18. Definition & types of Waste
Hazardous Waste:
Hazardous waste is a waste that is dangerous, lethal or potentially harmful to biological
organisms, health or the environment. Hazardous wastes can be liquids or solids. It can
be discarded only in environmentally safe manner. Some part of hazardous waste can be
recycled or re-used after scientific treatment as prescribed by Central Pollution Control
Board / State Pollution Control Board respectively, as the case may be.
E-waste, used lead batteries, used / spent oil, plastic waste, copper, zink, lead waste or
other toxic metals have been classified under hazardous waste as defined in EPA 1986
The aforesaid waste should only be disposed off to authorized collector, segregator,
processor authorized by concerned authority such as Pollution Control Board. A proper
record for disposal of such waste should be maintained by the occupier and authorization
should also be obtained from the respective Pollution Control Board in order to comply
the Law of the Land.
According to European Union In most simple words and understanding
‘Waste’ can be defined as “An object the holder discards, intends to discard or
is required to discard."
19. Definition & types of Waste …..
Non - Hazardous Waste:
Non-Hazardous waste means waste which is not classified as hazardous waste. Non-
hazardous waste should also be collected, segregated, and processed in a scientific
manner for value addition.
Paper waste, Wooden Waste, Aluminum, Ferrous waste, Glass waste are generally
classified as Non-hazardous waste.
Although non-hazardous waste are not covered by any specific law, but the unscientific
disposal of non-hazardous waste may be taken seriously by the municipal laws or by the
authority established in industrial areas.
More than 80% of Non-Hazardous waste may be converted to usefull products if handled
properly, which would give a positive impact to the environment. Unscientific disposal of
Non-hazardous waste may again result to adverse impact to the environment and
sustainable development.
20. Rules and Responsibility

1. Consumers or Bulk consumers of electrical and electronic equipment listed in
Schedule I shall ensure that e-waste generated by them is channelized to
authorized collection centre(s) or registered dismantler(s) or recycler(s) or is
returned to the pick up or take back services provided by the producers and
2. Bulk consumers shall maintain records of e-waste generated by them in Form 2
and make such records available for scrutiny by the State Pollution Control or the
Pollution Control Committee concerned.
1. It shall be the responsibility of the consumer to ensure that used batteries are not
disposed of in any manner other than depositing with the dealer, manufacturer,
importer, assembler, registered recycler, and reconditioner or at the designated
collection centers.
2. It shall be the responsibility of the bulk consumer to –
1. ensure that used batteries are not disposed of in any manner other than by
depositing with the dealer/ manufacturer/ registered recycler/importer/
reconditioner or at the designated collection centers,- and
2. file half-yearly return in Form VIII to the State Board.
3. Bulk consumers to their user units may auction used batteries to registered
recyclers only.
