by the nexus of State and Mafia -reg.

Hon’ble Sir,
1. That petitioner is om Prakash S/O Late Deep Narayan
Poddar, age about 47 years, husband of Rina Kumari 44
years and father of Shriya age about 17 years R/O RZF-893,
Netaji Subhash Marg, Raj Nagar Part-2, Palam Colony, New
Delhi-110077 and R/O Asha Deep Niwas, Shukkar Hat,
Sonaili, P.S. Kadwa, Katihar, Bihar-855114
2. That although a case has been registered by NGO child lines
India Foundation vide reg. no. 20220516080001 dated
16.05.2022 yet I have not been allowed to meet the victims
as on date.
3. On 17.05.2022, at 11:00 am, I have informed the katihar
Child line Railway coordinator Praveen Kumar and child
line district coordinator Pradeep Kumar that the victims are
again being gang raped on 16.05.2022 night even after
submitting 3 pages application to the Child line katihar on
16.05.2022 at 12.30 pm in the name of marriage ceremony
organized in front of petitioner’s house at sonaili shukkar
hatt p.s. kadwa.
4. Gang Rapist in the garb of marriage ceremony name’s are
Bikesh Sahni son of Bisheshwar Sahni, Gyanchand Sah,
Ramashish mahto ram karan mahto and ex-Army man Kapil
deo mahto, all are resident of sonaili p.s. kadwa katihar
5. 182, 1098 and 1512 services have been suspended by sonpur,
hazipur muzaffarpur bihar railway division to facilitate the
business of sex abusers.
6. On 17.05.2022 the victims have been caught by the petitioner
again inside the local train Telta express and the same have
been alarmed to all nodal police officers of Bihar and Delhi.
Surprisingly the train is being stopped at the outer signal of

victim to the brothel of Varanasi again.
7. Petitioner, after de boarding at katihar railway station
approached KATIHAR RAILWAY S.P. CONTROL
ROOM, staff of S.P railway did not allow the petitioner to
meet him and did not share the official email ID of
KATIHAR RAILWAY S.P. AVINASH KUMAR rather
misdirected the petitioner towards SHO JYOTI PRAKASH
P.S. Katihar railway. SHO categorically denied that the
rescued victims have not been handed over to the Katihar
Railway Police by Delhi Police on 06.05.2022 and denied to
share email id and mobile numbers of S.P. Railway traffic to
the petitioner.
8. Hence, petitioner requests the governing body of child line
foundation to allow or permit the petitioner to meet the
rescued victims of sex trade and permit to supervise counsel
and gather information about the whereabouts of all victims
till the trial court process begins at Katihar.
9. If sexual abuse and gang rape of rescued victims continued
till the court process begins on 24th may 2022 then
petitioner will be left with no option but to file a fresh
criminal writ against Katihar Magistrate, Child line, Delhi
and Bihar Railway police before Supreme Court of India.
10. The sexual abuse and gang rape of rescued victims in the
garb of technical legal procedural issues cannot be tolerated
because it goes against the principle of social work and
human rights and rule of law.
11.That sex abuser Dilip Sah (mob: 8210109698) proprietor of
Fancy shoe store at sonaili railway station road and Luxman
Paswan specialized in stitching and cutting of female
garments have attracted a crowd encircling the petitioner
near to sonaili railway station in front of Late janardan
begali’s pan bhandar at around 8:45 AM on 17.05.2022,
physically hit the petitioner and trying to manage the
petitioner with money. Petitioner fearlessly replied back to
the crowd that the project is in the interest of future
generation’s kids therefore he is ready to face the curse of
sex abusers.

3. 12. That petitioner has identified some of the sex abusers in
and around his house at sonaili p.s. kadwa who have
disclosed that there is a harsh inhuman practice prevailing
against the victims since 2005. Clients are being offered
registry documents for occupying victims in exchange of
huge amount of money for conceiving babies or gang rape or
marriage ceremony.
13.That Dr. Ranjana Jha, Dr. Samim Ali S/O Arzed Ali R/O
Salmari and Doctors from nursing home and health institutes
in and around the katihar districts are the right persons to
disclose the official record and number of babies conceived,
aborted, given birth and adopted from the victims.
14.That the petitioner has identified some of the names of sex
abusers at sonaili p.s. kadwa for cracking a deal with the
help of brokers/agents/pimps of victims for availing the
services of sexual abuse in terms of marriage, conceiving
babies, aborting babies, giving birth to the babies, time
bound staying inside the residence of sex abusers, dating
with the sex abusers, attending volunteers and workers of
political parties, cultural youth wings, attending hotels,
performing number of shots, tour, domestic and international
travelling, attending picnics, birthdays, functions, religious
gatherings, massaging, wellness spa, call girls services,
sexual abuse inside car and vehicles and for attending gang
rapes etc.
15.That the petitioner has unearthed an old daily diary of his
departed father which has disclosed the fact of mysterious
death of his headmaster father. Departed father writes on

January 2005 Monday “ it is a miracle that curiosity
services for education. He further writes with red ink that
AIIMS 04.04.2005, 11.04.2005, 18.04.2005, 26.04.2005
urine blocked inside the bladder. Urine being passed by the
orthopedics doctors in emergency medical services”.
16.Thereafter father further writes philosophical poems on 4th
January 2005 Tuesday, indicating the heinous plan of
International sex racketeers and sex abusers against his
families.

4. 17. That the petitioner has identified some of the names,
locations and hide outs of sex abusers/pims/brokers/agents in
and around Sonaili, P.S. Kadwa, Katihar Bihar. The list of
sex abusers/pims/brokers/agents are as follows:-
