Key duties
Country HSE Manager - Hill International
As Country HSE Manager for Hill International (based at the Muscat and Salalah Airport
Projects), Paul has overall responsibility for HSE activities across the projects; this includes the
monitoring and inspection of safety systems of work of 11 main contractors and numerous sub-
contractors totalling in excess of 15,000 workers.
From the outset, Paul’s aim was to set and achieve a leading accident frequency rate (AFR) for
the project of less than .2 from the initial level of .57. To achieve this Paul focused on three
specific areas; firstly was the creation of a project specific policy statement that all Project
Directors were requested to commit, this provided a basis around which poor behaviours could
be challenged; secondly was the development and implementation of a minimum training and
competence matrix for the project, this established key requirements for the various trades and
set a competency benchmark across the project, and thirdly was the creation of an inspection
lead performance trend indicator system, this involved the completion of regular site monitoring
inspections that measured performance across a range pre-determined safety indicators. This
approach has resulted in a step change in the safety performance of the project with a current
AFR of .17 (better than the London Olympic construction phase), and a current performance
measure of over 85 million hours worked without a Lost Time Incident.
In addition to this Paul has also developed a bid support process for Business Development,
and has also produced a new HSE management system for the business that has been
externally certified to ISO 9001, ISO14001, and OHSAS 18001.

Global Health and Safety Director - Buro Happold
Paul was engaged as Global Director (HSE) for the development of corporate Health, Safety
and Environmental systems to meet the needs of an international business; from the outset
Paul was required to develop a revised strategy and HSE Management system that would
achieve certification to OHSAS 18001 and ISO 14001within nine months from appointment;
this target was achieved one month ahead of schedule.
Paul was also responsible for setting up and managing the construction and site supervision
activities including on high profile projects in the across the UK, Middle East and beyond,
including the site supervision for the construction phase of the Louvre – Abu Dhabi, including
site supervision of over 3000 employees; Sea City (Kuwait); NHS Wales – Cardigan Care
Centre; Heart of Doha (Qatar), and HSE site support (King Abdullah Financial District (high
rise), Baku Airport, and Al Faisal University – Saudi Arabia), London Underground (station
upgrades – ROGS compliant), Network Rail (station and bridge replacement – ROGS
compliant). Paul has also provided advice and support to national Governments on continued
improvement of HSE control frameworks.
Additionally, Paul created a consolidated ‘Practice’ approach to Health and Safety that helped
to embed a positive culture through employee engagement, senior management buy-in,
continued review of performance and a more effective process for demonstrating legal and
corporate compliance; this approach ‘which included the development of senior management
safety tours, risk workshops, and setting of leading safety behaviours, helped ‘embed’ the
safety message across a multinational business.
Head of HSE - The Crown Estate
Paul was engaged as Head of Safety, Health and Environment at a strategic and practical level
for the Monarchy of Great Britain and Northern Ireland. This extremely diverse property
portfolio included the majority of the sea bed and foreshore of the UK; large remote rural
estates and forestry operations; ancient monuments and listed buildings; Windsor Great Park
and associated undertakings; retail and commercial undertakings throughout the UK, including
numerous prestige locations within London’s West End, all with a combined worth in excess of
£7 billion’s.
During his time with the Crown Estate, Paul’s main achievements included development of a
new Safety, Health and Environmental management system which provided a completely new
framework in which this diverse organisation managed and discharged its legal and moral
obligations, including:
Development and implementation of a rolling five year Safety, Health and Environmental
strategy;
Developed and implemented a behavioural safety programme;
Development and implementation of an integrated management system certified to both

