1. That petitioner is om Prakash S/O Late Deep Narayan
Poddar, age about 48 years, husband of Gang rape and illicit sex
trade victim Rina Kumari age about 44 years and father of Gang
rape and illicit sex trade victim Shriya Poddar age about 17 years
R/O RZF-893, Netaji Subhash Marg, Raj Nagar Part-2, Palam
Colony, New Delhi-110077 and R/O Asha Deep Niwas, Shukkar
Hat, Sonaili, P.S. Kadwa, Katihar, Bihar-855114
2. That aggrieved by the delinquent behavior of Pradeep kumar
child line coordinator katihar and persistent gang rapes illicit sex
trade of victims every day and night, the applicant has registered a
fresh complaint with NCPCR vide 202200004897 dated
26.05.2022 and with child line vide 20220526122245 dated
26.05.2022
3. That after registering complaint, the applicant has sent an
SMS alert on 26.05.2022 at 19:30 pm “victim not handed over,
gang raped inside the power engine and driver’s cabin of siliguri
passenger at 5:30 pm to 7:00pm thereafter dropped at sunil
bubna’s house by train driver at sonaili P.S. Kadwa katihar at
7:30pm for whole night gang rapes and illicit sex trade of victim’s
family” to all the nodal police officers of Delhi and Bihar.
4. That thereafter the applicant has sent an SMS alert on
27.05.2022 at 12:12 am “STOP, STOP, STOP vulgar DJ Dance by
the victim of gang rapes and illicit sex trade at gun firing” to all
the nodal police officers of Delhi and Bihar.
5. That thereafter the applicant has sent an SMS alert on
27.05.2022 at 04:33 am “Anal sex by SHO Kadwa, SHO
Dandkhora and victim gave birth to a baby child in Ram Narayan

2. Razak’s House, packed in white plastic bag by Bechan Poddar and
his family members. Gang Rape continued” to all the nodal police
officers of Delhi and Bihar.
6. That thereafter the applicant has sent an SMS alert on
27.05.2022 at 07:26 am “gang rape and illicit sex trade of victims
by RSS with active support of SHO Kadwa and Dandkhora in the
weekly Market of Shukkar Hatt Sonaili P.S. Kadwa Katihar
Bihar” to all the nodal police officers of Delhi and Bihar.
7. That thereafter the applicant has sent an SMS alert on
27.05.2022 at 08:44 am “there is a plan to ignite katihar bihar for
communal violence in the pretext of gang rapes and illicit sex
trade of my hindu families members by 46% muslims in this
region. Want to make katihar bihar as seelampur north east delhi
today on 27.05.22 Friday. Save katihar from burning. Register an
F.I.R immediately to avoid communal violence” to all the nodal
police officers of Delhi and Bihar.
8. That thereafter Rohtash Beat Officer, SHO Palam village
called on the applicant by his mobile number 8750282323 dated
27.05.22 at 8:41 AM. He has taken a brief about the case over
telephone at 9:00AM on the same day from applicant.
9. That sex racketeer and human trafficker has been again
figured out with mobile number 8587001099 by the applicant on
27.05.2022.
10. That applicant has not been allowed to maintain his daily
physical attendance at the booth of Child Line Katihar Railway
station plat farm no.02 on 26th
and 27th
of May 2022 by the
delinquent, sex abuser, gang rapist, human trafficker Pradeep
kumar and Santosh kumar, sumit kumar, raj kumar jha, child line
coordinator katihar, instead child line katihar supported the human
traffickers to continue the gang rapes and illicit sex trade against
the victims every day and night in front of applicant’s eyes at
Sonaili and Katihar district town Bihar.
11. That aggrieved by this act of child line katihar, the applicant
has reported the same to Child Line Eastern region Kolkotta.
Child Line Kolkotta has rung the applicant by telephone 033-

3. 23416130 at 12:00 pm on the same day but did not resolve the
issue rather escalated to serve the court NOTICE to child line.
12. That the key names of District administration Katihar and
Sex Racketeers, Sex abusers for escalating Gang Rapes, changing
jurisdiction/locations of gang rapes and sustaining the
technologies based sex industry has been figured out by the
applicant on 27.05.2022. These key figures are:

13. Hence, STOP SEXUAL ABUSE OF VICTIMS AS IT IS
AGAINST THE PRINCIPLE OF SOCIAL WORK AND
RULE OF LAW AND rescue all victims and their families and
their minor children from the clutches of state, NGOs, mafia
and Indian defense Organizations.

sections of IPC.
