Led the effort to develop and publish the first-ever strategic plan for technology development in support of

Managed $100 million+ international counter-proliferation project tasked with preventing illegal movement of
weapons of mass destruction (WMD) out of Ukraine.
Managerial, diplomatic negotiation and product management skill resulted in a series of successful
acquisition milestones and final delivery of effective and sustainable, high technology capabilities to the
Customs Service and Border Guard Service of Ukraine. Project systems developed/delivered include
integrated fixed, mobile and man-portable land and maritime-based command, control, communications and
surveillance technologies as well as chemical, biological, radiological, nuclear, explosives detection and
analysis equipment and simulation systems, and associated concepts of operation and training programs.
Recognized by agency leadership as the model project in the WMD Proliferation Prevention Initiative.
Managed the planning, budgeting, administration, reporting, logistics and execution of multiple cost-plus
award fee (CPAF) contracts.
Assisted program manager with development and execution of off-site strategic planning forum, which
served as the impetus for a program strategic plan and resulted in a significant organizational restructuring in

Conducted in-depth analysis of critical emergency procedures required onboard U.S. Navy helicopters that
produced a 55% decrease in tasks requiring memorization and therefore significant reduction in aircrew
cognitive workload. Personally presented findings and recommendations to annual standardization
conference where 100% of recommendations were accepted and published.
Served as a combat flight mission commander, leading numerous combat medical evacuation/air ambulance
missions throughout Kuwait and southern Iraq.

Air Test and Evaluation Squadron One (VX-1) - Patuxent River MD
Planned, coordinated, and led cross-functional project teams for the test and evaluation of six major Navy
helicopter and missile systems. Systems evaluated include MH-60R Multi-mission Helicopter, MH-60S Armed
Helicopter Weapons System, Navy Air Ambulance Helicopter Upgrade, AGM-114N Thermobaric Hellfire Missile,
GAS-1 Anti-jam GPS Antenna and the Joint Common Missile.
All test objectives were met within or ahead of prescribed timeline and budget, resulting in the validation &
verification of systems for an operational combat environment.
Reported to senior leadership on flight test findings through written and oral reports that provided key inputs
to major defense acquisition decisions.
Led the antisubmarine warfare exercise division responsible for developing and executing three multi-
national combined air/surface/subsurface exercises.
Led flight standardization division responsible for maintaining personnel records, ensuring mission readiness
and performing annual ground and flight evaluations for 20+ personnel operating five different helicopter
