EXECUTIVE SUMMARY
Vehicle rental can help accelerate decarbonisation but faces
considerable cost and operational constraints
Shared mobility services, such as vehicle rental, are a key to accelerating usage and uptake of zero-emission vehicles and
sustainably decarbonising road transport
Vehicle rental has unique, customer usage-driven characteristics that present significant operational obstacles to EV
transition, but certain customer segments (representing ~10% of Enterprise rentals) could be less challenging to electrify
There are considerable cost and operational constraints to electrifying vehicle rental fleets
With the right mix of incentives, policy and funding, shared mobility service providers can help government accelerate EV
uptake in a sustainable way
The cost of acquiring and operating EVs
can be up to 40-60% higher than for
ICEVs, and vehicle availability is
expected to be constrained for the
foreseeable future
Vehicles are turned around rapidly between
rentals in order to meet customer demand
with an efficiently sized fleet, meaning that
recharging vehicles between rentals is
challenging
Shared mobility can effectively convert 'trips'
to decarbonized transit, especially where
shared mobility service use is incentivised –
shared mobility vehicle users use active and
public transport more in lieu of private vehicles
Shared fleets familiarise the general public
with EVs and can help overcome consumer
confidence obstacles to adoption, if the user
experience is positive
An Enterprise vehicle is re-rented
within 1 hour for 25% of
rentals on average
Acquiring and operating EVs can be
40-60% more
expensive than ICEVs
Pay-as-you-go shared mobility ensures that
only essential trips are taken in passenger and
goods vehicles, thus reducing overall mileage
There are significant barriers to EV use among
vehicle users: around half of consumers cite
range anxiety and lack of accessible and
appropriate public charging infrastructure in
the right places as key concerns
However, parts of public sector and corporate
fleets, and car clubs [sharing], for example,
have characteristics that make them less
challenging to electrify if governments promote
user demand and support vehicle rental
Vehicle rental users typically do not have
access to the most prevalent EV charging
model (home and office charging)

In summary, measures should…
> Encourage users/consumers to transition to EVs in a sustainable way, overcoming the blockers that
currently limit uptake
– Directly in the short term, by incentivising and supporting shared mobility users and providers
– Indirectly in the longer term, by helping shared mobility providers to give EV users as positive an
experience as possible
> Be an holistic combination of initiatives
– Measures must be joined up and point in the same direction
– Providing incentives or financial support which is then nullified, for example, with a tax malus, may
hinder progress toward policy goals
> Be more "carrot" than "stick", especially given the current headwinds facing industry
> Be well aligned with broader aspirations and timelines for emissions targets in road transport
> Precede, or supplant, burdensome mandatory transition requirements – ensuring appropriate market
conditions and infrastructure are in place will enable positive experiences and avoid negative outcomes for
consumers and businesses (and ultimately the policy goal of accelerating private EV adoption)

  • 2. 2 [DRAFT FINAL]_EH_EV-CCS_GA_Meeting Deck_000321_[LEGALLY REVIEWED].pptx 1 2 3 EXECUTIVE SUMMARY Vehicle rental can help accelerate decarbonisation but faces considerable cost and operational constraints Shared mobility services, such as vehicle rental, are a key to accelerating usage and uptake of zero-emission vehicles and sustainably decarbonising road transport Vehicle rental has unique, customer usage-driven characteristics that present significant operational obstacles to EV transition, but certain customer segments (representing ~10% of Enterprise rentals) could be less challenging to electrify There are considerable cost and operational constraints to electrifying vehicle rental fleets With the right mix of incentives, policy and funding, shared mobility service providers can help government accelerate EV uptake in a sustainable way The cost of acquiring and operating EVs can be up to 40-60% higher than for ICEVs, and vehicle availability is expected to be constrained for the foreseeable future Vehicles are turned around rapidly between rentals in order to meet customer demand with an efficiently sized fleet, meaning that recharging vehicles between rentals is challenging Shared mobility can effectively convert 'trips' to decarbonized transit, especially where shared mobility service use is incentivised – shared mobility vehicle users use active and public transport more in lieu of private vehicles Shared fleets familiarise the general public with EVs and can help overcome consumer confidence obstacles to adoption, if the user experience is positive An Enterprise vehicle is re-rented within 1 hour for 25% of rentals on average Acquiring and operating EVs can be 40-60% more expensive than ICEVs Pay-as-you-go shared mobility ensures that only essential trips are taken in passenger and goods vehicles, thus reducing overall mileage There are significant barriers to EV use among vehicle users: around half of consumers cite range anxiety and lack of accessible and appropriate public charging infrastructure in the right places as key concerns However, parts of public sector and corporate fleets, and car clubs [sharing], for example, have characteristics that make them less challenging to electrify if governments promote user demand and support vehicle rental Vehicle rental users typically do not have access to the most prevalent EV charging model (home and office charging) ++ Sensitive Information – Do not Disclose or Circulate outside of Platform for electromobility 2

  • 9. 9 Sensitive Information – Do not Disclose or Circulate outside of the Platform for electromobility In summary, measures should… > Encourage users/consumers to transition to EVs in a sustainable way, overcoming the blockers that currently limit uptake – Directly in the short term, by incentivising and supporting shared mobility users and providers – Indirectly in the longer term, by helping shared mobility providers to give EV users as positive an experience as possible > Be an holistic combination of initiatives – Measures must be joined up and point in the same direction – Providing incentives or financial support which is then nullified, for example, with a tax malus, may hinder progress toward policy goals > Be more "carrot" than "stick", especially given the current headwinds facing industry > Be well aligned with broader aspirations and timelines for emissions targets in road transport > Precede, or supplant, burdensome mandatory transition requirements – ensuring appropriate market conditions and infrastructure are in place will enable positive experiences and avoid negative outcomes for consumers and businesses (and ultimately the policy goal of accelerating private EV adoption)
