1. That Petitioner is OM PRAKASH S/O Late Shri Deep
Narayan Poddar, Age about 48 years, R/O Asha Deep Niwas,
Shukkar Hatt, Sonaili Village, P.S. Kadwa, District Katihar,
Bihar-855114 and R/O RZF-893, Netaji Subhash Marg, Raj
Nagar Part-2, Palam Colony, New Delhi-110077.
2. That Petitioner sends routine 24x7 SMS, apprising ground
reality/situations of persistent Gang Rapes and illicit sex trade
of victims to Inquiry Officers Satya Mohan, Old Delhi Railway
Station, SHO Palam Village New Delhi, SHO Shastri Park
North East Delhi, SHO Tilak Marg New Delhi, SHO Lahori
Gate Delhi-6, DCP Vigilance South West Delhi P.S. Vasant
Vihar New Delhi.
3. The victim minor daughter, Shriya Poddar has been picked

up from Asha Deep Foundation, Delhi/NCR/Shastri Park North
East Delhi and trafficked illegally by Mahananda Express on
24.06.2022 to Katihar Bihar with an active help of Satya
Mohan, appointed as an Inquiry officer on 21.06.2022, Old
Delhi Railway Police Station, after 112 call transferred by
Kotwali police station in the matter of persistent Gang Rapes
and subsequent Writ Petition (Criminal) Diary Number
18546/2022 filed before Supreme Court of India by the
petitioner, thereafter persistent of Gang Rapes and illicit sex
trade of victims continuing at the transit/destination point of
human trafficking at Delhi/NCR and source point of human
trafficking at Sonaili Katihar, Bihar.
4. That Inquiry officer, Satya Mohan refused to hand over the
victim to the petitioner on 24.06.2022 at Plat Farm No.11 Old
Delhi Railway Station in Train no. 15484 Mahananda Express
vide PNR NO. 244-3448408 date of journey
24.06.2022(Friday). He further informed to the petitioner that
he will hand over the victim minor daughter Shriya Poddar to
the petitioner after the Supreme Court of India order in Writ
Petition (Criminal) Diary Number 18546/2022.
5. That Union of India and State of Bihar are trying its best to
hide the victims of Gang Rapes and illicit sex trade from the
eyes of Rule of Law and petitioner. On the one hand, State does
not want to depict the victim as a prostitute in the eyes of Law;
on the other hand State is consistently depicting them as
prostitutes in the eyes of society.
6. That SHOs/I.Os of Palam Village, Shastri Park, Lahori Gate,
Old Delhi Railway Station, Tilak Marg have refused to register
F.I.R from 08.06.2022 to 23.06.2022 and asked the petitioner to

catch the train for Bihar. Hence petitioner boarded the train on
23.06.2022 for Katihar.
7. That the following events with “LIST OF DATES” have
taken place after e-filing a letter to Hon’ble the Chief Justice of
India dated 03.07.2022 in Writ Petition (Criminal) Diary Number.
18546/2022.

03.07.2022 Petitioner sent SMS to Delhi Police at 12:47:32
Mid night “112 services in Bihar does not
recognize vulgar DJ dance and Gang Rapes at
gun point by muscleman an emergency services
therefore escalating gang rapes. State
sponsored gang rapes continued tonight”.
Petitioner sent SMS to Delhi Police at
20:38:56PM “In retaliation of complaint
against SP Katihar, SP organized vulgar DJ
dance events in whole districts at several
places”.
04.07.2022 Petitioner sent SMS to Delhi Police at
07:04:36AM “In retaliation of complaint
against SP Katihar, SP has turned Sonaili
village into hell. All communications services
closed down, brought 1000 rapists by 500
vehicles from Katihar town, naked vulgar DJ
dance at gun point with persistent firing, Gang
Rapes at Bubna Board School and other places
yesterday night dated 03.07.2022. I have been
compelled to leave home at midnight, protested

by walking down six kilometers and keeping fast
in the night of 3.7.2022. Hooligans of
Superintendent of Police Katihar vitiated,
polluted the environment of village, intoxicated,
suffocated for normal breathing, responsible
citizen cannot breath in the present atmosphere
created by delinquent Superintendent of Police
Katihar”. Take action. Petitioner sent SMS to
Delhi Police at 07:14:49AM “112 services in
Bihar is not reachable now for the petitioner.
Look at the rapist state of affairs”. Petitioner
registered a case with Central Vigilance
Commissioner New Delhi against All India
Services employees SP Katihar and Delhi
Police. Petitioner sent SMS to Delhi Police at
21:25:58PM “Gang Rapes along with vulgar
DJ dance at gun point continued disconnecting
electricity of whole village. Sex abusers son of
Jhallu Mandal R/O Tilas P.S. Dandkhora and
son of Rita Devi R/O Sonaili P.S. Kadwa
attacked me today to kill me”. Gang Rapes
along with vulgar DJ dance at gun point with
consistent firing at Farm House of Uday singh,
Father of defense personnel at Bishanpur P.S.
Kadwa, Katihar continued.
05.07.2022 Petitioner again registered cases with Central
Vigilance Commissioner against delinquent
behavior of Delhi Police personnel.
06.07.2022 Petitioner sent another SMS to Delhi Police at