OHSAS 18001 and ISO14001 within two years;
International Safety Awards – winner 2009, 2010 and 2011;
Development of an online accident/incident reporting system, lessons learnt database
and process for continued improvement;
Monitoring procedures for managing agents across an outsource estate;
Developed an asbestos management programme, and
Developed a best practice approach for compliance with CDM 2007 and construction
safety processes.
Notable projects which Paul lead was:
Offshore Construction – Project HSE Lead: the development of HSE managements controls
for the UK’s - Offshore renewable energy programme, including wind, wave and tidal projects.
This included the setting up and mobilising of the initial stages of this world leading and
ambitious marine construction programme (years one to year four), which included advising UK
regulators on risk management frameworks, development of offshore management plan,
control arrangements, offshore inspections and project HSE auditing, safety strategy and
emergency arrangements for a programme with well over 7000 employees working in hostile
conditions. This programme required close liaison and management of EPC companies
including:
Statoil
BP Centrica
RWE
Repsol
Additionally, Paul set up the first offshore renewable sector specific Health and Safety Awards
programme to encourage adoption of industry best practice.
The approach developed and implemented by Paul has laid the foundation for the safe delivery
of this eight year project.
CO2
capture and storage – HSE Lead: this project required the development of HSE
management systems of control to satisfy regulatory requirements for the capture, distribution
and pumping of liquefied carbon dioxide into depleted and low output hydrocarbon reservoirs to
both increase output and to safely store carbon dioxide, thus preventing venting to atmosphere.
These projects involved both the development of controls for new prototype technologies;
continued maintenance of safety cases and revision of QRA for existing on-shore and offshore
installations, and working with (and managing) EPC contractors.
W4 Regent Palace (Piccadilly Circus) – Client HSE Lead: this complex construction project
in a tight central London location (Soho) involved working with developers and regulators to
safely demolish the existing structure with retaining the façade, installing crash decks to protect
adjacent commercial undertakings, excavate to a road level - 3 and construct an innovative
structure which incorporated leading sustainability technologies.
Paul’s involvement and proactive approach to project safety assisted in the delivery of the
project and client handover one month ahead of plan and achieve a safety record of over 2.5
million man hours worked without a reportable injury.

Regional HSE Manager - Alfred McAlpine/Carillion
Paul was engaged as a Regional HSE Manager (Northern Europe) for the development and
implementation of project safety plans across new contracts for this client. This required the
harmonisation of standards between client needs and internal requirements.
These projects included large construction, redevelopment and facilities management of retail
portfolios (Sainsbury’s), retails banking, chemical production facilities (Unilever Weybridge and
Port Sunlight), energy generation projects for E.on UK (Radcliffe-on-Sore, Ironbridge,
Queensferry, Bridgenorth coal fired power stations) and civil/infrastructure projects across the
UK and Europe.
Responsible for a team of 21 safety professionals looking after the safety of over 5000
employees, Paul would work with clients in the early days of contract award to ensure that all
project requirements had been identified, that core values and expectations were met and that
a full Safety, Quality and environmental management system had been implemented.
Additionally, Paul was responsible for and acted as both CDM-C and site supervision (on early
projects) Planning Supervisor on various construction schemes throughout the UK, including:

General Manager (HSE) - SOHO House Group (short-term appointment)
Paul was engaged as General Manager (HSE) to the SOHO Group, responsible for the 400
acre grade two listed Babbington House Estate in Somerset.
As part of the senior team he was responsible for the safety and well-being of all building

users, as well as that of the estate.
The role also involved the management of construction and refurbishment projects within the
hotel redevelopment scheme.
General Manager (Construction Compliance) - Jarvis UPP (one year contract)
Paul’s main responsibilities were the health, safety and facilities management as well as
construction safety for 1300 student rooms within 16 accommodation blocks, which was
serviced by his site team of 21 employees. During his time at UPP (University of Plymouth) he
was responsible for the successful implementation of ISO 14001 across the sites and also
provided implementation support for other sites within the portfolio.
This role also required Paul to manage redevelopment and construction of student halls of
residence across a live project portfolio (included part occupied buildings and city centre
locations). This project required the harmonisation of standards across a JV of construction
and engineering companies with the aim of creating a single approach to the HSE
management process.
HSE & Engineering Manager - Ramada Hotel Group
Paul, as Health, Safety and Engineering Manager for several hotels within the Ramada chain
of hotels, was responsible for ensuring that the properties operated to their maximum potential
and met customer’s expectations while complying with all internal and statutory requirements.
This role also included management of construction safety across an extensive portfolio of
properties.
Prior to these roles Paul completed an Electrical and Mechanical apprenticeship within the
heavy plant manufacturing sector, and continued this into his early career working on
infrastructure and major construction projects such as the Second Severn Crossing, and UK
MOD Abbeywood.
Regional FM and Compliance Manager - Marks & Spencer (DBFM)
As regional FM and Compliance manager, Paul was responsible for establishing and
maintaining an effective control structure for all aspects of the retail operations across seven
large stores and one distribution centre; this involved creating a compliance and PPM schedule
for all statutory and regular maintenance activities, ensuring that all licences and permits were
obtained and maintained, appointing and managing maintenance contractors, developing and
implementing emergency arrangements, and completing inspections and audits to ensure that
all activities and requirements remained fit for purpose.
