• We see evidence of cuts to adaptation/resilience
finance post COVID (and cuts to ODA?)
• At the same time we don't see enough evidence of
COVID-stimulus packages embracing
adaptation/resilience opportunities.
 Both trends are very worrying and will, if left
unchanged, lead to risk creation and loss of adaptive
capacity and resilience.
How is COVID-19 impacting the
availability of Climate Adaptation
finance?

1. Donors increasing commitments to Green Climate Fund, momentum to build
forward better, maximising Triple Resilience Dividends. But will this be realized,
how can we support this? (Zurich Flood Resilience Alliance, IIASA, Zurich)
2. Opportunity for natural capital investments: Evidence shows that nature-
based stimulus investment scenario outperforms a business-as-usual stimulus
investment scenario globally - how to make sure that this opportunity is not
missed? (Food and Land Use Coalition & Vivid Economics, forthcoming)
3. Role of natural capital in supporting adaptation is also gaining recognition
amongst the private sector, but how to make this work under commercial
financing terms? (LSE Maryam Forum Co-Lab Blue Finance)
4. Private sector investment flows: finding metrics for adaptation is still work in
progress– regulators are driving this, disclosure can lead to action, but which
adaptation parameters to use? (with Bank of England, UKCCRA)
But there is room for optimism:

further work on the above.

Too often, climate change is thought about as a challenge for future generations. But as records continue to be broken, it is increasingly clear that the effects of climate change are being felt today. There is no doubt that the Paris Agreement was a major milestone in establishing the framework for tackling climate change, by setting the global goal of limiting global warming to less than 2°C and moving to a net zero emissions economy by the second half of the century. But we should not lose sight of the fact that 2°C warming still involves substantial change for our infrastructure, our economy and our communities. For investors, this means that the physical risk dimensions of climate change must be part of the risk assessment process, and that increasing investment into adaptation to ameliorate the effects of climate must accelerate. Given that climate change has been such a dominant topic in public debate for a number of years now, it is perhaps surprising that relatively little work has focused on the practical aspects of adaptation, particularly on how to finance it. Where this work has taken place, it is predominantly focused on public finance, while the hard yards of increasing private sector investment into adaptation is only now beginning. This report looks explicitly at how to increase investment into adaptation. Developed through a multi-stakeholder climate adaptation finance consultation process, it aims to identify real world investment barriers and recommend potential solutions, with the goal of enabling the finance sector to access adaptation investment opportunities. It also sets out a pathway ahead with specific recommendations that IGCC will be taking forward. Comments of participants in this process are included throughout the report. Throughout this guide, we have sought to identify practical examples of investment models currently being applied or with the potential to be adopted to meet the challenges to adaptation investment identified through this consultation process. By looking at what works today, we are better able to identify solutions for scaling up investment.

Climate change is expected to increase risks to businesses, infrastructure, assets, and economies. Extreme weather events and disasters are already damaging assets, disrupting supply chains, reducing productivity and revenues, and destroying livelihoods. In Cameroon, a developing country, costs involved in becoming more resilient to climate change are increasing every year at the rate of 6 to 8%. Adaptation costs and finance needs will rise more rapidly under a 30 to 45°C (NSI, 2014 Yaounde).

Climate exposure is defined as the potential gains or losses in an investor’s portfolio due to climate change. It encapsulates both climate-related financial risks as well as opportunities. Though climate exposure has many components, it can be divided into three broad subcategories: • Policy and legal exposure: The financial effects of policies designed to mitigate climate change (e.g., carbon pricing schemes) or policies designed to adapt to it (e.g., water management infrastructure and rationing) (Burton, Diringer, and Smith 2006); or litigation or adjudication related to climate change (Massachusetts v. Environmental Protection Agency 2007; Guyatt et al. 2011). • Physical and ecological exposure: The financial implications of changes to earth’s ecosystems. For example: the costs of shorter and warmer winters on the ski industry (Bebb 2015); the financial impacts of hotter weather on agricultural yields; or the economic consequences of severe weather/climatic events (e.g., Hurricane Sandy) that disrupt human economic activity. • Market and economic exposure: Human responses to the aforementioned policy and ecological changes that will reshape businesses, industries, economies, and markets (e.g., growth in clean energy technologies that threaten the fossil fuel industry) (Guyatt et al. 2011).

There is a need to better understand how investments are currently being delivered on the ground to support the land use sector, and to support the most appropriate interventions to shape investments towards more sustainable and less destructive land use activities. To explore these opportunities, CPI partnered with the Climate and Land Use Alliance (CLUA) to identify entry points for philanthropic funders to unlock capital in support of more sustainable land use practices. CPI analysis shows that there are distinct, powerful, and accessible finance-related levers that philanthropy can use to unlock investment in and reorient capital towards more sustainable land use practices. Philanthropy can often act in more nimble and strategic ways compared with public donors who may be constrained by slow bureaucratic processes and competing political priorities.

The fundamental development challenge in the Arab region is one of economic transformation or, more pertinent, a lack thereof. Heavy sectoral weights of extractive industries lead to dependence on global oil prices, even in oil-producing countries. The structure of production limits employment generation for skilled and semi-skilled labour. Low-skill services and informal activities then absorb the labour force, with corresponding harm to aggregate productivity and living standards. The slow emergence of manufacturing capacities distinguishes the economies of the Arab region from other developing countries. Compared to suitable aggregates or, more poignant, the successful Asian emerging economies, manufacturing exports from the Arab region do not contribute sufficiently to growth. Concurrently, growth is volatile and saving and investment rates are significantly below what is required to undertake this economic transition. This paper by the International Policy Centre for Inclusive Growth (IPC-IG) approaches fiscal space by asking: What barriers to the creation and use of such fiscal space must be removed in order to undertake such a transformation? In posing this question, the paper seeks to clearly demarcate its treatment of the fiscal space issue from that of the fiscal fundamentalist: its concern is to ensure that fiscal space is created not in the abstract for an unspecified purpose.

The seminar on Problem Formulation for the Risk Assessment of Biopesticides stemmed from a previous CRP-sponsored event on Innovating Microbial Pesticide Testing that identified the need for an overarching guidance document to determine when in vivo tests are necessary. Problem Formulation, a common practice in pesticide risk assessment, was highlighted as a useful approach for addressing uncertainties in data requirements for biopesticides. The seminar featured presentations from various perspectives, including industry, regulatory bodies, and academia. Topics included the history and principles of Problem Formulation, industry perspectives on Problem Formulation and how it is applied internally for microbial pesticides, regulatory approaches, and specific case studies.