10:30:55PM, “Message from human traffickers
Nivedita and Ashok Mukharjee Kolkotta,
engaged my minor daughter in illicit sex trade
in the brothel of Sonagachhi and Howrah
Kolkotta mobile 7003745496 “kindly contact
the police. I’ve changed my occupation and not
in town” have come. Thereafter petitioner has
made 112 call at 10:00PM against Gang Rapes
and human trafficking of victim families and
minor daughter over landline phone number
0612-2285112. This 112 number of Patna took
the details but not recorded and registered call
against Gang Rapes, hence continued gang
rapes. Petitioner sent SMS to Delhi Police at
19:10:17PM, “Victim minor daughter Shriya
Poddar trafficked by Rajdahani Express from
Katihar by human traffickers- three ladies, one
man along with one male baby sitting beside me
in the second class waiting room at Plat Farm
No. 01 katihar railway station, link with Chand
Hotel Sonaili 7488499584. Illicit sex trade of
other family members of petitioner continues in
Katihar town tonight”.
07.07.2022 Petitioner sent SMS to Delhi Police at
06:19:04AM “Gang Rapes of Victim families
continued on 06.07.2022 night by Katihar
administration (SP, DM, SDM, DRM, SP Rail,
SHO and other) delaying Siliguri Passenger
train abnormally till 10:30PM. This train
normally departs from Katihar at 6:15PM.

Hence, I have come back from Katihar to
Sonaili at 11:30PM on 06.07.2022 night”.
Venue of Gang Rapes was Bengali House
behind Kapil Dev Pandey’s house, Ashok Sah
House, Rajput of Goshala, in front of police
post sonaili near to thakurbari and in front of
petitioner’s house. Matter Writ Petition
(Criminal) D.NO. 18546/2022 has been put
under defective list for 90 days by Supreme
Court of India which may be listed within
22.09.2022 before Chamber Judge for office
order. Taking undue advantage of this, Delhi
Police and Bihar Police are organizing Gang
Rapes and illicit sex trade of victim across the
country to generate revenue out of it. 112
services of Bihar are also blocked at petitioner’s
mobile number to register the emergency call
against persistent Gang Rapes and illicit sex
trade by the state. Central vigilance
commissioner has been informed at desk-8 and
desk-9, yet no action against delinquent All
India Services officers. Petitioner identified
gang rapes at Zoren Sah’s chemist shop by
vehicle (car) no. BR11AX1482 at 11:00AM.
Thereafter, Petitioner identified wife Rina
Kumari and minor daughter Shriya Poddar in
Black Burka, coming from Sunil Bubna’s house
along with old Muslim fellow at Sonaili
Railway Station at 12:30PM. Petitioner gave
her message through public announcement that

Sonaili, P.S. Kadwa, Katihar, Bihar is human
trafficker, sex abuser, sex racketeer, illicit sex
trader of my families and minor daughters”.
Petitioner sent another SMS to Delhi Police at
06:36:37AM “Manager of maternal uncle at
Goshala Sonaili, Jai Prakash Singh mobile:
8340464569 is also human trafficker, sex
abuser, sex racketeer, illicit sex trader of my
families and minor daughter”. Petitioner sent
SMS again to Delhi Police at 11:10:33AM
“illicit sex trade of victims continued in weekly
Friday market inside the house of Bechan
Poddar, Depsharan Gupta, Mannu battery
recharge center, J.P.Singh’s house, Raj Kumar
Gupta’s house, Ashwani Mukhiya’s house, by
human traffickers Rupak Razak”. Petitioner sent
SMS to Delhi Police at 14:40PM “Gang Rapist
district Magistrate Bhagalpur, Bihar called by
mobile: 8298106337 at 12:38PM dated
8.7.2022 and Gang raped my families and
minor daughter”. Thereafter Petitioner has
called Commissioner of Police HQ on landline

number 011-23746100 to intervene and stop
gang rapes in the night of 8th
July 2022 but HQ
asked for written complaint. Gang raped took
place and no intervention made.
09.07.2022 Petitioner sent SMS to Delhi Police at
12:18:57AM “Why Gang Rape victims
including my wife and minor daughter Shriya
Poddar ag 17 years in Writ Petition Criminal
242/2021 before Supreme Court of India
trafficked at Sonaili P.S.Kadwa Katihar Bihar
from Delhi/NCR Shastri Park North East Delhi
to katihar for Gang Rapes and illicit sex trade
while the case is still pending vide Diary No.
18546/2022 before Supreme Court of India.
Vulgar DJ dance and Gang Rapes of victims at

to Delhi Police at 12:19:08 midnight “Union of

picturized in a movie called “Schindler’s List”.
Petitioner sent SMS to Delhi Police at
09:38:17AM “Sex abuser State/government
kept me hostage at Sonaili, stopped me from
ground reporting from Katihar by playing
tactics. Illicit sex trade in the presence of red
car of Judges continues at Sonaili, P.S.Kadwa,

09.07.2022 Hence, this criminal complaint against Union of
India and prayer for engaging/handing over the
case to NIA for impartial investigation into the
matter of persistent Gang Rapes, illicit sex
trade, social anarchy, total social chaos,
hijacking/invading all constitutional Indian
institutions through illicit sex, endangering
National Security, deliberate creation of social
disequilibrium in caste systems of India,
deliberate forceful attempt of religious
conversion, unifying India on the ground of sex,
election vote bank of political parties on the
ground of sex, victimization of vulnerable
section of the society for their own political
mileage. Petitioner is seeking urgent action to
STOP persistent Gang Rapes, illicit sex trade,
child sexual abuse and human trafficking of
victim families by the nexus of state, NGO,
gangsters, Indian defense Organizations and
General Public and hand over the victims to the
petitioner immediately as SHE IS NOT SAFE
ANYWHERE EXCEPT WITH PETITIONER.
Direct NIA or appropriate agency to investigate
and register an F.I.R against the accused under
relevant section of IPC.
