Duties that include the oversight of construction contractors to ensure the USACE Three Phase of Control
were follow and perform QC duties. Review of drawing and specifications, preparing FCG documents such as
but not limited to independent construction estimates, scopes of work, daily reports, contractors quality control
reports, construction schedules. Ensure EM-385-1-1 and Environmental Health and Safety was followed and
enforce policy and procedure adherence. Monitor subcontractors for adherence to plans.
Chief Aviation Boatswain's Mate Fuels
United States Navy - August 1989 to August 2013
Construction Operation Manager
Supervised and trained 1K+ crewmen on safety procedures, operations management, and maintenance;
ensuring all crewmen were knowledgeable of aviation structures.
• Quality Assurance Officer for Fuels Department during an accelerated Planned Incremental Availability (PIA)
which included flight deck certification, training, flawless execution of sea trials, safety, and quality control.
• Conferred with supervisory personnel, owners, contractors, or design professionals to discuss and resolve

in shipyard safety practices leading to a successful yard period ahead of schedule.

operations of fuel storage, transfer, filters, purifiers, and pumps
• Prepared and submitted budget estimates, progress reports, or cost tracking reports.
• Skilled as Fuel system operator, lube oil system operator, supervisor, project manager, and maintenance
person.
• Planned, organized, or direct activities concerned with the construction or maintenance of structures, facilities,
or systems.
• Responsible for sampling, testing and authorizing the acceptance of millions of gallons of fuel and lube oil
for the entire command during training and combat missions while deployed
• Inspected or reviewed projects to monitor compliance with building and safety codes, or other regulations to
monitor compliance with environmental regulations
• Reviewed system changes and ensured the program releases were correct to be posted and used by our
automation personnel. Reviewed the fuels managers' laboratory reports and flight plans for accuracy.
• Studied job specifications to determine appropriate construction methods and developed and implemented
quality control programs
• Attended safety meetings as the technical advisor for hazardous waste/material. Have experience in
firefighting and combating all classes of fires with advanced training in fuel system fires.
• Skilled in NAVOSH and OSHA maritime practices successfully completed 4 USN ship overhauls on two
different class ships.
• Investigated damage, accidents, or delays at construction sites to ensure that proper construction procedures
are being followed.
• Prepared contracts or negotiate revisions to contractual agreements with architects, consultants, clients,
