Sir/Madam,
1. That petitioner is om Prakash S/O Late Deep Narayan
Poddar, age about 48 years, husband of Rina Kumari age about 44
years and father of Shriya Poddar age about 17 years R/O RZF-
893, Netaji Subhash Marg, Raj Nagar Part-2, Palam Colony, New
Delhi-110077 and R/O Asha Deep Niwas, Shukkar Hat, Sonaili,
P.S. Kadwa, Katihar, Bihar-855114
2. That the key names of District administration Katihar, Sex
Racketeers, Sex abusers for escalating Gang Rapes, changing
jurisdiction/locations of gang rapes and sustaining the
technologies based sex industry has been figured out by the
applicant. These key figures are:
a) District Magistrate, Katihar Shri Udayan Mishra IAS
b) Superintendent of Police Katihar Shri Jitender Kumar
c) Superintendent of Police Katihar Railway, Shri Avinash
Kumar
d) Sub Divisional Magistrate Barsoi
e) Child Line Coordinator Katihar, Pradeep Kumar
f) SHO Rail Police Shri Jyoti Prakash
g) SHO Kadwa Shri Ranjay Singh
3. That sex racketeer and human trafficker has been figured out
with mobile number 8586998177 by the applicant on
25.05.2022.
4. That the applicant received a phone call from SHO Palam
Village New Delhi with a new number 9990244470 at 19:08PM
dated 24th
May 2022.

2. 5. That the applicant has noticed Ms. Pratima, SI Delhi Police
was doing paper work of rescued victims brought by
Mahananda Express on 06.05.2022 with SHO Jyoti Prakash
Police station at Plat Farm No.03 at Katihar Railway Station on
24.05.2022 at 11:00 AM.
6. That the applicant has sent an SMS alert on 24.05.2022 at
19:00pm “victim not handed over, artificial rain caused for
gang rapes and illicit sex trade at Mahmood Chowk D.S.
College katihar, khatu shyam, argara chowk, hotels of katihar
inside toilet, power engine, driver’s cabin of local trains, RPF
room, RMS room, SSE LOCO Office at plat farm no.03, iside
bed roll room, canteen room at plat farm no.03 katihar railway
station” to all the nodal police officers of Delhi and Bihar.
7. That the applicant has again sent an SMS alert on 24.05.2022
at 10:00pm “victims trafficked back by traffic rail Police from
katihar to sonaili P.S. Kadwa through bullet bike or other
vehicles near to kapil dev mahto’s house, Dhruv Razak & other
hot spot areas of sonaili” for gang rapes” to all the nodal police
officers of Delhi and Bihar.
8. That on 25.05.2022 at around 11:00 AM a group of human
traffickers and sex abusers like ravi rai s/o ambika rai, ram
chander sahni, wife of lakhan sahni, gultan sahni neighbours
from eastern side attacked the applicant with vulgar abuse and
pelted stone at him and on his roof where he was standing to
keep vigil on his victim minor daughter’s activities hidden
inside the house of Dhruv Razak S/o Ram Narayan Razak VRS
employee from railway katihar. He is northern end neighbor of
applicant. That the applicant watched the event of gang rapes
till 11:45AM on 25.05.2022.
9. DGP Bihar control room no. 9431602301/9431602302 has
informed the applicant that his family prefers to stay at his
neighbor’s house rather than his own house. DGP Bihar acted
beyond his jurisdiction and acted as court and became judge.
10. Thereafter the applicant has again sent an SMS alert on
25.05.2022 at 12:00pm “victim is inside Dhruv Razak, Rupak
Raazak, Ravi Razak, Ritesh Razak, Sonu, Monu S/O Grand/S/O
late Ram Narayan Razak house at shukkar hatt sonaili, P.S.

3. Kadwa, traffic rail police dropped her here in the night for
Gang Rape and illicit sex trade, watched till 11:45 AM on
25.05.2022, thereafter trafficked by human trafficker for further
sexual abuse” to all the nodal police officers of Delhi and
Bihar.
11. That the applicant has again sent an SMS alert on 25.05.2022
at 12:30pm “victim’s body packed by Bechan Poddar and his
family in white plastic bag to hide identities or keep her inside
house” to all the nodal police officers of Delhi and Bihar.
12. That thereafter Ram Chander Sahni collected revenues out of
selling symbolic “Lichhi” a seasonal fruits in the market against
the event of gang rapes and illicit sex trade of victims in the
night of 25.05.2022
13. Thereafter artificial rain has been caused to make suitable
sexy climate/weather for performing gang rapes and illicit sex
trade on 25.05.2022 at around 4:00pm to 5:00pm.
14. That at around 2:00 am a team of sex abusers from Varanasi
UP came along with several vehicles and drums, crackers to
initiate the events of gang rape behind Durgasthan Shukkar
Hatt, Sonaili, P.S. Kadwa.
15. That at around 8:00am victims of gang rapes are trafficked by
Radhikapur Maldah Court local train to Jhauwa/Salmari side.
16. That at around 8:15am human trafficker Pratibha Kumari,
head master at Utkarmit Middle School Jhauwa/Gutheli, near to
peerganj, Azamnagar Block interacted with the applicant at
sonaili railway station.
17. That at around 8:16am Retired Teacher Janardan Poddar has
interacted with the applicant at sonaili railway station.
18. That at around 8:17am Goods train with power engine no.
WAJS7 28057 has passed through sonaili railway station.

4. 19. That at around 9:35am Rajdhani Dibrigarh has stopped
illegally at sonaili railway station to pick up the victims of gang
rapes to traffick them from sonaili railway station to Jhauwa/
Salmari side but victim again trafficked back by telta DMU
passenger to katihar.
20. That the applicant has received a phone call from jammer
services mobile no. 8586998177 at around 9:37 am at the
sonaili railway station.
21. That there is a vicious cycles of changing jurisdictions by SP
railway and SP Katihar civil. In the night, civil jurisdiction at
P.S. Kadwa has been chosen for gang rape and illicit sex trade
while in day time both the jurisdictions of rail as well as katihar
district town civil jurisdiction has been chosen for gang rapes
and illicit sex trades of victims.
22. That the socio economics dynamics of this sex business is
technology based, metrological scientist based, non-banking
financial centers based, corporate social responsibility team
based, geo politics based, Christian missionaries adoption
system based, youth, students wings polarization and cultural
wings polarization of all political parties based, social conflict,
communal violence, social chaos, social anarchy, social
disequilibrium based, doubling the per capita income of each
household based and revenue generation and national GDP
growth based.
23. That the applicant requests the Delhi Police and Bihar Police
to submit the medical examination report of Victims of Gang
Rapes to the court after their arrest, as there is a possibility of
damaging their sexual health, reproductive health, removal of
their uterus, forceful family planning, injecting HIV Virus and
Sexually Transmitted Infections (STI) into their bodies,
Injecting inappropriate drugs for causing impotency or any
other non-treatable deadly diseases into their bodies by the
inhumane, criminal minded sex abusers and human traffickers.
24. That the applicant requests the Delhi Police and Bihar Police
to allow the applicant to meet the victims of gang rapes, keep
vigil on them, supervise their activities, extract data from them

5. and counsel them for better reformed life to rehabilitate them
within the family.
25. Hence, STOP SEXUAL ABUSE OF RESCUED VICTIMS
AS IT IS AGAINST THE PRINCIPLE OF SOCIAL WORK
AND RULE OF LAW AND rescue all near about 50 members
of applicants’ families and their minor children from the
clutches of state, NGOs, mafia and Indian defense
Organizations.
26. Direct to Register an F.I.R against the accused under relevant
sections of IPC.
