1. Educational quality is of vital importance for the future of our society. Gradual
but constant improvement of the schools’ quality will result in a better
educational performance and an enhanced employability. Setting up a quality
system in schools stimulates receptive skills and competences.
Creative and motivating methods, students’ attitudes will improve and their
enthusiasm and readiness to keep learning for life will be motivated.

2. In Catalonia (Europe) the educational law ‘EDU432/2006, 30th August,
‘Projecte de Qualitat iMillora Continua dels centres educatius’ encourages
schools to take responsibility on the continuous improvement of the schools’
quality. In Flanders, the ‘Decree on the quality of education of May 8th 2009,
BS28/08/2009’ specifies that every institution shall examine and
systematically monitor its own performance. Schools are free to choose or
develop a quality system.
A lot of books on educational quality have been published to help the school
management. Searching excellence as a main concern in order to determines
the future development of a country.
Why this inspiration book about quality at school
3. The most schools want to deliver quality. So, why should a school
systematically monitor and improve its own performance? The lies in the
rapidly changing society. Before, a school was a haven of peace and stability.
Now, schools are confronted with new demands. Parents expect more care
(the number of students with dyslexia, dyscalculia,... has increased
considerably), the government sets its demands and expectations in education
and also the stakeholders (staff, students, businesses, civil society)
The traditional common practice is not adequate new challenges. When a
school wants to provide quality, it needs a system to examine how the
changing social factors affect the school. The introduction of quality
development at school will Improve educational processes for students,
teaching and classroom management by teacher, policy making capacity at
school, Increase the employability of the students, and Address the external
accountability as a legal obligation..

4. Where did we start from?
The TLQ-project is based on the work produced by a previous partnership
of vocational schools, college universities, enterprises and educational
advisory boards. Starting from the EFQM-model, the partnership made a
translation towards an educational setting.

quality development officers, quality coordinators and teachers and
trainers involved in quality development of compulsory education and
adult education
A second target group are VET-organising authorities such as a Ministry
of Education and a School Board
