Background of the Conference
It is always my honor and joy to speak before my fellow school heads in a
training program like this. Sharing my humble thoughts from readings,
consultations with education officials, and conversations with colleagues prior
to my actual presentation gives me a deep sense of fulfillment to continuously
improve myself to become worthy of the trust and confidence of our Schools
Division Office (SDO) officials as one of the resource speakers.
Today’s activity was made possible through Schools Division
Memorandum No. 54, series 2021 issued on February 10, 2021 entitled Division
Roll-Out on Philippine Professional Standards for School Heads (PPSSH) and for
Supervisors (PPSS) which primarily aims to facilitate understanding and
appreciation of PPSSH and PPSS among participants. Through thorough
listening to this lecture, as well as active participation in the open forum and
discussion, the presenter does hope that the objective of the session will be
achieved completely.
The Standards for School Heads
The PPSSH was formally embraced by the Department of Education
(DepEd) through its issuance of DepEd Order No. 024, series 2020 entitled
National Adoption and Implementation of the Philippine Professional Standards for
School Heads on September 07, 2020. As stated in this issuance, it is “in line
with the commitment of the department in supporting school heads so they can

better perform their roles in schools, including the improvement of teacher
quality, and through this, learner achievement.” PPSSH has three standing aims
and these are as follows: (1) set out clear expectations of school heads along well-
defined career stages of professional development from beginning to exemplary
practice; (2) engage school heads to actively embrace a continuing effort to attain
high levels of proficiency; and (3) provided support for professional learning and
development, help identify development needs, and facilitate uniform
assessment performance.
The PPSSH Indicators
Indicators are the concrete, observable, and measurable school head
behavior or practice covered in every strand in the PPSSH. The PPSSH has five
domains; namely: (Leading Strategically; (2) Managing School Operations and
Resources; (3) Focusing on Teaching and Learning; (4) Developing Self and
Others; and (5) Building Connections. Domains refer to broad conceptual
spheres of school leadership practices as defined by specific strands. Strands
are specific dimensions of practices under a domain. Our PPSSH has 34 strands,
and each strand has four indicators based on the specific career stage of a given
school head.
As to date, it is reiterated that DepEd has no clear specifications on how
we classify or group our present school heads on the given four career stages.
What is certain is that aspiring schools belong to the first stage, which is Career
Stage 1, where “School Heads (aspiring school heads) have acquired the
prerequisite qualifications for the school head position”. In the Career Stage 2,
“School Heads apply the required knowledge and understanding of the authority,
responsibility, and accountability expected of them as described in the PPSSH”.
Career Stage 3 describes school heads who “consistently display an in-depth
knowledge and understanding of the authority, responsibility, and
accountability expected to them as described in the PPSSH”. In the highest end,
the Career Stage 4, school heads are expected to “consistently exhibit mastery

in their application of the authority, responsibility, and accountability expected
of them s described in the PPSSH”.
As career stages go higher, each indicator becomes more complex, which
tells us that PPSSH is expecting school heads to perform differently as their
career stages changes from the initial level to a higher one. Attached herewith
are the slide deck presentation of my lecture on this topic.
