3. LEGAL BASIS
Section 9. Powers and Functions of the OCD: The OCD shall
have the following powers and functions:
e.) Review and evaluate the Local Disaster Risk Reduction and
Management Plans (LDRRMPs) to facilitate the integration of
disaster risk reduction measures into the local Comprehensive
Development Plan (CDP) and Comprehensive Land-Use Plan (CLUP).

Together with the Annual Budget (Local Expenditure Program), the
following documents shall be prepared and submitted to the local
sanggunian for budget authorization purposes:

5. GUIDELINES in the CONDUCT of LDRRMP REVIEW
PURPOSE:
โข To prescribe the guidelines in the conduct of review and evaluation of the
Local Disaster Risk Reduction and Management Plans (LDRRMPs) pursuant
to Section 9 (e) of RA 10121 and paragraph 2.2.11 of the Local Budget
Memorandum No. 75 dated June 1, 2017;
โข To ensure that the Sangguniang
Panlalawigan/Panglungsod/Bayan/Barangay approved Annual Investment
Plan (AIP) of the concerned Local Government Unit (LGU) is consistent to
the DRRM-CCA programs, activities, and projects (PAPs) in their respective
LDRRMP;
โข To make certain that the PAPs of the LDRRMP is consistent to that of the
higher LDRRMP; and
โข To guarantee judicious utilization of the Local DRRM Fund.
6. GUIDELINES in the CONDUCT OF LDRRMP REVIEW
The review shall be conducted following a hierarchy to ensure
that the subordinate plans are supportive of the higher plan,
as follows:
Province and Highly Urbanized City;
Component Cities;
Municipalities; and
Barangays
7. GUIDELINES in the CONDUCT OF LDRRMP REVIEW
Organization of Regional LDRRMP Review Team/s:
The Chairperson, RDRRMC shall organize its โLDRRMP Review Team (LRT)โ
thru a RDRRMC Resolution with minimum membership from the Thematic
Areas in order to preempt bias in the review of the different LDRRMPs.
The Chairperson, RDRRMC/RD, Office of Civil Defense, except for NCR and
ARMM, having functional supervision over subordinate DRRM Officers by
operation of RA 10121 may delegate the conduct of review of DRRMPs.

12. GUIDELINES in the CONDUCT OF LDRRMP REVIEW
CRITERIA TO BE COMPLIED:
๏ LDRRMP contains at least the following:
the risk profile;
the DRRM/CCA programs are mainstreamed in the CLUP and CDP;
the minimum Programs, Activities, and Projects per thematic area plans;
the monitoring and evaluation; and
the allocation and utilization of LDRRM Fund and other sources
๏ LDRRMP duly approved by the Sangguniang Bayan
๏ PAPs in the LDRRM in review aligned with the PAPs of the Higher DRRM
Plan
๏ PAPs are appropriate to the hazards in the locality
