cost must be
shown separately
• Present side by side
• Cost proposal does

9. PHASE 3
• For Small Business To Pursue The Objectives
In Phases 1&2 R/Rd Activities
• SBIR Does Not Fund Phase 3
• DARPA Has Programs That Will Support
Phase 3 Getting Funding From Private
Investors
• You Might Get A Contract From The
Government For Production Or Service
Intended For Use By The U.S.

10. ELIGIBILITY FOR SBIR
PROGRAM
• Organized for profit ,business located in the
U.S.
• 50% owned ,controlled one or more
individuals that are American citizens
• No more than 500 employees , including
affiliates
• Phase one awardees with multiple prior awards
must meet the benchmark requirements for
commercialization
